DMMMSU supports the 18-day movement to End Violence Against Women and Children (VAWC). This initiative is spearheaded by the Philippine Commission on Women (PCW), in adherence to Proclamation 1172, Series of 2006, and Republic Act No. 10398.

The 18-day Campaign to End VAWC in the Philippines aligns with the global 16 Days of Activism Against Gender-Based Violence Campaign. It runs annually from November 25 (International Day for the Elimination of Violence Against Women and Girls) to December 10 (Human Rights Day) (PCW). The 2022-2027 recurring campaign theme is “UNiTEd for a VAWC-free Philippines.”

As a university, DMMMSU serves as a safe haven where every individual is seen, heard, and protected. We embrace a whole-of-nation approach within our community, one that transforms national commitments into daily acts of courage, compassion, and solidarity.

Together, we raise our voices against gender-based violence, stand with survivors in their healing journey, and demand justice. In every classroom, office, and corridor of the University, we strive to build a culture where dignity is upheld, differences are respected, and every person can live, learn, and thrive without fear.

The Philippine Commission on Women (PCW) has recognized Don Mariano Marcos Memorial State University (DMMMSU) as one of the Top-Performing Agencies in the country — earning a place five times in the Top 10 across 14 award categories.
Notably, DMMMSU stands as the only State University and College (SUC) in the Philippines to have achieved this remarkable distinction.

This prestigious recognition, conferred on September 25, 2025, is a shared milestone for our entire University community. It reflects the collective success of our 2024 GAD Accomplishment Report, made possible through your unwavering dedication and support.

Your active collaboration with the GAD Office, enthusiastic participation in our programs, and commitment to implementing GAD mandates — particularly your consistent efforts in GAD attribution and documentation — have been instrumental to this achievement.
The reports and evidence you submitted served as essential means of verification (MOVs) required by the PCW, demonstrating our shared pursuit of gender equality and empowerment.

| GAD Focal Point System Functionality Assessment Tool for National Government Agencies

This GAD Focal Point System (GFPS) Functionality Assessment Tool is designed to ensure that national government agencies (NGAs) have a functional mechanism to mainstream the gender and development perspective in their policy making, planning, programming, budgeting, implementation, and monitoring and evaluation processes. As a self assessment tool, it provides GFPS members from NGAs the means to examine their performance and level of compliance based on the parameters set forth in the Magna Carta of Women and the PCW Memorandum Circular 2011-01.

Through PCW Memorandum Circular 2022-02, all NGAs are enjoined to use this tool in periodically assessing the level of functionality of their GFPS.
