ARBO MERKADO: DARMO MURCIA SHOWCASES FRESH FARM PRODUCE

​Serving as a dedicated platform for local farmers and Agrarian Reform Beneficiaries (ARBs), the Department of Agrarian Reform (DAR) Negros Occidental 1 North officially opened its ARBO Merkado: Tiangge ni ARB at DARMO Murcia earlier today, June 3, 2026.

​The market showcases fresh agricultural produce and locally processed goods from local agrarian reform beneficiaries and organizations.

​Also present during the ribbon-cutting ceremony were OIC-PARPO I Ar. Petronilo T. Tanjusay, CARPO Melma D. Hortelano, OIC-CARPO Celia May M. Defino, Chief Administrative Officer Dr. Kent John A. Lorayna, Board Member Hon. Andrew L. Montelibano, and Sangguniang Bayan Member Hon. Enegio Gravino Jr., together with the DARMO Murcia personnel and staff.

ALIGNING STRATEGIC PLANS FOR EFFICIENT FIELD OPERATIONS: DAR NEGROS NORTH CONDUCTS JOINT PRE-SURVEY CONFERENCE AND FEEDBACKING SESSION

To ensure a more efficient field implementation, strategic alignment remains a vital priority for the agency. In line with this, the Department of Agrarian Reform Negros Occidental 1 North team gathered for a comprehensive One Day Joint Activity: Pre-Survey Conference on Lot 10 (2025-B) and Feedbacking Session on Lot 9 (2025-A) in Bacolod City on June 1, 2026.

The activity commenced with a message from OIC-PARPO II Lourdes F. Causing, setting a collaborative tone for the day's critical objectives. CAO Kent John A. Lorayna, Ph.D. welcomed the participants, followed by a presentation of the activity’s rationale and objectives delivered by CARPO Joji D. Flores.

From technical briefings on Lot 10 parameters to operational synchronization and cluster presentations ("Kamusta ang Field?"), the MARPOs, provincial survey chiefs, technical teams, and contractors worked hand-in-hand to address field bottlenecks, adjust targets, and map out concrete catch-up plans. The productive session concluded with a synthesis and vital final policy directives from MARPO/Concurrent Executive Assistant to the PARPO II Aisha May T. Ardiente and Engr. Rodelmar Tigao, Provincial Chief Survey.

Step by step, under dedicated leadership and collective effort, the office continues to streamline its processes to better serve agricultural communities and secure their lands.

STRATEGIC ALIGNMENT: DAR NEGROS NORTH SUPPORT SERVICES TEAM CONDUCTS TARGET SETTING FOR REMAINING ANNUAL ACTIVITIES

To ensure the precise and efficient delivery of programs for the rest of the year, the Support Services Team of DAR Negros Occidental I successfully mapped out its strategic directions during a Target Setting activity held in Bacolod City on May 26, 2026.

The activity aimed to align targets, strengthen coordination, and establish strategic directions for the effective implementation of programs and services under the Program Beneficiaries Development Division (PBDD).

Through collaborative discussions and planning sessions, OIC-PARPO II Lourdes F. Causing, CARPO Melma D. Hortelano, the Section Chiefs of the division, and representatives from the Monitoring and Evaluation Unit identified priorities, performance indicators, and operational strategies to further improve service delivery for agrarian reform beneficiaries.

The target-setting activity also emphasized the importance of teamwork, accountability, and data-driven planning in achieving organizational goals. Inputs from section heads and monitoring representatives provided valuable insights in ensuring that targets remain responsive, measurable, and aligned with the agency’s mandates and development objectives.

As DAR Negros Occidental I continues to uphold its commitment to responsive public service, the initiative reinforces the office’s dedication to efficient program implementation, sustainable development, and strengthened support mechanisms for agrarian reform communities.

SECURED LAND RIGHTS: 56 ESCALANTE FARMERS CELEBRATE INDIVIDUAL CLOA DISTRIBUTION AND PEACEFUL INSTALLATION

True agrarian reform goes beyond generating land titles on paper; it is realized when farmers can safely set foot on their own soil, secure in the knowledge that the law protects their livelihood.

The Department of Agrarian Reform (DAR) Negros Occidental 1 North, through DARMOs Escalante C and D, successfully distributed a total of 53 parcels of Individual Certificates of Land Ownership Award (CLOAs) to 56 qualified Agrarian Reform Beneficiaries (ARBs) recently.

The agricultural properties, previously owned by the Mirasol Development Corporation, are located in Barangays Cervantes and Hacienda Fe in Escalante City.

Following the distribution, the frontline operations were led by Municipal Agrarian Reform Program Officers Marnellee B. Pelaez and Dolores M. Gorrez, who facilitated the peaceful physical turnover and installation of the ARBs on their respective lots.

This critical step legally recognizes their absolute ownership and extends full legal protection under RA 6657 (Comprehensive Agrarian Reform Law) and RA 9700 (CARPER Law), as amended.

With these individual titles now firmly in their hands, these farmer beneficiaries transition from agricultural laborers to independent landowners, ready to contribute more vibrantly to the local economy and food security of the province.

STREAMLINING ECONOMIC SUPPORT: EDES SECTION AND DEVELOPMENT FACILITATORS ALIGN FOR STRATEGIC CATCH-UP PLANNING

​Providing agrarian reform beneficiaries with land is only half the battle; ensuring they have the enterprise and economic support to remain profitable is what sustains rural livelihoods.

​In line with this, the Department of Agrarian Reform (DAR) Negros Occidental 1 North, through the Program Beneficiaries Development (PBD) Division, conducted a two-day Enterprise Development and Economic Support (EDES) Catch-up Planning and Project Streamlining workshop held in Bacolod City from May 18 to 19, 2026.

The activity served as a critical venue to recalibrate targets and enhance collaborative field implementation.

​The first day of the summit allowed the EDES Section staff to assess ongoing projects and identify areas for operational adjustment. On the second day, the team expanded to include the Development Facilitators (DFs), who serve as the crucial frontline link to our agrarian reform beneficiaries' organizations (ARBOs).

The activity was graced by OIC-PARPO II Lourdes F. Causing, OIC-PARPO I Ar. Petronilo T. Tanjusay, and CARPO Melma Hortelano.

​Through this dedicated catch-up planning and streamlining effort, the PBD Division reinforces its commitment to bolstering the cooperative micro-enterprises of our farmers and maximizing their economic potential for the rest of the year.
