TWO REBEL RETURNEES IN CAMARINES NORTE LAY DOWN ARMS, EMBRACE PEACE

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., welcomed two members of the Communist Terrorist Group (CTG) who voluntarily surrendered and returned to the fold of the law in Camarines Norte on September 7, 2026, marking another step toward peace and the reintegration of former armed combatants into their communities.

The two returnees were identified as members of Squad 3, Kilusang Larangan Guerilla 1, Sub-Regional Committee 1, Bicol Regional Party Committee. Their surrender was facilitated through the efforts of the Labo Municipal Police Station as lead unit, together with the 2nd Provincial Mobile Force Company, Provincial Intelligence Unit, other units of the Camarines Norte Police Provincial Office, 91st Special Action Company, 9th Special Action Battalion, PNP Special Action Force, 503rd Maneuver Company, Regional Mobile Force Battalion 5, and the 42nd Infantry Battalion, 9th Infantry Division, Philippine Army.

The returnees also surrendered one caliber .38 revolver bearing the Smith & Wesson trademark without serial number, four live rounds of caliber .38 am******on, 100 blasting caps, one roll of detonating cord measuring approximately 20 meters, and another roll measuring approximately 21 meters. The surrendered fi***rm, am******on, and explosive-related materials are under the temporary custody of Labo MPS for proper disposition in accordance with existing rules and procedures.

“Their decision to abandon the armed struggle demonstrates that there is a path toward a peaceful and productive life. The PNP will uphold the law while supporting legitimate government efforts that help former combatants safely rebuild their lives and return to their communities,” PGEN Nartatez said.

“Ang pagsuko nila ay isang mahalagang hakbang para sa kanilang pamilya at komunidad. Hinihikayat natin ang iba pang armado na piliin ang kapayapaan kaysa karahasan at samantalahin ang mga programang makatutulong sa kanilang pagbabagong buhay,” he added.

The two returnees will be enrolled in appropriate government programs under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Enhanced Comprehensive Local Integration Program (E-CLIP), which provide assistance for family welfare, livelihood, personal development, and peaceful reintegration.

The development also supports the PNP Focused Agenda, particularly Active Community Support, by strengthening community-based efforts that promote peace, stability, and productive reintegration.

As the PNP strengthens its peace and public safety efforts under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

FOUR TOP WANTED PERSONS ARRESTED IN ONE-DAY PNP OPERATIONS

The Philippine National Police (PNP) arrested four Top 10 most wanted persons in separate operations across Pangasinan, La Union, Rizal, and Laguna on September 10, 2026, reflecting sustained efforts to locate wanted individuals and bring them before the proper authorities.

In Urdaneta City, Pangasinan, personnel of the Urdaneta City Police Station, Pangasinan Police Provincial Office, and Regional Intelligence Division 1 arrested a legal-age Filipino male identified as a No. 10 Most Wanted Person of PRO 1, wanted for r**e. The arrest was carried out by virtue of a warrant of arrest, with no bail recommended. He is currently under the custody of the Urdaneta City Police Station.

In Aringay, La Union, personnel of the Aringay Municipal Police Station, Provincial Intelligence Unit, Provincial Investigation and Detection Management Unit, and 2nd Provincial Mobile Force Company of the La Union Police Provincial Office, together with Regional Intelligence Division 1, arrested another legal-age Filipino male who ranked No. 8 among PRO 1’s Most Wanted Persons. He is facing charges for two counts of qualified r**e of a minor, with no bail recommended. He is under the custody of the Aringay Municipal Police Station.

Meanwhile, in Rodriguez, Rizal, personnel of the Rodriguez Municipal Police Station and Rizal Police Provincial Office served a warrant of arrest at about 4:00 PM against a legal-age Filipino male ranked No. 4 among PRO 4A’s Most Wanted Persons. He is facing charges for murder and attempted murder. The warrant for murder carried no recommended bail, while bail of ₱120,000.00 was recommended for the attempted murder charge. He remains under the custody of the Rodriguez Municipal Jail.

In Biñan City, Laguna, personnel of the CIDG Laguna Provincial Field Unit, Santa Rosa City Police Station, Laguna Police Provincial Office, and Regional Intelligence Unit 4A arrested a legal-age Filipino male ranked No. 6 among PRO 4A’s Most Wanted Persons. He is wanted for murder, with no bail recommended, and is currently under the custody of the CIDG Laguna Provincial Field Unit.

The operations form part of the PNP’s continuing implementation of its Focused Agenda, particularly through Enhanced Managing Police Operations, which promotes timely action, coordination, and the effective use of information in addressing wanted-person cases. These efforts are consistent with President Ferdinand R. Marcos Jr.’s directive to strengthen public safety and ensure that law enforcement remains responsive to the people.

Police General Jose Melencio C. Nartatez Jr., Chief of the PNP, said the successful operations show the value of sustained police work and coordination in locating individuals with standing warrants.

“We do not lose sight of wanted persons just because they are not immediately found. Our units continue to work on the information, coordinate, and act when the opportunity comes. Importante na ginagawa natin ito nang maayos—within the law, with respect for due process, and with the safety of our communities always in mind,” PGen Nartatez said.

The PNP reiterated that all arrested individuals are presumed innocent unless proven guilty by a competent court and that their respective cases will proceed in accordance with law.

UNIFIED 911 MARKS FIRST YEAR WITH 96.38% OF CALLS RESPONDED TO WITHIN FIVE MINUTES

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the PNP marks today the first anniversary of the nationwide Unified 911 emergency response system, with 86,614 calls recorded during its first year and 96.38% of these responded to within the five-minute benchmark.

Launched nationwide on September 11, 2025, the Unified 911 is one of the flagship programs of the Department of the Interior and Local Government (DILG) under the leadership of Secretary Juanito Victor “Jonvic” C. Remulla. The system provides the public with a single emergency access point and has since expanded to nine command centers nationwide, strengthening the reach and coordination of emergency response services.

From August 1, 2025 to August 31, 2026, the Unified 911 recorded 494,338 emergency-service calls. Of these, 132,232 or 26.74 percent were classified as legitimate calls, while the remaining calls were categorized as prank calls, other calls, or calls requiring different handling.

The call data showed 223,253 prank calls, 138,853 calls classified under others, 80,247 calls responded to, 36,995 requests for medical assistance, and 14,990 fire-related incidents. The figures underscore the volume and variety of concerns being coursed through the national emergency system, as well as the continuing need for responsible use of the 911 service.

For calls recorded as incidents in the PNP's response monitoring, 86,614 calls were documented across regional police offices and units during the same reporting period. Of these, 96.38 percent were responded to within five minutes, while 3,077 responses exceeded the five-minute benchmark.

Among the incident calls, public order disturbances accounted for the largest share at 29,746, followed by 21,615 traffic-related incidents and 15,517 other law enforcement and judicial matters. The system also recorded 10,637 public safety and emergency response calls, 4,484 involving crimes against persons, and 3,690 involving crimes against property, aside from calls involving fi***rms and violence, illegal drugs, and illegal gambling.

For PGen Nartatez, the figures underscore the importance of maintaining a response system that is accessible to the public and capable of connecting emergency concerns to the appropriate responders.

“For us in the PNP, 911 is not simply a number that people dial. It is a commitment that when someone reaches out for help, there is a system ready to receive that call and connect it to the people who can respond,” PGen Nartatez said. “One year and more than 86,000 calls later, our task is clear: we have to keep making the system faster, more accessible, and more dependable. Dapat ramdam ng ating mga kababayan na may tutugon kapag sila ay nangangailangan.”

The continuing development of Unified 911 is aligned with the PNP Focused Agenda, particularly through Enhanced Managing Police Operations (EMPO), which strengthens real-time communication, coordination, and police response. It likewise supports President Ferdinand R. Marcos Jr.’s thrust for more accessible, responsive, and people-centered government services.

As the Unified 911 enters its second year, the PNP, in coordination with the DILG, local government units, and other emergency-response partners, will continue to expand its reach and improve the way emergency calls are received, coordinated, and acted upon.

The milestone reflects the continuing commitment of the PNP to bring responsive public service closer to communities nationwide and advance the “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

CHINESE NATIONAL ARRESTED IN NUEVA ECIJA OVER CONSUMER ACT VIOLATION

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a 43-year-old Chinese national wanted for violation of the Consumer Act of the Philippines in Cabanatuan City, Nueva Ecija on September 11, 2026.

The suspect was arrested by the tracker team of the Criminal Investigation and Detection Group–Nueva Ecija Provincial Field Unit (CIDG Nueva Ecija PFU) at the Old Capitol Compound, Barangay Quezon District, Cabanatuan City, by virtue of a warrant of arrest issued by the Regional Trial Court, Third Judicial Region, Branch 52, Guagua, Pampanga.

The warrant stemmed from a criminal case for violation of Section 18(a) in relation to Section 19 of Republic Act 7394, or the Consumer Act of the Philippines. The case arose from a previous investigation involving alleged violations of the same law and was refiled before the Office of the Provincial Prosecutor on June 16, 2026, leading to the filing of the case and the subsequent issuance of the warrant.

PGEN Nartatez commended the CIDG Nueva Ecija PFU for locating and apprehending the wanted individual, emphasizing the importance of sustained police efforts in enforcing laws that protect the public from unlawful and harmful business practices.

“Foreign nationals who stay or do business in the Philippines are expected to respect and comply with our laws. Nationality does not exempt anyone from accountability when there is sufficient basis to bring a case before the courts,” PGEN Nartatez said.

The PNP Chief likewise underscored the need for police operations to remain grounded in professionalism, respect for human rights, and strict adherence to the rule of law.

“Kapag nasa Pilipinas, kailangang igalang at sundin ang ating mga batas. Walang sinuman ang nakahihigit sa batas, anuman ang kanilang nasyonalidad,” he added.

The arrest supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations, through the lawful pursuit of wanted persons and enforcement of existing laws.

The arrested individual was temporarily placed under the custody of the CIDG Nueva Ecija PFU custodial facility pending the return of the warrant to the court of origin.
