The minister highlighted that landlessness is a deeply entrenched and widespread problem of Nepal. Emphasizing the Government’s commitment to inclusive agrarian reform, he stressed efforts to strengthen smallholder farming, ensure food sovereignty, and promote equitable rural transformation with a focus on youth, women, and marginalized communities.

On 24 February 2026, in Cartagena, Colombia - Hon. Dr. Madan Prasad Pariyar, Minister of Agriculture and Livestock Development, Nepal, delivered the opening speech at the session on “Achieving Climate Resilient and Inclusive Tenure Governance through Multi-Stakeholder Platforms” organized by the International Land Coalition (ILC).
The session forms part of the Second International Conference on Agrarian Reform and Rural Development (ICARRD+20), being held from 24–28 February 2026.

TREESCAPES 2026 – 1st South Asian Agroforestry and Trees Outside Forests Congress

Hon. Dr. Madan Prasad Pariyar, Minister for Agriculture and Livestock Development of Nepal, participated in the Ministerial Hour segment of TREESCAPES 2026, held in New Delhi, India, on 5 February 2026. He also engaged in thematic sessions, high-level discussions, bilateral meetings, and technical excursions, sharing Nepal’s agricultural priorities and experiences on climate-resilient farming and sustainable landscapes.
In his address, Dr. Pariyar highlighted climate change as a major threat to global food systems and emphasized the importance of agroforestry and Trees Outside Forests in supporting over 80% of Nepal’s rural households. He also underlined Nepal’s progressive policy framework, including the Forest Act 2019, and reaffirmed Nepal’s commitment to regional collaboration for resilient agriculture and shared prosperity across South Asia.

On 5th February 2026, Hon’ble Minister Dr. Madan Prasad Pariyar, Ministry of Agriculture and Livestock Development, Government of Nepal, held a meeting with Hon’ble Minister Shri Shivraj Singh Chouhan, Minister of Agriculture & Farmers Welfare, Government of India, at New Delhi, India.

Dr. Pariyar, During this high-level meeting, the Hon. Minister discussed the previous Memorandum of Understanding (MoU), proposed draft amendments, and potential Government-to-Government (G2G) cooperation. The Indian Minister expressed strong interest in supporting Nepal through the provision of improved sugarcane varieties, the development of an agro-industrial park, and MoU on fertilizer supply in Nepal.
Furthermore, following his participation in the 1st South Asian Agroforestry and Trees Outside Forests Congress held in Delhi, Hon’ble Minister proposed organizing the next conference in Nepal.

१३ माघ २०८२ - कृषि विषयक्षेत्रको विषयगत समितिको एघारौं बैठक सम्पन्न ।

संघ, प्रदेश र स्थानीय तह (समन्वय तथा अन्तरसम्बन्ध) ऐन २०७७ बमोजिम कृषि विषयक्षेत्रको विषयगत समितिको एघारौं बैठक संघीय कृषि तथा पशुपन्छी विकास मन्त्रालयका माननीय मन्त्री डा. मदन प्रसाद परियारज्यूको अध्यक्षतामा सात वटै प्रदेशस्थित कृषि मन्त्रालयका माननीय मन्त्रीहरु, संघीय तथा प्रादेशिक सचिवहरु र स्थानीय तहका प्रमुखहरुको सक्रिय सहभागितामा सम्पन्न भएको छ ।
लुम्बिनी प्रदेशको बर्दियास्थित ठाकुरद्धारामा सम्पन्न बैठकमा कृषि क्षेत्रका प्राथमिकता, नीति तथा कार्यक्रम र योजनाहरुको प्रभावकारी कार्यान्वयन, तीनै तहका सरकारबीच समन्वय र सहकार्य अभिवृद्धि र कार्यक्रम संचालनका क्रममा देखापरेका समस्या समाधान विकल्पहरु पहिल्याउन बैठकमा सक्रिय छलफल तथा अन्तरक्रिया गरिएको छ ।
बैठकमा रासायनिक मलको प्रभावकारी आपूर्ति तथा वितरण व्यवस्थापन, पशुपन्छी रोग तथा महामारी नियन्त्रण, कृषि तथा पशुपन्छी श्रोत केन्द्रहरुको विकास, कृषि बजारहरुको समुचित व्यवस्थापन, कृषि बीमा कार्यक्रमको प्रभावकारी कार्यान्वयन, कृषि क्षेत्रमा युवा आकर्षण वृद्धि र उद्यमशिलता विकास, अनुदान प्रणालीमा सुधार तथा दोहोरोपना हटाउने, विपदबाट कृषि क्षेत्रमा हुने क्षति न्यूनिकरणका लागि आवश्यक तयारी, न्यूनतम समर्थन मूल्य कार्यक्रम कार्यान्वयनमा आवश्यक सुधार, तीनै तहबाट कृषि क्षेत्रमा कम्तिमा १० प्रतिशत बजेट विनियोजनको सुनिश्चतता, खाद्य स्वच्छता तथा गुणस्तर नियमनका प्रादेशिक तथा स्थानीय कानून तर्जुमा लगायतका कार्यलाइ प्रभावकारी रुपमा अघि बढाउन तीनै तहबीच समन्वय तथा सहकार्य गर्ने विषयमा साझा सहमति तथा प्रतिबद्धता जाहेर भएको छ ।

आज २०८२ माघ २ गतेका दिन ग्रामीण उद्यम तथा आर्थिक विकास आयोजना (REED-Rural Enterprise and Economic Development Project) ले निर्माण गरेका कृषि तथा पशुपन्छी सेवा केन्द्र भवनहरुको उद्घाटन गर्दै स्थानिय पालिकाहरुलाई हस्तान्तरण गरेको छ। यी सेवा केन्द्रले किसानहरुका कृषि तथा पशुपन्छी सम्बन्धि समस्याहरुको समाधान र सेवा प्रवाह एकद्धार प्रणाली मार्फत गर्ने उद्देश्य राखिएको छ। साथै, भवनहरु अपाङ्ग र महिलामैत्री बनाईएका छन्।
उक्त भवनहरु कृषि तथा पशुपन्छी विकास मन्त्री माननीय डा. मदन प्रसाद परियारज्यूको प्रमुख आतिथ्यता र आयोजना निर्देशक डा. चन्द्र प्रसाद रिसालज्यूको विशेष आतिथ्यतामा क्रमस; गढीमाई नगरपालिकाका नगरप्रमुख श्री श्याम प्रसाद यादव र गौर नगरपालिकाका नगरप्रमुख श्री शंभु साहलाई हस्तान्तरण गरिएको छ। कार्यक्रममा बोल्दै मन्त्रीज्यूले यस सेवा केन्द्रको प्रभावकारी र दिर्घकालिन उपयोग साथै किसानहरुलाई विशिष्टिकृत सेवा सहज रुपमा उपलब्ध गराउनु नगरपालिकाहरुको जिम्मेवारी हुने र स्थानीय सरकारलाई बलियो एवं श्रोत साधन सम्पन बनाउन संघीय सरकारको सँधै साथ र प्रयास रहने बताउनु भयो।

“कृषि जैविक विविधता, हाम्रो अमूल्य सम्पदा, संरक्षण उपयोग र प्रवर्धनमा युवा सहभागिता” भन्ने नारासहित माघ १ गते चौथो राष्ट्रिय कृषि जैविक विविधता दिवस भृकुटीमण्डपमा विविध कार्यक्रमहरु गरी मनाईएको छ ।

कृषि तथा पशुपन्छी मन्त्री माननीय डा. मदन प्रसाद परियारज्यूको प्रमुख आथित्यतामा कार्यक्रम सम्पन्न भएको छ । उक्त कार्यक्रममा माननीय मन्त्रिज्यूले कृषि जैविक विविधता र रैथाने कृषि उपजहरुको संरक्षण र दिगो उपयोग मार्फत ग्रामिण अर्थतन्त्रलाई पुनर्जागरण गर्न सकिन्छ भन्ने कुरामा जोड दिनुभएको छ । कृषि जैविक विविधता कार्यक्रमले कृषिमा महिलाकरण र युवा पलायनको अवस्थामा पनि रोजगारी श्रृजना र आयआर्जन गरी सिमान्तकृत वर्गको उत्थान गर्नसक्ने प्रचुर सम्भावना रहेको बताउनुभएको छ ।
