This pertains to the PAGASA Tropical Cyclone Bulletin Nr 9, Tropical Depression RAMIL (FENGSHEN), issued at 11:00 am, 18 October 2025, TD Ramil monitored at Coastal Waters of Palapag, Northern Samar (12.7°N, 125.4°E) with an intensity wind of 75 km/h and gustiness up to 90 km/h.

Further, the northern portion of Samar (Matuguinao, San Jose de Buan, Calbayog City, Gandara, Sta Margarita, Pagsanghan and San Jorge Samar, Tagapul-An, Almagro, Sto Niño, Tarangnan, Paranas, City of Catbalogan, Jiabong, Motiong) were under Tropical Cyclone Wind Signal 1.

In this regard, the Coast Guard Station Western Samar is now enforcing temporary CANCELLATION of voyages for all types of vessel/watercrafts plying within the area of responsibility on the affected area.

This is in relation to the Memorandum Circular: MC 003-01 dated 02 Feb 2001 entitled “Guidelines on the Movement of Motorboats/vessels in the absence of Weather Bulletin in the Locality” and MC 02-23 dated 23 March 2023 “Revised Guidelines on the Movement of Vessels during Heavy Weather”.

Furthermore, vessels who intend to take shelter shall be permitted as long as it is manifested through a written request and no passenger/cargo will be allowed on board.

We wish to inform the traveling public and all visitors to Eastern Visayas that San Juanico Bridge — the vital link between Leyte and Samar — is currently operating under vehicle weight restrictions as part of ongoing safety measures.

Effective 15 May 2025 (Thursday), only vehicles weighing 3 tons and below are allowed to pass through San Juanico Bridge until further notice.

This temporary restriction is in place to ensure public safety and structural integrity while assessments or maintenance works are being carried out.

Following the recent structural assessment conducted by the Department of Public Works and Highways (DPWH), concerns have been raised regarding the integrity of the San Juanico Bridge. In response, a temporary vehicle gross weight limit of three (3) metric tons has been strictly enforced effective 15 May 2025.

Only vehicles weighing 3 tons and below—typically 4-wheeled or small vehicles—are permitted to cross the bridge. All motorists must adhere to the following safety protocols:

- Use the centerline of the bridge while crossing
- Proceed one vehicle at a time
- Comply with all on-site traffic control measures and personnel directives

This precautionary measure has been implemented to ensure the safety of all motorists, minimize the risks associated with the identified structural issues, and allow for the prompt ex*****on of critical repair and maintenance work.
