What is OIC-EW?
OIC-EW stands for Officer-in-Charge - Engine Watchkeeping, a professional qualification awarded to those who pass the Marine Engineering board examination administered by the Maritime Industry Authority (MARINA) and the Professional Regulation Commission (PRC). This certification qualifies them to serve as watchkeeping officers on board merchant vessels, a key milestone in their maritime careers.

Ifugao Provincial Government Commends Mr. Cordillera Tourism King John Henry C. Estacio & Ms. Cordillera Festival Queen Sidney Rayne N. Atluna 2025 | Support Henry C. Estacio for Mr. World & Isaac Daredsel Allaga for Mr. Philippine Youth 2026!

Lagawe, Ifugao — The Provincial Government of Ifugao is proud to issue commendations to two outstanding young Ifugao representatives who brought honor to our province at the Mr. and Ms. Cordillera 2025 pageant! We also call on all Ifugao and Cordillera communities to rally behind Henry C. Estacio and Isaac Daredsel Allaga as they compete in their respective upcoming pageant events.

Mr. John Henry C. Estacio, a BSBA student and resident of Lamut, Ifugao, was crowned Mr. Cordillera Tourism King 2025 – and he’s now preparing to represent the Philippines in the highly anticipated Mr. World pageant! Beyond his Cordillera win, he also earned special awards for Best in Cordillera Attire, People’s Choice, and Sponsor’s Choice. His win stands as a testament to his pride in his cultural roots and his role as a compelling ambassador for our heritage. (Photo shows him wearing his Mr. World sash – )

Ms. Sidney Rayne N. Atluna, a Dental Medicine student at the University of Baguio (UB) and resident of Lagawe, Ifugao, took home the crown of Ms. Cordillera Festival Queen 2025, along with the Most Photogenic Award. Her victory reflects the grace, pride, and cultural awareness of young Ifugao women, embodying the best of our community’s traditions. (Photo shows her wearing her festival queen crown – )

We also extend our wholehearted support to Mr. Isaac Daredsel Allaga, who is set to compete in the Mr. Philippine Youth 2026 pageant, with coronation night scheduled for January 3, 2026. Details on the venue and how to support his journey will be shared in the coming weeks. We note that Mr. Allaga was unable to join the recent flag raising ceremony due to important matters he needed to attend to, and we fully understand and support his commitments as he prepares for this significant competition. As another proud representative of Ifugao, he carries our hopes as he showcases the talent and cultural pride of our province on this national stage.

The recognitions for John Henry and Sidney Rayne were formalized through Provincial Resolutions No. 2025-595 (for Estacio) and No. 2025-596 (for Atluna), which I authored and co-authored by all members of the 20th Sangguniang Panlalawigan (SP). The resolutions were unanimously approved on August 19, 2025, and attested to by Vice-Governor Martin Habawel, Jr., and Governor Jerry U. Dalipog.

Held on July 15 at the Baguio Convention and Cultural Center as the centerpiece of the 38th Cordillera Month celebrations, the pageant aimed to celebrate Cordillera beauty, elevate indigenous heritage, and empower youth across the region. Their wins have brought well-deserved attention to Ifugao as a steward of Cordillera culture.

Board Member 𝗣𝗲𝘁𝗲𝗿 𝗕. 𝗕𝘂𝗻𝗻𝗮𝗴 of Ifugao District II joins his constituents in Aguinaldo during the International Day of Persons with Disabilities (IDPD) and Municipal PWD Assembly at Ubao, Aguinaldo, Ifugao on December 4, 2025.

In his message, BM Bunnag reinforces the message of the United Nations to secure the rights of people with disabilities, so they can participate fully, equally, and effectively, and reaffirms his commitment to an equal participation of PWD in nation building.

The International Day of Persons with Disabilities was organized by the United Nations World Health Organization to promote the rights and well-being of persons with disabilities at every level of society and development, and to raise awareness of the situation of PWDs in all aspects of political, social, economic, and cultural life.

Board Member Peter B. Bunnag, together with BM Gaspar Chilagan, Jr. and BM Joseph Odan, awarded the Certificate of Commendation to MLGU Aguinaldo for their “Highly Functional rating in the implementation of the 2024 Anti-Trafficking and Violence Against Women and Children Functionality assessment during the Aguinaldo Local Legislators Day held at Ubao, Aguinaldo on October 10, 2025.

The functionality assessment conducted by the Department of Interior and Local Government recognizes the Municipality of Aguinaldo’s commitment and effectiveness in implementing the program and initiative aimed at preventing trafficking and protecting vulnerable populations. The rating reflects the local government's dedication to upholding the rights and welfare of women and children in the community.
