Kawerau District Council Social Media Community Guidelines

Kawerau District Council's social media pages are a safe space for conversation with our community. Any comments or questions that aren’t related to the original post may be removed, if these are attempts to derail the conversation. Some topics might be controversial or cause strong opinions, but we kindly request that everyone interacts respectfully with each other and with council’s social media team (we have feelings too!). The following conduct and behaviours will not be tolerated:

Kawerau District Council's social media pages must not be used for electioneering purposes. Any post - positive or negative - made by any individual specifically relating to their own - or someone else's - nomination, intention to run for Council or election campaign, will be removed immediately. Kawerau District Council reserves the right to remove contributions and followers on its social media pages that break the rules or guidelines of the relevant communities e.g. Facebook, Instagram and LinkedIn and our rules stated below. Private messages, public comments and images on the Council's social media pages must always be polite, respectful, appropriate and relevant. Repeated and/or particularly extreme offences will result in a ban from our pages. Please note, Kawerau District Council does not monitor and respond to comments and tags on external groups and pages. If you have a problem to report the correct way to do this is via our customer service team – you can report online, via email, in person or by phone and it will be logged as a request for service. Users of Kawerau District Council social media pages must agree not to:

swear or use offensive language

post messages or images that are unlawful, libellous, harassing, defamatory, abusive, threatening, harmful, obscene, profane, sexually oriented or racially offensive

post photos or videos of people without their prior consent

post protected content copied from elsewhere e.g. infringe on copyrights or trademarks

post the same message, or very similar messages, more than once (spamming)

publicise personal information or contact details

use Kawerau District Council's Social Media pages for electioneering purposes

advertise products or services or provide endorsements

impersonate someone else

purposefully attempt to aggravate, blame or direct abuse to inflame a situation further (trolling)

post repeated comments that are irrelevant and distract from discussions related to the content posted

use KDC’s FB / Insta pages to spread disinformation that may mislead the public

Users who breach the community guidelines may have their comments hidden, deleted and in the case of repeat or serious offences, a ban may be applied. Banned users may request the ban is lifted after six months by contacting the customer centre via email. If the ban is lifted and the user continues to breach our guidelines, then a ban will be applied indefinitely.

It’s time to register your four-legged friends!
Dog registration notices have been sent out to all known dog owners. If you haven’t received your dog registration notice, please phone Council on 07 306 9009 or email [email protected].

PLEASE TAKE NOTE OF THE FOLLOWING TIMEFRAMES FOR DOG REGISTRATIONS:
👉🏿28 May 2026 – Dog registration renewal notices issued
👉🏿1 July 2026 – Dog registration fees are due
👉🏿2 July 2026 – Reminder notices issued that registration is overdue
👉🏿1 August 2026 – Last day for dog registration payments to avoid penalties
👉🏿2 August 2026 – Last reminder issued advising 50% penalty added to registration fee
👉🏿17 August 2026 – Infringements will be issued for all unpaid dog registrations. Dog registration fees are still required to be paid, along with the infringement fee.
👉🏿1 October 2026 – Reminder notices for unpaid infringements issued
👉🏿November 2026 – Infringements must be paid by November to avoid being sent to court for collection of the infringement fee. Dog registration fees are still required to be paid

While the work is being done it is likely to cause low and no water pressure to Porritt Drive, Payne Street, Piripiri Crescent, and 224, 226, 228, 230 and 232 River Road
Please note: if you are one of the residential properties that will have no water a letterbox drop of the affected households has been completed. The water shut will be between the hours of 9am-3pm, Friday, 26 June

At an Extraordinary Council Meeting held on Wednesday, 3 June 2026, Council formally adopted Proposed District Plan Change 5 (PC5) for public notification. The District Plan Change 5, addresses the necessary updates to the Kawerau District Plan following the April 2024 boundary reorganisation that transferred land from the Whakatāne District to the Kawerau District.

Thank you to everyone who provided feedback during our informal consultation between March and April 2026. Based on your input, key changes have been made:
👉🏿A standard was added to ensure appropriate vehicle access for emergency services
👉🏿Rules were introduced to manage the visual effects of signs and artificial outdoor lighting (light spill)
👉🏿Updated standards to better manage runoff from decks and other impervious surfaces

Council is now consulting formally on PC5. Following this, a hearing will be held before an Independent Commissioner in late September 2026. If no appeals are received following the final decision, Council expects to make Plan Change 5 officially operative in early 2027.

Since 2023, there have been ongoing issues with the steam bore that provides hot water to heat the Maurie Kjar Aquatic Centre. Council has sought expert advice, from highly experienced geothermal contractors, expert operations staff at local geothermal power stations, and the Bay of Plenty Regional Council.

The Maurie Kjar Aquatic Centre relies on geothermal fluid to heat the centre, but BOPRC reports indicate a significant and ongoing decline in thermal activity in that area. According to the 2023 and 2024 Annual Reports on the Kawerau Geothermal System, 12 of the 13 monitored thermal features in the Parimahana and township area have cooled from near-boiling to ambient temperatures since around 2016. This means the thermal area near the Maurie Kjar Aquatic Centre has also cooled.

In an Extraordinary Council Meeting on 3 June 2026, Council considered several heating options for the Maurie Kjar Aquatic Centre. Council is scoping the preferred option which is a hybrid heat pump and solar proposal. More information will be bought back to Council for discussion and further decisions.

Please be kind to our team at the Maurie Kjar Aquatic Centre. The issues with the geothermal bore are structural issues with the bore itself – they have not been caused by lack of maintenance or operational issues. Please refer to the BOPRC Annual Report to the Community on Kawerau Geothermal System for more details.

Thank you to the 214 people who submitted their feedback online and all whom completed a hard copy survey which we are currently analysing. This feedback will be collated and presented to the Mayor and Elected Members, and to the community.

🚨19 June 2026: Last chance to have your say, on the Simplifying Local Government Reform.

Change is coming to local government and we want your feedback
Amalgamation is not what our council or our community wants, but under the proposed reform change is going to happen.
What this means is the status quo of Kawerau as a standalone district, is not an option under the current reforms.

📅On 5 May 2026 the Government announced the final shape of its “Simplifying Local Government reform with the aim of:
👉🏿Streamlining the structure of local government
👉🏿Enhancing the delivery of resource management and planning reforms
👉🏿 Reducing the number of district and city councils in New Zealand

🤔What we know:
*There is an emphasis on unitary authorities that deliver the functions of the Bay of Plenty Regional Council
*Regional councils won’t exist after 2028 (more details to come via legislation )
*The number of district and city councils will reduce in NZ
*Councils can put forward Head Start proposals to reorganise local government in their region or sub-region
*Two or more councils must work together on the proposal (not regional councils)
*Councils have until 9 August 2026 to submit a head start proposal
*If Councils do not put a Head Start proposal in, they will be subject to the backstop process. Government has not released all the details.

⛪What is Council doing?
Discussions are underway with neighbouring councils in the Eastern Bay – Ōpōtiki and Whakatāne.
Further discussions are being held at the sub-regional Joint Committee comprising all the councils in the region, and the Bay of Plenty Mayoral Forum.

IT'S A TEST ... the nationwide test of the Emergency Mobile Alert system just occurred.

Even if your phone is on silent, or there's no data, your mobile should receive an alert.
As well as this alert, there is the local Radio 1XX station which provides additional information along with the Bay of Plenty Civil Defence site.

Always a good time to think about what you have prepared at home to get you through an emergency. Things like water and tinned food... again you can find out more online :)

The nationwide test of the Emergency Mobile Alert system is a necessary part of making sure the system works well. Find results and information about nationwide tests.
