Ukraine – Comprehensive Case Study
After more than 1,450 days of conflict, Ukraine’s experience since 2022 has reinforced a core lesson: Civil–Military Cooperation (CIMIC) is critical to sustaining government stability, protecting essential services, and preserving freedom of action under sustained pressure.
This case study examines how CIMIC was enabled in practice working with key sectors (energy, communications, transport, logistics), managing large-scale population movements, and maintaining continuity of vital services. It provides practical insights for NATO planning, training, and capability development, including:
- Integrating CIMIC into HQ processes and battle rhythm.
- Building enduring coordination mechanisms with civil authorities and industry.
- Strengthening civil-environment mapping and data governance.
- Aligning civil preparedness with NATO Baseline Requirements, including emerging information and financial resilience priorities.
