National Land Coalitions-NLC Nepal

National Land Coalitions-NLC Nepal As part of a wider strategy, ILC’s country-level work is implemented through NLC in selected countries to promote and safeguard peoples land rights.

The National Engagement Strategy (NES) was conceived as a response to the need for ILC to engage in selected countries in a focused, coherent, and coordinated manner which emerged from past lessons. As part of the new Strategic Framework 2011-2015, ILC therefore identified a set of countries, including Nepal,
where it would have coordinated engagement with clearly defined short, medium and
long-term objectives. NES Nepal members are:
1. Abhiyan Nepal
2. College of Development Studies (CDS) / Mode Nepal
3. Consortium for Land Research and Policy Dialogue (CORLAP)
4. Community Self- Reliance Center (CSRC)
5. National Land Rights Forum (NLRF)

'There was strong hope that the new government would bring positive change to the lives of landless, workers, and daily wage laborers. However, the use of bulldozers against landless settlements has weakened public trust, while commissions and committees formed to address the issue have failed to make meaningful progress. Despite the collection of more than 1.2 million applications, only 109 families have received land ownership certificates, highlighting serious gaps in implementation. A just and lasting solution requires a strong land law, active engagement of local governments, meaningful representation of affected communities, and a clear, time-bound action plan.'

There was hope that the new government would do something good for the welfare of society’s vulnerable and grassroots classes. It was certainly not wrong for most landless people, squatters, workers, and wage laborers to vote while envisioning a bright future for themselves and their children.

Key concerns raised during the interaction between the Land Issues Resolving Committee (LIRC) and the National Land Rights Forum (NLRF) team included slow progress in land ownership, delays in local-level processing, and legal obstacles faced by landless and informal settlers. Participants called for legal reforms, stronger accountability and coordinated action to accelerate the realization of land rights for affected communities.
