BACOLOD CITY, June 10, 2026 – The Department of Agrarian Reform Negros Island Region and the Securities and Exchange Commission Negros Island Region (SEC NIR) formally strengthened their partnership through the ceremonial signing of a Memorandum of Agreement under the SEC–CAN (Communication, Advocacy, and Network) Project.
The SEC–CAN Project aims to promote awareness of corporate compliance, advocate financial literacy, and establish stronger networks with government agencies such as DAR to bring regulatory services closer to grassroots communities. Through this initiative, Agrarian Reform Beneficiaries Organizations (ARBOs) will be equipped with knowledge on legal compliance, organizational governance, and protection against fraudulent investment schemes, enabling them to operate more sustainably, transparently, and effectively.
During the activity, DAR NIR Regional Director Lucrecia S. Taberna emphasized the importance of the partnership in empowering ARBOs and enhancing their capacity to become viable and self-sustaining organizations.
Representing SEC NIR were Atty. Annabelle Corral-Respall, Director II, and Ms. Maria Laarni King, Information Officer II. In her message, Atty. Corral-Respall highlighted the vital role of financial literacy and investor protection in safeguarding organizations and their members from financial risks and fraudulent schemes. She also announced SEC NIR's commitment to provide free financial literacy training programs to ARBOs throughout the Negros Island Region.
Through this partnership, DAR NIR and SEC NIR reaffirm their shared commitment to empowering ARBOs by promoting good governance, financial responsibility, regulatory compliance, and organizational resilience. The collaboration is expected to open more opportunities for capacity building and institutional strengthening, ultimately contributing to the socio-economic development of agrarian reform beneficiaries across the Negros Island Region.
