ITEM 1

APPOINTMENT OF DEPUTY CLERKS FOR OSUN STATE HOUSE OF ASSEMBLY

The Honourable Speaker read out the names of the Directors of various departments that are been elevated into the position of Deputy Clerk(s) by Osun State House of Assembly Service Commission.

Subsequently, their appointment letters were presented to them.

ITEM 2

Osun State Public/Political Office Holders Revised Renumeration (Establishment II) Bill, 2024 (COMMITTEE OF THE WHOLE

Hon. Kofoworola Babajide Adewunmi moved the motion for the House to resolve into the Committee of the Whole, and the motion was seconded by Hon. Abiola Ibrahim.

The only correction made on the Bill was the renumeration of the Party Time Board Chairman.

Hon. Babajide Kofoworola Adewunmi then moved a motion that the Chairman of the Committee of the Whole reports to the House the progress made by the committee, the motion was seconded by Hon. Sikiru Bajepade.

The House returned to the plenary, and the Speaker subsequently reported back to the House.

Then, motion for adoption of the report to form part of the Bill was moved by Hon. Babajide Kofoworola Adewunmi and seconded by Hon. Taofiq Olayiwola.

I warmly welcome you back to the gallery following the Easter and Eid el-Fitr recess. As we reconvene, I would like to express my appreciation for your dedication and hard work in advancing the goals of this 8th Assembly. Let us continue to work together and maintain this momentum.

I would also like to commend each of you for providing food palliatives to your constituents during the recent celebrations. Your commitment to the well-being of those we serve is admirable and deserves recognition.

As we proceed with our legislative duties, I trust that the selected House Committees who have been diligently working on their assigned tasks are now ready to present their reports.

OSUN STATE HOUSE OF ASSEMBLY SERVICE COMMISSION ESTABLISHMENT (AMMENDMENT 4) BILL, 2024 COMMITTEE OF THE WHOLE

The Majority Leader, Hon. Babajide Kofoworola Adewunmi moved the motion and seconded by Hon. Jeremiah Abiola Awoyeye for the House to resolve into the Committee of the whole for further deliberation on the bill.

At the Committee of the Whole, critical examination of all aspects of the bill was considered.
The motion for the Chairman to report the progress made at the Committee of Whole was moved by Hon. Kofoworola Adewunmi and seconded by Hon. Taofiq Olayiwola.

The Honourable Speaker reported back to the whole House and Hon. Kofoworola moved the motion that the progress made at the committee of Whole should form part of the Bill and this was seconded by Hon. Olalekan Adeoti.

ORDER OF THE DAY

ITEM 1

OSUN STATE HOUSE OF ASSEMBLY SERVICE COMMISSION ESTABLISHMENT (AMMENDMET 4) BILL, 2024 FIRST READING.

The Honourable Speaker requested that the Clerk read the Osun State House of Assembly Service Commission Establishment Bill, 2024 for the first time.

Subsequently, the Clerk read the Bill to the House.

ITEM 2

The Honourable Speaker requested that the Chairman House Committee on Rural Development and Community Affiars present the committee report on the consideration of the Osun State Urban and Rural Access Road Authority Establishment Bill, 2024.

The report was presented to the House by the Chairman of the Committee, Hon. Elisha Odenrinwale.

After the presentation, Hon. Adewumi Adeyemi commended the Committee for the job well done by the committee while he admonished other members for the adoption of the report.

The motion for adoption of the report was then moved by Hon. Kofoworola Babajide Adewunmi and seconded by Hon. Abiola Awoyeye.

The Chairman then laid the report before the House after the adoption.

ITEM 3

OSUN STATE EMPOWERMENT THRUST FUND ESTABLISHMENT BILL, 2023.
COMMITTEE OF WHOLE (Continuation)

Hon. Kofoworola Babajide Adewunmi moved the motion for the House to dissolve into the Committee of the Whole and the motion was seconded by Hon. Olalekan Adeoti.

Several corrections were made on the Bill expecially on the Constitution of the Bureau and their duties. Thereafter, Hon. Kofoworola Babajide Adewunmi moved a motion that the progress made during the Committee of the Whole be reported to the House and the motion was seconded by Hon. Tajudeen Adeyemi.

The House returned to plenary and the Speaker subsequently reported back to the House.

Then, motion for adoption of the report to form part of the Bill was moved by Hon. Babajide Kofoworola Adewunmi and seconded by Hon. Abiola Ibrahim.

During today's Plenary session, the committee of the Whole engaged in a comprehensive discussion on the Osun State Employment Trust Fund Bill 2023 which I sponsored. The primary objective of this bill is to establish and support various programmes, initiatives, and training opportunities aimed at eradicating unemployment in the state.

The bill seeks to provide financial assistance, grants, and resources to residents and local businesses in Osun State, with a focus on job creation, bolstering small and vulnerable enterprises, promoting technology-based and innovative businesses, and enhancing the employability of the state's residents.

Once passed, the Osun State Employment Trust Fund Bill 2023 is expected to significantly reduce unemployment in the state, creating new opportunities for its citizens and stimulating economic growth through a multifaceted approach to workforce development and business support.
