BUILDING A STRONGER PNP IN 2026: INTEGRITY, DISCIPLINE, AND CARE AT THE CORE
The Philippine National Police (PNP) is strengthening integrity, discipline, and the well-being of its personnel through a comprehensive set of preventive, punitive, and restorative programs under the Integrity Monitoring and Morale and Welfare components of its PNP Focus Agenda. These initiatives are designed to enhance professionalism, accountability, and ethical conduct across the organization.
“Integrity, discipline, and responsibility are the standards we uphold for every officer. We are not merely enforcing regulations; we are fostering a culture of accountability, care, and resilience that defines a modern PNP,” said Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr.
The PNP has always prioritized the mental health and well-being of its personnel. “Marami tayong mga programa para sa internal cleansing at preventive intervention, at mas paiigtingin pa natin ito upang maiwasan ang mga insidente habang sinusuportahan ang ating mga opisyal sa kanilang tungkulin,” dagdag ni PLTGEN Nartatez.
The Bantay Kaisapan Program of the PNP Health Service provides a holistic mental health framework to support officers in managing stress, preventing burnout, and maintaining well-being. In 2025, Bantay Kaisapan conducted 61,906 psychological exams, 74,672 stress management sessions, 67,895 anger management interventions, and 809 stress debriefings.
Psychoeducational initiatives included 61,371 mental health materials distributed, 18,049 psychological monitoring sessions, 932 counseling sessions, 591 tele-counseling activities, as well as individual psychotherapy and pharmacotherapy services. Personnel undergoing promotion, recruitment, schooling, or restoration also received regular psychological and psychiatric evaluations to ensure readiness and fitness for duty.
Leadership and mentorship are reinforced through initiatives such as the One-Day Squad Leaders’ Summit and True Leader’s Heart (TLH), equipping squad leaders to guide with empathy, foster accountability, and build cohesive teams. “A good leader doesn’t just command—he guides, mentors, and inspires. Our squad leaders are being trained to connect authentically with their personnel, strengthening both morale and discipline,” said PLTGEN Nartatez.
Operational accountability is also emphasized through the Monthly Comparative Report of Squad Weekly Interactive Meeting (SWIM), where PNP units exceeded the annual target of 849,984 reports, achieving 1,100,204 reports, or 129% of the target. Complementing this, the Chaplain Service conducted 24,868 counseling activities nationwide, providing spiritual support and holistic care.
Discipline is enforced through the Integrity Monitoring and Enforcement Group (IMEG), which filed 664 administrative cases involving 1,035 officers and 138 criminal cases against 201 respondents in 2025. Cases ranged from preliminary investigations to hearings and resolutions, resulting in reprimands, suspensions, dismissals, and service sentences, reflecting a firm yet fair approach.
Restorative programs such as FORMPOLICE (Focused Reformation/Reorientation for Police Officers’ Internal Cleansing) provide officers with training to restore discipline and professional values. In 2025, 48 officers underwent 30-day FORMPOLICE programs for grave offenses, while 543 officers participated in 7-day programs, strengthening ethical standards and professional responsibility.
PLTGEN Nartatez added, “Through preventive care, fair enforcement, and reformation, we are shaping a PNP that responds effectively to challenges while embodying integrity, resilience, and accountability.”
He further emphasized, “Ang bawat hakbang na ginagawa natin—mula sa mental health programs hanggang sa leadership training—ay nakatuon hindi lamang sa pagpapatupad ng batas, kundi sa paghubog ng mga opisyal na may puso at prinsipyo. Ipinapakita nito na ang PNP ay tunay na serbisyong tapat at nararamdaman.”
Highlighting accountability, he added, “We will continue to enforce discipline firmly but fairly. Walang sinuman sa ating hanay ang exempted sa pamantayan ng integridad. Sa 2026, mas tutukan natin ang pagpapaigting ng mga programang ito upang mas mapalakas at mapanatili ang integridad, disiplina, at kagalingan ng bawat opisyal. This is how we ensure public trust and a stronger police force.”
