PROJECT GABAY: Governance Assistance for Barangay Administration toward Improved Efficiency.

The Apayao State College – Graduate School / PhD Program, in partnership with the Barangay Local Government Unit of Mataguisi, Pudtol, Apayao, successfully implemented PROJECT GABAY on April 27, 2026, at the Barangay Hall of Mataguisi.

The activity was primarily aimed at strengthening the capacity of barangay officials and personnel by equipping them with essential knowledge and practical skills needed for effective governance. It focused on improving communication, enhancing administrative competence, and promoting the use of basic technological tools in delivering public service.

Through meaningful engagement and knowledge-sharing, participants were given the opportunity to reflect on their roles and responsibilities as public servants. The activity encouraged them to become more confident in decision-making, more organized in documentation and processes, and more responsive to the needs of their constituents.

The collaboration between the academic institution and the barangay created a supportive learning environment where ideas were openly shared, and practical solutions were explored. A successful Barangay Monthly Session was once again achieved through unity, cooperation, and a shared commitment to public service. This gathering served as a vital platform to address pressing community concerns, strengthen programs, and reinforce our dedication to good governance. The active participation of barangay officials reflects our continuous effort to create responsive and people-centered leadership.

We also extend our sincere appreciation to our partners from the Philippine National Police PAT Jomar A. Wayaway, PCPL Jame Bond Bulong, and PSSG Georgie Tayag for their invaluable presence and support. Their involvement highlights the importance of collaboration in maintaining peace, order, and safety within our community.

This session is a testament that when leaders and stakeholders work hand in hand, meaningful change becomes possible. Eyes here: Family Development Session (FDS) is currently being conducted at Barangay Mataguisi, Pudtol, Apayao, as part of the continuous implementation of the Pantawid Pamilyang Pilipino Program (4Ps). The activity focuses on strengthening the capacity of beneficiary families by providing them with valuable information, guidance, and discussions that help improve their well-being and family relationships. Participants actively engage in the session, sharing their experiences and learning important topics that support responsible parenthood, child development, and community participation.

At the same time, the ongoing Philippine Statistics Authority (PSA) registration for the National ID is being facilitated within the barangay. Residents are actively lining up and completing the necessary steps to register for their National Identification Card, which serves as an important government-issued ID. This initiative aims to provide every individual with a valid and unified identification system that will make accessing government services easier, faster, and more efficient.

Barangay officials and personnel are assisting both activities to ensure smooth flow and proper coordination. They guide beneficiaries and residents throughout the process, ensuring that everyone is properly accommodated and informed. The simultaneous conduct of the FDS and PSA registration reflects the barangay’s commitment to delivering essential services to its constituents in an organized and accessible manner.

Through these ongoing activities, Barangay Mataguisi continues to promote social development, awareness, and inclusion among its residents. The FDS strengthens family values and responsibilities, while the National ID registration supports identity verification and access to public services. Look| Coming together for a cleaner and healthier community, our barangay successfully conducted a Clean-Up Drive with the active participation of residents, volunteers, and local officials. This activity reflects not only our shared responsibility but also our genuine concern for the environment and the well-being of everyone in the community.

From sweeping the streets to collecting and properly disposing of waste, every effort big or small played an important role in making our surroundings safer and more pleasant. It was inspiring to see people from different walks of life unite with one goal in mind: to create a cleaner place that we can all be proud of.

A successful Barangay Assembly was conducted on March 29, 2026, from 1:00 PM to 5:00 PM at Barangay Mataguisi, with the active participation of 220 residents, including invited guests and resource speakers. The activity served as a platform to discuss important community matters, programs, and initiatives aimed at strengthening unity and development within the barangay.

Adding to the meaningful discussions was the joy and excitement brought by the raffle draws held during the assembly, where residents actively participated and enjoyed the chance to win prizes. The activity truly combined information, engagement, and entertainment, making it both productive and memorable for everyone present.

This successful gathering was initiated by the Barangay Local Government Unit (BLGU) of Mataguisi, under the leadership of Punong Barangay Hon. Edwin S. Valentin, together with the dedicated members of the Sangguniang Barangay. The strong turnout and participation of the community reflect their continued support and commitment to progress, transparency, and unity.
