12TH SANGGUNIANG BAYAN OF BACACAY
July 14, 2026

During its 27th Regular Session held on July 14, 2026, the 12th Sangguniang Bayan of Bacacay, on second reading, discussed and expressed full support for the proposed ordinance institutionalizing Republic Act No. 7883, granting benefits and incentives to accredited and registered Barangay Health Workers, and the proposed measure institutionalizing Republic Act No. 11148 (Kalusugan at Nutrisyon ng Mag-Nanay Act) and the First 1,000 Days Program in the Municipality of Bacacay.

The Sangguniang Bayan likewise approved the FY 2026 Annual Budget of Barangay Banao and authorized the Municipal Mayor to purchase one (1) motor vehicle for official municipal use. It also granted special permits to the Sangguniang Barangay of Barangay Pongco-Bogña and Barangay Tambongon to conduct cockfighting activities in connection with their respective annual barangay fiesta celebrations. In addition, the body approved the application of Mr. Joseph Mayo for the change of his Motorcycle Unit-for-Hire operating under the Poblacion–Pili (Parada-1A) route.

Further, the Sangguniang Bayan approved a resolution requesting President Ferdinand "Bongbong" R. Marcos Jr. to declare August 29, 2026, as a Special Non-Working Holiday in the Municipality of Bacacay. The body also resolved to invite the Barangay Councils of Nahapunan and Mapulang Daga to a Committee Hearing for the review of their submitted barangay ordinances.

During the session, members likewise agreed to invite representatives from the Office of the Mayor, the Municipal Tourism Office, and the Municipal Market Administrator-Designate to the next regular session to discuss preparations for the upcoming Karagumoy Festival and Annual Town Fiesta, including the calendar of activities, market stall arrangements, and other related concerns.

Before adjournment, the Sangguniang Bayan unanimously approved the proposal of Vice Mayor Robert Hector B. Arjona to conduct the first regular session of August 2026 at the Barangay Hall of Barangay Cabasan, reaffirming its commitment to bringing governance closer to the people.

During its 26th Regular Session held on July 7, 2026, the 12th Sangguniang Bayan of Bacacay approved the transfer of a Motorized Tricycle-for-Hire (MTH) franchise from Mrs. Leonora Buban to Mr. Christopher Buban for the Poblacion–Bonga (Parada-2A) route.

The Sangguniang Bayan also declared approved and operative the Fiscal Year 2026 Annual Budgets of the Sangguniang Kabataan Council of Barangay Mapulang Daga, Barangay Uson, Barangay 5 Poblacion, and Barangay Igang, ensuring the continued implementation of their respective programs and services.

The body likewise granted a Special Permit to the Sangguniang Barangay of Barangay Namantao to conduct cockfighting activities on July 29–31, 2026, in line with its Annual Barangay Fiesta celebration in honor of Nuestra Señora de Salvacion, and approved the Special Permit of OKB Cockpit Arena to hold local derby events, commonly known as "Hack Fight" and/or "Ulutan," every Wednesday, Thursday, and Saturday during the month of July 2026.

In support of public safety, the Sangguniang Bayan authorized the Municipal Mayor to enter into and sign a Memorandum of Agreement with the Albay Police Provincial Office (Albay-PPO) for the implementation of the Safer Albay Program. It also authorized the Municipal Mayor to negotiate the price and terms for the acquisition of a parcel of land intended for the construction of the Bureau of Fire Protection (BFP) Building, Municipal Disaster Risk Reduction and Management (MDRRM) Office, and the Rice Processing System (RPS) Site.

Moreover, the Sangguniang Bayan declared approved and operative Barangay Ordinance No. 2026-003, providing hospitalization and medical assistance to all indigent senior citizens of Barangay Vinisitahan Mainland, and Barangay Ordinance No. 2026-004, establishing the Barangay Identification (ID) System of the same barangay, reinforcing initiatives that promote social welfare and efficient local governance.

The Sangguniang Bayan approved two transportation resolutions, namely the transfer of the motorized tricycle franchise of Mr. Dominador Bersabe Jr. to Mr. Joseph Mayo for the Poblacion–Pili route (Parada-1A), and the renewal of the motorized tricycle franchise of Mrs. Margarita B. Bea for the Poblacion–Bonga route (Parada-2A).

The body likewise approved the Annual Budgets for Fiscal Year 2026 of Barangays Panarayon, Buang, Bayandong, Barangay 12 (Poblacion), and Bariw, declaring each budget approved and operative in its entirety.

The Sangguniang Bayan also adopted a resolution commending the 14th Special Forces “Swordfish” Company for successfully conducting the Community Action for Resilience and Emergency Support (CARES) Seminar and for its invaluable contributions to the welfare and development of the Municipality of Bacacay.
The body considered several first reading ordinances, including the creation of the Municipal Nutrition Committee of the Municipality of Bacacay, the creation of the position of Municipal Nutrition Action Officer under the Municipal Health Office, the establishment of a scheduled solid waste collection system for Barangay Namanday through a dedicated collection vessel, and the prohibition of dumping non-biodegradable waste on Namanday Island while promoting community-based composting of biodegradable waste.

The 12th Sangguniang Bayan of Bacacay successfully convened its 24th Regular Session yesterday, June 23, 2026 at the Barangay Hall of Brgy. Namanday, Bacacay, Albay.

Several resolutions were approved during the session, including the application for the franchise renewal of Mr. Mark John Ivan G. Belardo, a public utility vehicle operator plying the Parada 2D/Gubat route and vice versa, as well as the application for the change of unit of Mr. Jayson S. Bonaobra, who operates along the Parada 2B/Sogod route and vice versa.

The Sangguniang Bayan likewise considered the request for authority for the Honorable Municipal Mayor Daniel Jose R. Bombales to enter into and sign a Memorandum of Agreement (MOA) between the Local Government Unit of Bacacay and Bicol University for the implementation of Project TEACH+ (Teacher Empowerment and Advancement for Capacity-Building and High-Impact Learning), which aims to strengthen educational development and capacity-building initiatives in the municipality.

The Sanggunian also took up on First Reading a proposed ordinance providing a policy against discrimination on the basis of s*xual orientation, gender identity and expression, and s*x characteristics, to be known as the Bacacay Anti-Discrimination Ordinance.

For information and discussion, PMAJ Niño Aquiatan attended the session to provide updates on the current peace and order situation in the municipality and to address concerns regarding alleged illegal cockfighting activities in relation to the provisions of Presidential Decree No. 449.

The conduct of the session in Barangay Namanday forms part of the Sangguniang Bayan’s continuing effort to bring legislative services closer to the people and ensure that local concerns are heard and acted upon
