CarSU, OPAPRU, and NCIP Chart Next Steps for Stronger Partnership After 29th IP Month and IPRA Commemoration

BUTUAN CITY – Caraga State University (CarSU) held an exit conference today, October 21, 2026, with the National Commission on Indigenous Peoples (NCIP) Agusan del Norte and the Local Government Unit of Butuan City. The conference assessed and evaluated the recently concluded 29th Indigenous Peoples Month and Indigenous Peoples’ Rights Act (IPRA) Commemoration.

The two-day celebration, held October 16–17 at the CarSU campus in Ampayon, carried the theme “Empowering Indigenous Peoples: Strengthening Rights, Culture and Ancestral Domains.” It was organized in partnership with the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), NCIP, the Provincial Government of Agusan del Norte, and the City Government of Butuan.

During the exit conference, participants reviewed the activity’s outcomes, strengths, and areas for improvement. Building on these findings, CarSU, OPAPRU, and NCIP agreed on plans to deepen their collaboration, with a continued focus on advancing IP rights, preserving culture and heritage, and supporting the welfare of Indigenous communities in the region.

CarSU thanked all partners, IP communities, resource persons, and participants for making the commemoration a success.

Caraga State University proudly hosted the 29th Anniversary of the Indigenous Peoples Month and IPRA Commemoration on October 16–17, 2026, bringing together more than 300 participants from the Manobo, Mamanwa, and Higaonon communities of Agusan del Norte.

As one of the lead organizing units, the GAD Program and Training Development Unit (GPTDU), through the Gender and Development Office, played a key role in facilitating this meaningful gathering, which provided a platform for cultural expression, knowledge-sharing, capacity development, and community engagement.

Beyond celebrating the rich cultural heritage and traditions of Indigenous Peoples, the activity reflects CSU’s continuing commitment to Gender Equality, Disability, and Social Inclusion (GEDSI) by promoting respect for cultural diversity, inclusive participation, equal opportunities, and the empowerment of Indigenous communities.

Through collaborative efforts, CSU continues to strengthen its commitment to building a university and society where every culture is valued, every voice is heard, and no one is left behind.

Caraga State University Cabadbaran Campus (CarSUCC), through its Gender and Development (GAD) Office, conducted a Gender Sensitivity Training for Newly Hired Personnel on October 6, 2026, at the campus Audio-Visual Room.

The training helped newly hired personnel deepen their understanding of gender and development, respect diversity, and recognize the laws and policies that protect individuals from gender-based sexual harassment, violence, and discrimination.

The activity featured Oliver O. Salino, Officer-in-Charge of the Promotion and Advocacy Division of the Commission on Human Rights (CHR) Caraga, and Ms. Marjorie L. Escartin, Head of the Gender and Development Program and Training Development Unit (GPTDU), as resource speakers.
Through their discussions and insights, the speakers guided participants in understanding gender sensitivity, relevant laws and policies, and their role in creating a safe, inclusive, and respectful workplace. They also emphasized the shared responsibility of university personnel to uphold human dignity, promote gender equality, and prevent harassment and discrimination.

Through this initiative, CSUCC continues to strengthen its Gender and Development programs and promote a campus culture where everyone feels respected, valued, and treated fairly.

The training served as a reminder that building a safe and inclusive university starts with understanding, respect, and the commitment of every member of the campus community.

Solo parent? You may be entitled to more support than you realize.

Raising a child on your own can be challenging, but you don’t have to navigate it without support. The Solo Parent ID may provide access to benefits such as paid parental leave, discounts, and educational assistance for qualified solo parents and their children.

Many parents may qualify without even knowing it. 🌻

📌 Share this with a solo parent who might benefit from knowing their rights and available support.

Raising a child on your own? There's a government ID that comes with paid leave, discounts, and educational assistance for your kids. 💛

It's called the Solo Parent ID, and a lot of people don't realize that they qualify.

You do NOT have to be widowed or separated. The law (RA 11861) also covers:
👉 Unmarried mothers and fathers raising a child on their own
👉 Spouses of OFWs who have been abroad for at least 12 months
👉 Guardians, adoptive or foster parents
👉 Relatives raising a child because the parents died, disappeared, or abandoned them
👉 Pregnant women with no partner support

The catch: if you live with a partner, married or not, your application can be rejected.

What are the benefits and privileges?
✅ 7 paid leave days a year, if you have at least 6 months of service
✅ School subsidies and scholarships for your kids
✅ 10% discount plus VAT exemption on medicine, infant milk, and food supplements (annual income of ₱250,000 or below, child aged 6 or below)
✅ A ₱1,000 monthly subsidy in some cities and towns
✅ Exemption from paying PhilHealth premiums (new)

How to apply: prepare your child's PSA birth certificate, two sworn affidavits, and your case-specific documents, then file at your LGU's solo parent office. Approved IDs usually come out within 30 days and are valid for a year.

We listed the exact documents for every situation in our updated guide 👇

Know a solo parent? Send this to them. 🙏
