On February 10, 2026, the Sangguniang Bayan of Allen welcomed the Philippine Councilors League (PCL) – Northern Samar Chapter, led by Hon. Emil Nicholas B. Ongchuan II, MPM, for its 3rd LegisLink activity.

Hon. Ongchuan emphasized that LegisLink promotes learning and collaboration - not comparison - highlighting the PCL’s commitment to strengthening local legislation through shared best practices and unity among councilors.

The Sangguniang Bayan of Allen, led by Vice Mayor Christian G. Lao, hosted the Philippine Councilors League (PCL)–Northern Samar Chapter during the conduct of its 3rd LegisLink (Legislative Linkages) initiative earlier today, February 10, 2026. The activity was held in conjunction with the 4th Regular Session of the Municipality.

The activity was headed by PCL Northern Samar Chapter President Emil Nicholas B. Ongchuan II, MPM, with participating officers Hon. Ola Jowon Gubat of Allen, Hon. Nickolene Joey Madera-Balleta of Mondragon, Hon. Macky Siervo of Pambujan, Hon. Ethel Ramirez of San Roque, Hon. Cyrus Borja of Mapanas, and Hon. Glenn Alcera of Rosario.

The PCL officers and staff attended and observed the council session, which was followed by a legislative dialogue after a courtesy lunch. Discussions focused on inter-municipal legislative collaboration, the capacity-building needs of councilors, and the digitalization of sanggunian processes to improve legislative efficiency. Selected ordinances and resolutions of the municipality will also be included in the PCL Legislative Library, which will serve as a repository of legislative references and models of good governance.

The activity concluded with an official photo opportunity, underscoring the shared commitment of local legislators to cooperation, transparency, and responsive local governance.

8th Regular Session of the Sangguniang Bayan of LGU Allen

On September 2, 2025, the Sangguniang Bayan of Allen convened for its 8th Regular Session with all members in full attendance, symbolizing unity and a shared commitment to the economic progress of the municipality.

During the session, the Body approved several important measures, including:

1. The Committee Report on Barangay Alejandro Ordinance No. 06, Series of 2025;

2. The Committee Report on the Accreditation of Civil Society Organizations (CSOs) in the Municipality of Allen; and

3. The Committee Report on the SK General Fund Budget for F.Y. 2025 of Barangay Londres.

The Body likewise adopted and approved:

4. A Resolution adopting the new official logo of the Barangay Local Government Unit (BLGU) of Barangay Sabang Zone 2;

5. A Resolution commending the Silver Medal awardees from Allen National High School (ANHS) who excelled in the SIAM International Mathematics and Science Olympiad (SIMSO) held in Bangkok, Thailand, on August 8–11, 2025; and

6. A Resolution commending the Gold Medal winner in Refrigeration and Air Technology from TESDA–BCAT during the 14th WorldSkills ASEAN Competition held at the SMX Convention Center, Pasay City, on August 26–28, 2025.

In addition, several agenda items were referred to their respective committees for further study and deliberation.

The session highlighted the complete attendance of all Sangguniang Bayan members, underscoring the spirit of cooperation and solidarity in pursuing legislative measures for the welfare and development of Allen, Northern Samar.

Joint LLA and SGLG Assessments Held in LGU Allen

On August 27, 2025, the Local Government Unit of Allen welcomed evaluators for two major undertakings—the Local Legislative Award (LLA) Assessment of the Sangguniang Bayan and the Seal of Good Local Governance (SGLG) Assessment of the LGU.

The Sangguniang Bayan received the evaluators of the LLA Assessment team, composed of Cluster Head Jean Redi T. Briones from the Regional Office, together with LGOO II Engr. Joven Estrelles and LGOO II Engr. Jane Figueroa from the Provincial Office.

The LLA recognizes legislative bodies that exemplify excellence through quality performance, responsiveness to community needs, and the enactment of effective ordinances and resolutions. The evaluation focused on the legislative agenda, availability of legislative documents, performance monitoring, and the overall quality of local laws passed.

In preparation for the assessment, the SB Secretary and key personnel diligently prepared the required legislative documents, ensuring that the evaluators had access to all necessary records and references. Members of the Sangguniang Bayan were likewise present to extend their full support and participation during the proceedings.

As Allen undergoes both the LLA and SGLG assessments, the municipality continues to demonstrate unity, dedication, and accountability. These initiatives not only measure performance but also reaffirm the LGU’s commitment to transparent and people-centered governance—true to its slogan, “Matino, Magaling, at Mahusay.”

𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗕𝗮𝘆𝗮𝗻 𝗛𝗼𝗹𝗱𝘀 𝗙𝗶𝗿𝘀𝘁 𝗠𝗼𝗯𝗶𝗹𝗲 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗶𝗻 𝗕𝗿𝗴𝘆. 𝗖𝗮𝗯𝗮𝗰𝘂𝗻𝗴𝗮𝗻

On August 18, 2025, the 20th Sangguniang Bayan of Allen successfully held its first-ever mobile session in Barangay Cabacungan, bringing local governance closer to the people.

The August Body was warmly welcomed by the Barangay Officials and the Sangguniang Barangay members, who expressed their gratitude for choosing Cabacungan as the starting point for this initiative. The session officially began at 10:00 in the morning and concluded at exactly 12:00 noon.

Through the mobile session, the officials and residents of Barangay Cabacungan were given the opportunity to witness firsthand how the Sangguniang Bayan conducts its legislative proceedings. More importantly, it provided an avenue for dialogue between the SB members and the community, allowing them to raise concerns, share insights, and identify pressing legislative needs that could help strengthen local governance.

This milestone session underscores the commitment of the Sangguniang Bayan to uphold transparency, accessibility, and meaningful public participation in governance—ensuring that the voices of every barangay are truly heard and valued.

𝗖𝗦𝗢𝘀 𝗼𝗳 𝗔𝗹𝗹𝗲𝗻 𝗵𝗼𝗹𝗱 𝟮𝟬𝟮𝟱 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲

Civil society organizations across Allen gathered for the 2025 CSO Conference on Wednesday, August 6, at the SB Session Hall. With the theme “Citizens in Action, Change in Motion,” the conference brought together representatives from various CSOs in the municipality to strengthen participatory governance and promote civic involvement.

The program opened with a welcome message delivered by Mila G. Sabayo, Municipal Planning and Development Coordinator (MPDC). This was followed by messages from SB Member Elenita B. Suan, Chair of the Committee on Agriculture, Cooperative, and Accreditation, and Mr. Nilo C. Marcial, Municipal Local Government Operations Officer (MLGOO) of LGU Allen.

Mr. Marcial also led the first two sessions of the program, starting with a discussion on “Understanding Civil Society Organizations and the Relevance of Participatory Governance”, followed by a presentation of the CSO Accreditation Timeline.

The conference continued with Ms. Janine G. Nabor, CSO Desk Officer, guiding participants through the finalization of the CSO inventory and directory for posting, before concluding with her closing remarks.

The event served as an avenue for civil society leaders to align their efforts with the goals of local development, paving the way for more transparent, accountable, and inclusive governance in Allen.
