Did you know that there is a law that exempts first-time job seekers from paying NBI, police, and barangay clearance fees?
Republic Act 11261, known as the First-Time Jobseekers Assistance Act, was signed in 2019 to remove the financial burden of collecting pre-employment documents for Filipinos who are entering the workforce for the very first time.
Under RA 11261, the fees for your NBI Clearance, Police Clearance, Barangay Clearance, PSA Birth Certificate, and other government-issued documents required by employers are fully waived.
The law exists because the government recognized a simple problem: it makes no sense to require unemployed people to pay for documents they need in order to find employment.
Fresh graduates, senior high school completers, TESDA graduates, and out-of-school youth who have never been formally employed are all covered.
This benefit is a one-time privilege, meaning once you use it, it is encoded in the system and any future application will require the standard fee.
You will also need to secure a Barangay Certification from your barangay office stating that you are a first-time jobseeker, because without it, no government agency will apply the waiver.
