Honourable Commissioner Engages Payroll Officers to Boost Collaboration and Effectiveness of Akwa Ibom’s Unified Payroll System.

Earlier today, the Honourable Commissioner for Science and Digital Economy, Dr. Frank Udo Ekpenyong, held a strategic strategic session with payroll officers from across the state at the Office of the Accountant General. The meeting was also attended by the Accountant General and senior officials from all three tiers of the Akwa Ibom State Civil Service: the Mainstream Civil Service, AKSUBEB, and the Local Government Civil Service Commission.

In his address, the Accountant General praised Dr. Ekpenyong for his proactive and collaborative leadership, which has significantly strengthened the synergy between the Ministry of Science and Digital Economy and the broader Civil Service. He reaffirmed his office’s commitment to timely and accurate data delivery in support of His Excellency’s Unified Government Ideology.

Dr. Ekpenyong emphasized the critical role of payroll officers in ensuring effective data collection and management, which are key to sustaining a consolidated and transparent payment system across Ministries, Departments, and Agencies (MDAs). He underscored the Governor’s directive that payroll operations must be fully managed internally by trained payroll officers—not outsourced to consultants—in a bid to build capacity within the public service.

He further announced that Governor Umo Eno has approved the provision of essential equipment—including computers, printers, and generators—to support payroll operations in MDAs, especially those facing power supply challenges.

The Honourable Commissioner concluded by urging officers to maintain active communication channels and provide continuous feedback, to ensure improved efficiency, accuracy, and the timely payment of salaries across the state.

Dr. Ekpenyong also informed the gathering of upcoming job opportunities across various disciplines in the Akwa Ibom State Civil Service. He encouraged the officers to spread the word among qualified family and friends, urging them to register on the official state employment portal:

The Honourable Commissioner for Science and Digital Economy, Dr. Frank Ekpenyong, delivered the keynote address at the CCISONFI Conference 2025—a prestigious gathering of Chief Information Security Officers and cybersecurity leaders from across Nigeria’s financial sector and beyond.

Held at the iconic Ibom Icon Hotels and Golf Resort, the three-day event placed Akwa Ibom State at the center of national conversations on cyber resilience and digital security.

Dr. Ekpenyong’s address spotlighted the bold tech-driven agenda of the Pastor Umo Eno administration, particularly the state’s commitment to delivering government services transparently and securely through digital platforms. These include:

• The redesigned official website (akwaibomstate.gov.ng)
• AKeID – Akwa Ibom’s Electronic Identity Passport
• MSMEs, employment, bursary, and procurement portals
• Digital grant validation for traders, farmers, and business owners
• Digital food voucher scheme for vulnerable citizens
• The upcoming AkwaGIS for land digitization
• Microsoft 365-powered internal infrastructure (AKSG-OPIN)
• And many more secure platforms promoting ease, transparency, and accountability

He emphasized the government’s “Resilience by Design” approach—leveraging secure platforms, encrypted systems, and digital identity verification (NINs, VINs, liveness checks) to protect data, prevent fraud, and ensure continuity of critical services.

Dr. Ekpenyong further emphasized the need for increased cybersecurity awareness, especially in rural communities where many remain vulnerable to digital threats. He reaffirmed the Ministry’s commitment to driving digital literacy and resilience across all levels of society.

Beyond his address, the Honourable Commissioner engaged with cybersecurity professionals and government leaders from other states and countries—building valuable networks and partnerships for a stronger, smarter digital future.
