The COMMISSION ON HUMAN RIGHTS IV-A conducted a lecture to the persons deprived of liberty at General Trias City Jail - Female Dormitory, General Trias City, Cavite on March 19, 2026. The following topics were discussed: (a) Nelson Mandela Rules: UN Standard Minimum Rules for the Treatment of Prisoners by Atty. Jack Benigno A. Diamante; (b) RA 9710: Magna Carta of Women and Human Rights-Based Approach in custodial management by Ms. Aileen Co Edades. This activity is in line with the Commission's mandate of implementing a continuing program of research, education, and information to enhance respect for the primacy of human rights and as part of the Commission’s role as the GAD ombud under RA 9710 or the Magna Carta of Women.

The COMMISSION ON HUMAN RIGHTS IV-A, through its Promotion and Advocacy Division, and in partnership with the LGU - Brgy. Silangang Mayao through its Brgy. Chairperson, Hon. Ricardo J. Lafuente, conducted a Lecture on the Salient Features of the Mental Health Act cm Paint-A-Box Project to the Elderly of the Brgy. Silangang Mayao, Lucena City on March 26, 2026. This activity is in line with the Commission's mandate of implementing a continuing program of research, education, and information to enhance respect for the primacy of human rights and as part of the promotional caravan in celebrating the 2026 International Women’s Month with the theme: "WE for Gender Equality and Inclusive Society".

The COMMISSION ON HUMAN RIGHTS IV-A, through its Promotion and Advocacy Division, conducted a Lecture on Women-Related Laws to Strengthen Women’s Welfare of the Teaching and Non-Teaching Personnel of the SDO Tayabas City at M. I. Sevilla Resort, Lucena City on March 25, 2026. The following topics were discussed: (a) RA 9710: Magna Carta of Women; (b) RA 11861: Expanded Solo Parents Welfare Act; and (c ) RA 11210: Expanded Maternity Leave Law. This activity is in line with the Commission's mandate of implementing a continuing program of research, education, and information to enhance respect for the primacy of human rights and as part of the promotional caravan in celebrating the 2026 International Women’s Month with the theme: "WE for Gender Equality and Inclusive Society".

The following topics were discussed: (a) Human Rights: Definition and its characteristics; (b) Foundation of Human Rights; (c) Classification of Human Rights according to: Sources, Recipient, Aspect of Life, Struggle for Recognition and Derogability; (d) Levels of State Obligation; and (e) Universal Declaration of Human Rights (30 rights).
