Republic Act No. 12314, otherwise known as the GAA for fiscal year 2026, states under Special Provision 17 that the amount of Ten Billion Pesos (PhP 10,000,000,000) appropriated herein for the Presidential Assistance for Farmers and Fisherfolk Program shall serve as a standby fund to be used for the provision of cash assistance to farmers and fisherfolk.

i. Must be actively engaged in the cultivation of rice at the time of the occurrence of economic instability or market disruption;

To ensure data integrity and prevent duplicate assistance, the DA-RFOsโin coordination with Local Government Units (LGUs)โ will conduct a rigorous validation, verification, and deduplication process.

The DA may adopt any of the following modalities for the distribution of cash assistance under the Program, subject to applicable conditions and compliance with existing government budgeting, accounting and auditing rules and regulations.

A region may adopt a dual distribution scheme. Once the fund has been sub-allotted, the region may disburse the assistance through the DBP for beneficiaries who have existing IMCs. Meanwhile, for non-IMC eligible beneficiaries, the region may distribute the cash assistance through face-to-face caravans.

Yes. Through its regular program under the Fuel Assistance to Farmers Project (FAFP), the DA provides ongoing fuel support. The current phase of the project focuses on distributing the remaining allocations from the year 2023-2025 implementation years.

In cases where a beneficiary has become deceased during the distribution of the cash assistance, the next of kin may claim said assistance.
Should the next of kin not have access to the said account, the next of kin must present to the concerned RFO the following documents at the branch where the claim will be made, to claim the assistance:
a. Death Certificate of the deceased beneficiary.
b. Proof of relationship to the deceased beneficiary.
c. Proof of RSBSA registration of the next of kin who will continue tilling the rice land
Upon successful claiming, the account of the deceased beneficiary will be closed.

Should the next of kin does not have access to the said account, the next of kin must present to the concerned RFO the following documents at the branch where the claim will be made, to claim the assistance:
a. Copy of any medical documents evidencing sickness and inability to effectively stand and walk from one place to another, alongside a clear and recognizable photo showing his/ her face and the situation of the beneficiary.
b. Proof of relationship to the bedridden beneficiary.
c. Proof of RSBSA registration of the next of kin who will continue tilling the rice land.
Upon successful claiming, the account of the bedridden beneficiary will be closed.
