The Province of Apayao was formally declared under a State of Stable Internal Peace and Security (SSIPS) during a conferment ceremony held on May 12, 2026 at the BGVJR Memorial Gymnasium, Luna, Apayao.

Pursuant to Provincial Resolution No. 11-315, Series of 2026, the Province was officially declared β€œcleared of insurgency” and recognized as being in a β€œstate of stable internal peace and security,” with the Philippine National Police (PNP) designated as the primary force in law enforcement and stability operations, while the Armed Forces of the Philippines (AFP) assumes a supporting role.

The program featured the formal conferment and unveiling of the SSIPS seal, the signing of a pledge of commitment, and recognition rites for agencies and individuals who significantly contributed to the Province’s peace and security initiatives. Assistance was likewise conferred to surrenderers under the C.O.P.U.N. Program, or Celebrating Oneness, Progress, and Unrelenting Nationalism.

The activity was attended by Governor Elias C. Bulut Jr., Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan, members of the 11th Sangguniang Panlalawigan of Apayao, provincial department heads, municipal and barangay officials, as well as representatives from the Armed Forces of the Philippines, Philippine National Police, National Intelligence Coordinating Agency, and the Department of the Interior and Local Government–Cordillera Administrative Region.

Department of the Interior and Local Government–Cordillera Regional Director Atty. Anthony C. Nuyda led the conferment ceremony as representative of the Secretary of the Interior and Local Government, Hon. Jonvic C. Remulla, and served as the Guest of Honor and Speaker.

The conferment likewise recognized the various municipalities of the Province of Apayao for attaining insurgency-free status, signifying the Province’s collective commitment to lasting peace, public safety, and sustainable development.

Gov. Bulut says peace declaration shifts Apayao’s focus toward jobs, long-term development

Governor Elias C. Bulut Jr. described Apayao’s declaration under the State of Stable Internal Peace and Security (SSIPS) as a turning point for a province that once lived through armed encounters, bomb threats, checkpoints, and insurgency-related violence.

Speaking during the conferment ceremony on May 12, Gov. Bulut recalled how older generations of yApayaos witnessed years when conflict shaped daily life in many communities.

β€œGone are the days na ang naririnig natin ay mga encounters, putok ng kanyon, tora-tora, bomba, wounded, casualties, military checkpoints,” the governor said. β€œDatayo nga padak nga lallakayen, datayo iti makaammo iti istorya iti probinsiya tayo.”

For the Governor, the declaration carries a responsibility that now extends outside peacekeeping. He said the province must begin preparing for a different phase of development in the coming years.

β€œThis declaration ket nadagdagsen manen nga responsibilidad,” he said. β€œOur obligation now is; anya met iti i-introduce tayo nga development or innovations para iti probinsiya tatta nga awanen iti problema tayo iti insurgency ken NPA.”

The governor pointed to unemployment as one of the next major concerns that the province must confront. He noted that many young yApayaos finish college and professional courses but still leave the province in search of opportunities elsewhere.

β€œIt is now the highest time to address the gaps like unemployment,” he said. β€œAdun ti college graduates tayo like teachers, engineers, agriculturists and the likes. We have a large pool of professionals ready to be employed.”

He also urged barangay and municipal leaders and residents to begin looking inward by maximizing local resources and manpower instead of depending heavily on outside assistance.

β€œWe cannot just rely on the aid of the national government,” he said. β€œWhy don’t we utilize our own resources and manpower nga haanen nga rumuar kuma iti probinsiya tayo?”

He added that the province must now position itself for investments, innovation, and opportunities that can sustain the next generation.

β€œWe have to open our doors to opportunities,” he said. β€œAnd these opportunities will help the next generation in building and sustaining a better Apayao.”

β€œHaan nak mabuteng, kakailian. I am not afraid. Nu ania iti ammok nga pagsiyaatan iti probinsiya, aramiden tayo dagitoy. Dapat ilaban tayo iti karapatan tayo nga taga Apayao nga agprogreso. Ilaban tayo iti mabalin nga mangilatag manen iti masakbayan iti kakailian tayo nga taga Apayao. Haan tayo nga dumngeg iti umay mangburibor kanya tayo nga aggapo iti sabali nga lugar.” the Governor stated.

The governor also called on residents to continue protecting the peace gained through years of cooperation among communities, local governments, and security forces.

β€œI hope that with this declaration, yApayaos would likewise commit that we have to do our part in maintaining peace and order in the province,” he said.

Vice Governor Kyle Mariah Chelsea Bulut-Cunan called on communities, local governments, and security sectors to continue protecting the peace gained in Apayao, saying stability in the province remains a shared responsibility.

Speaking during the Conferment Ceremony for the State of Stable Internal Peace and Security (SSIPS) on May 12 at the BGVJr. Memorial Sports Complex, Bulut-Cunan said peace should not be treated as a one-time achievement.

β€œPeace is not something achieved once and forgotten,” she said. β€œIt is something continuously protected, strengthened, and sustained through leadership, cooperation, and shared responsibility.”

The vice governor described the conferment as recognition of years of work carried out by security forces, government agencies, barangays, and residents who continued choosing peace despite past challenges faced by the province.

She pointed to communities such as Marag Valley, once associated with armed conflict and instability, which she said now stand as examples of resilience and progress.

According to Bulut-Cunan, maintaining stability required more than security operations alone. She said government presence in communities through infrastructure, education, livelihood, youth engagement, and basic services played a major role in addressing the roots of insurgency.

β€œLasting peace cannot rely on military efforts alone,” she said. β€œPeace becomes sustainable when people feel that the government is present, responsive, and working for them.”

She also stressed the importance of continued coordination among local government units, barangays, national agencies, and communities in maintaining peace and order in the province.

β€œAs Vice Governor, I have always believed that governance must go beyond legislation,” she said. β€œIt must translate into safer communities, better opportunities, and genuine development felt by our people on the ground.”

She ended her message by urging yApayaos to continue protecting the gains achieved by the province and not treat the recognition as the end point of their efforts.

The meeting aimed to discuss the final preparations for the Conferment Ceremony for the Declaration of the Province of Apayao as being under a State of Stable Internal Peace and Security (SSIPS). Security measures, logistical concerns, and other essential protocols relative to the conduct of the activity were likewise deliberated upon.

Present during the meeting were personnel from the Office of the Provincial Administrator headed by Provincial Administrator Arnold Castillo, representatives from the Apayao Provincial Police Office, Philippine Army, Department of the Interior and Local Government – Cordillera Administrative Region led by Provincial Director Marleen Guerzon, Municipal Mayor of Luna Hon. Januario S. Garde, and members of the SILG staff.

The 11th Sangguniang Panlalawigan of Apayao convened its 37th Regular Session at the Session Hall of the Paul A. Delwasen Legislative Building, Apayao Government Center, San Isidro Sur, Luna, Apayao, on May 05, 2026, under the presiding authority of Vice Governor Hon. Kyle Mariah Chelsea S. Bulut-Cunan.

During the Privilege Hour, Board Member Hon. Vincent S. Talattag urged the body to consider the formulation of a resolution relative to the distribution of rice subsidy to selected beneficiaries across the municipalities of the province, with the end in view of preventing duplication and ensuring equitable allocation of resources.

Subsequently, the body proceeded with the deliberation of various proposed ordinances, the review of municipal enactments, and the receipt of committee reports, all geared toward enhancing legislative efficiency and strengthening governance mechanisms within the Province of Apayao.

Other matters were likewise taken up, including discussions on the forthcoming conferment ceremony for the Seal of State of Stable Internal Peace and Security in the Province of Apayao and the scheduling of rice subsidy distribution to barangays.

The Office of the Vice Governor, under the leadership of Hon. Kyle Mariah Chelsea S. Bulut-Cunan, conducted an official visit to various barangays in the Municipality of Conner on April 30, 2026, in line with its mandate to bring essential government services closer to the people.

During the activity, the Office attended the blessing and inauguration of the Allangigan Multi-Purpose Building and the Balay Pagdadarngan located at Allangigan Integrated School. In the course of the program, the Office facilitated the first tranche of rice assistance distribution to identified beneficiary families in Barangay Allangigan.

Moreover, the Office implemented its grants and donation program through the distribution of monoblock chairs to the barangays of Cupis, Calafug, Mawigue, Puguin, Banban, Sacpil, and Mabiga.

Also present during the said activities were Hon. Samuela A. Real and Hon. Alison T. Betat, Members of the Sangguniang Panlalawigan; Provincial Budget Officer Jovenal Leguiab; and personnel from the Office of the Vice Governor and Office of the Congresswoman Eleanor C. Present during the coordination meeting were Provincial Administrator Arnold Castillo; Board Member Vic Maruquin, Chairperson of the Committee on Peace and Order; representatives from the Apayao Provincial Police Office led by Police Colonel Reguel Santamaria; the Department of the Interior and Local Government–Apayao headed by Provincial Director Marleen Guerzon; personnel from the 98th Infantry Battalion led by Captain Joeffrey Tamayo; and representatives from the Provincial Social Welfare and Development Office.
