AGUYAN SPORTS FESTIVAL 2026 TOURNAMENT GUIDELINES
BASKETBALL
GENERAL RULES:
The Basketball competition shall be held in accordance with the rules of the International Basketball Federation Amateur (FIBA) and as modified by and/ or supplemented by the guidelines stated hereunder. Any unforeseen event not covered by the rules shall be dealt with as follows:
1. Cases of a general nature shall be resolved in accordance with the management guidelines
2. Technical questions shall be resolved in accordance with the technical guidelines and rules and regulations of the basketball.
SPECIFIC RULES:
A. ELIGIBILITY / QUALIFICATIONS OF PLAYERS:
BASKETBALL OPEN DIVISION
1. Must be born, raised, resident, or registered voter of the municipality of Agutaya and 3 Imports within the municipalities in Palawan and Puerto Princesa City.
2. For local players of Agutaya present an ID/PSA Birth Certificate or Voters Certificate to identify as local player.
3. For 3 Imports present an ID/PSA or Voters Certificate to identify as Import.
4. National Agencies working in Agutaya considered as local players.
5. This division is open to all barangay residents, agencies, departments, business and private sectors, CSOs, NGOS, organizations and other stakeholders of the municipality.
6. No age limit.
7. Each team is allowed to have twelve (12) to fifteen (15) maximum players on their roster.
All players are allowed to play in a scheduled game. For example, for 12 line-ups, 9 are local players, 3 are Imports. For 15 line-ups, 12 are local player, 3 are imports.
8. A head coach and assistant coach (if any) must be entered on the official line-up.
9. Each team must have worn proper uniform for proper acknowledgement during the games. Jersey Uniform is a must.
10. Each player must play in only one team.
11. Submission of line-up must be encoded with the attachment of PSA/ ID and proof of residency of players.
12. The head coach and the team captain or any representative must attend the orientation of house rules, draw lots and bracketing. Schedule of orientation will be posted at the official page.
13. Each player is highly encouraging to attend the opening parade. In addition, once the tournament begins changing of players is not allowed. Players must also present in their 1st and 2nd games in able to play in their succeeding games. Failure to comply, players will automatically be disqualified.
14. Submit your entry on or before March 10, 2026 to the Basketball Committee.

C. PENALTY AND SANCTION
1. Cheating or falsification of a player’s identity, if proven, the concerned team shall lose the game or their games and automatically be disqualified from the tournament.
2. Players who are not included in the lineup are not allowed to play, if proven, the concern team will automatically lose the game and subject for disqualification.
3. Player/s who are under the influence of drugs and alcohol before, during, and after the game, if proven, the concern team will automatically be disqualified from the tournament.
4. Any players, coaches, or team members who commit any of the act of violence or unsportsmanlike conduct shall penalize with a technical foul and/ or suspension from the game. Depending upon the gravity of violation and situation.
5. Any players, coaches, and members of the team with an act of:
a. Littering
b. Shouting of foul languages, bad words, verbal abuse against the opponents and the game officials shall not be tolerated.
Such an act shall be dealt with warning and technical foul.
6. Others rules and basketball laws will be guided in the FIBA Rules and Regulations.
