I agree with Wellington Mayor Andrew Little. "My starting position is that any change to our local governance arrangements must have public buy-in, and for that public buy-in must be objectively proven.

"Ultimately my preference is for a referendum," he said.

Next Thursday, Council will confirm the Annual Plan.

We know that keeping costs as low as possible is important to many households. Some of you may have recently seen Porirua City Council's announcement of a "0% rates increase". However, when water charges are included, the total cost to the average household could still increase by around 5–7%, depending on the property's current rates bill.

The reality is that Porirua has done a good job of keeping rates increases down, but a "0%" rates increase does not necessarily mean a "0%" increase in the total amount households pay. When water charges are included, the overall increase may be comparable to, or even higher than, Kāpiti Coast District Council's proposed 6.5% increase, which includes water services.

Your KCDC councillors are very aware that many residents believe rates are already too high and that we cannot continue with business as usual.

That's why the Long Term Plan process we are about to begin is so important. It will give our community the opportunity to help shape Council's priorities and guide how we do things DIFFERENTLY over the next decade.

Councillors on both the Finance and Engagement Committees are working hard on a plan to ensure residents have a genuine opportunity to tell us what services they want Council to provide, how important those services are, and the level of service they expect. That feedback will help shape the Long Term Plan and the projected rates required to deliver it.

The pre-engagement process we are about to begin will help determine what is included in the draft Long Term Plan and the issues we formally consult on.

We expect affordability will be one of the most important considerations for our community, although it will not be the only one.

I encourage everyone to take part in the engagement process when it begins. The choices we make will help shape Kāpiti's future, and the best decisions will be made when they are informed by a broad range of community voices and perspectives.

First we have to pass the Annual Pan on Thursday, and then stay tuned for details as to how we will engage on creating real change.

Very robust but enjoyable meeting with Concerned Ratepayers in Waikanae today. The Mayor, Janet Holborow - Mayor of Kāpiti, Liz Koh - Kapiti District Wide Councillor and I updated the room on how this Long Term Plan will be different. The mayor talked about the amalgamation debate, Liz - the policy committee working on the Annual Plan, and I outlined how we intend to engage with 'pre consultation'. Something that didn't occur with the last council and has the potential to really shape the outcome for our region.

The reality is it is no longer business as usual, and we know rate rises are unaffordable and too high. How, we as a council prioritise, must be informed by you, and to do that we're engaging in pre-consultation.

This meeting provided a preview of how we intend to do that, and we received some very helpful feedback. I'll update everyone in the near future.

A strange thing occurred in the community with reports that KCDC had shut down the Kite Man. Councillor Glen Cooper has looked into this and here's his post. Great work Coops.

Kite Busking - Fact Check. As I said I would I have spoken to the C.E and have email from Group Manager Customer and Community re KCDC being the kite police at Paraparaumu Beach. I can confirm KCDC have NOT banned or prohibited the Kite man flying his kites. He has been told it is NOT a council concern the health and safety of his kites are for him to manage. Morning Kāpiti, we hope you're doing ok in this weather - which is set to continue this morning.

There's a number of things to consider as you start your day.
⚠️It’s wet, windy and wild out there and we still have a number of weather watches for our district and warnings for our region in place. These will continue throughout the day. Please check www.metservice.com for the latest information.
⚠️We understand there are a number of power outages across our district. Please check https://electra.co.nz/outages/ for any reported in your area.
⚠️There are fallen trees, debris and possibly some surface flooding on our roads – avoid unnecessary travel and stay indoors if you can.
⚠️For public transport updates, head to www.metlink.org.nz for up-to-date information. At this stage, they have cancelled all trains until 10am to ensure tracks are clear.
⚠️We don’t have information on schools so please check their channels out directly.
⚠️Report anything that we need to attend to using the Antenno app, calling 0800 486 486, or by placing a service request online https://www.kapiticoast.govt.nz/council/services-and-requests/. Please be patient as we attend to priority jobs first.
