Adamawa Government Reaffirms Commitment to Flood Preparedness

The Adamawa State Government has reaffirmed its commitment to protecting lives and property through stronger disaster risk reduction and early warning systems.

Deputy Governor, Professor Kaletapwa George Farauta, made this known on Thursday during the flag-off of the Full-Scale Flood Disaster Response Simulation Exercise (SIMEX) at Bakin Kogi, Yola North LGA.

She urged participants to use the exercise to improve coordination and readiness, and called on residents in flood-prone areas to heed early warnings and cooperate with emergency teams.

The Deputy Governor commended ADSEMA, NEMA, UN agencies, security agencies and other partners for supporting flood preparedness in the state.

Representing the DG of NEMA, Air Commodore Bature Usman said Adamawa is among 31 states at high risk of flooding in 2026, and that water release from Lagdo Dam could affect the state.

He noted the SIMEX will test response plans, identify gaps, and strengthen inter-agency collaboration.

The event ended with a live demonstration of search and rescue operations and evacuation of simulated flood victims.

ADSEMA and NEMA Launch Flood Simulation Exercise in Yola to Boost Disaster Preparedness

The Adamawa State Emergency Management Agency (ADSEMA), in partnership with the National Emergency Management Agency (NEMA) and other key stakeholders, has officially launched a Full-Scale Simulation Exercise (SIMEX) on Flood Disaster Response in Yola.

The exercise signals a major shift from reactive recovery to proactive disaster risk reduction, with a strong focus on early warning systems and community-level preparedness ahead of the 2026 rainy season.

The flag-off ceremony, held at the AUN Hotel, Yola, was presided over by the Director of Search and Rescue, Air Commodore Usman. In attendance were emergency management authorities, security agencies, search and rescue personnel, and other critical stakeholders gathered to strengthen coordination, test response mechanisms, and enhance operational readiness for flood-related disasters.

Declaring the exercise open, the Permanent Secretary/Executive Secretary of ADSEMA and Chief Host, Dr. Celine La’ori, described the simulation as a vital platform for testing existing emergency plans, identifying operational gaps, and strengthening partnerships needed to protect lives and property.

In her welcome address, the Director-General of NEMA, Mrs. Zubaida Umar, represented by the Zonal Director for the North-East Zone, Mr. Sulaiman Yakubu, commended all participating agencies for their commitment to preparedness. She stressed that effective disaster management depends on early action, clear communication, and rapid, coordinated response across agencies.

The event featured key technical presentations aimed at building operational capacity.
Chief Search and Rescue Officer, (CSARO) Labaran, briefed participants on safety protocols for victims and responders during floodwater evacuations.
Assistant Chief Planning Officer, ACPO Anjola Oguntokun, presented a lead paper on the 2026 Climate Change-Related Disaster Preparedness and Mitigation Strategy highlighting emerging climate risks.
The Administrative Officer also delivered a presentation on the challenges of displacement and shelter management for Internally Displaced Persons (IDPs) and refugees.

Organizers say the simulation will rigorously assess the readiness of response agencies, improve communication protocols, and pinpoint areas needing improvement in flood disaster recovery.

The exercise reaffirms the commitment of ADSEMA, NEMA, and partners to building a resilient and disaster-ready Adamawa State.

ADSEMA TAKES FLOOD AWARENESS CAMPAIGN TO MADAGALI, MUBI NORTH AND MAIHA LGAs

The Adamawa State Emergency Management Agency, ADSEMA, has extended its statewide flood sensitization campaign to Madagali, Mubi North and Maiha Local Government Areas in the Northern Senatorial District.

This is in response to NiMet’s 2026 flood forecast which listed Adamawa among states likely to be affected by flooding this year. In compliance with the directive of the Executive Governor, Rt. Hon. Ahmadu Umaru Fintiri, the Executive Secretary of ADSEMA, Dr. Celine Laori, deployed a team of emergency officers to sensitize communities on preventive measures.

Leading the delegation, Mr. Nabi Musa Tarfa, said the campaign is aimed at saving lives and property through early action.

In Madagali LGA,
the team was received by the Vice Chairman of the LGA, Mr. Steven Ngara, who represented the Chairman, Hon. Yusuf Mohammed. Also in attendance were the Head of Service, Abubakar Yahaya, representatives of CAN and the Muslim Council, as well as all District Heads of Madagali LGA.

In Mubi North LGA,
the ADSEMA team met with the Vice Chairman, Mr Ephraim Daniel, who stood in for the Chairman, alongside councilors from flood-prone wards. Residents were educated on the dangers of dumping refuse in drainages and building on waterways.

In Maiha LGA,
the team was received by Bello Umar, Leader of the Council and Councilor representing Manjeki Ward, representing the Chairman, together with all District Heads of Maiha LGA

Speaking during the outreach, Mr. Jeremiah Ferdinand and Miss Hyela Lawan urged residents to clear their drainages, avoid building on floodplains, prepare emergency kits, and report early warning signs to LEMC and CEMC for prompt response.

Community leaders and residents in the 3 LGAs commended the State Government and ADSEMA for the proactive step. They pledged to disseminate the flood safety messages to other communities.

ADSEMA EXTENDS FLOOD SENSITIZATION TO HONG, GOMBI AND SONG LGAs

Sequel to NiMet’s flood forecast indicating that Adamawa State is among states likely to be affected by flooding in 2026, the Executive Governor of Adamawa State, Rt. Hon. Ahmadu Umaru Fintiri, has directed all Emergency and Humanitarian Agencies to develop strategies for effective flood mitigation.

In compliance with the Governor’s directive, the Executive Secretary of ADSEMA, Dr. Celine Laori, deployed emergency officers for a statewide flood sensitization and awareness campaign.

Leading the delegation to other Central Senatorial District, Mr. Johnson Maxwell, Director of Rescue, Relief and Rehabilitation, coordinated the outreach to Hong, Gombi and Song Local Government Areas.

In Hong LGA, the team, in collaboration with Hon. Egla Felix Yaji, Vice Chairman of Hong LGA, who led officers of the Hong LGA Emergency Management Committee and the Community Emergency Management Committee, conducted successful sensitization at Tahbu and Anguwan Gada Communities.

The campaign was attended by representatives of traditional rulers, community members, and security personnel.

The Director urged residents to avoid dumping refuse in waterways, clear drainages, and report early warning signs to LEMC and CEMC for prompt action.

Community leaders and residents appreciated the State Government, the Executive Secretary, and the ADSEMA team for the timely intervention. They pledged to serve as ambassadors and disseminate the flood safety messages to other surrounding communities to aid proper disaster mitigation.

ADSEMA TAKES FLOOD SENSITIZATION TO LUGGERE COMMUNITY IN GANYE LGA

In response to NiMet’s seasonal flood forecast, the Adamawa State Emergency Management Agency, ADSEMA, on Tuesday extended its flood awareness campaign to Luggere Community in Ganye Local Government Area.

The outreach focused on equipping residents with practical steps to reduce flood risks, protect lives, and secure property ahead of the peak rainy season.

Representing the Executive Chairman of Ganye LGA, Hon. Mohammed Garbati, Vice Chairman, led the ADSEMA team to the community. He was joined by the Village Head of Luggere, Alh. Mamman Adama Namda, and the Councillor for Ganye II Ward, Hon. Abdurrahman Aliyu, alongside other community leaders and stakeholders.

Speaking during the engagement, the leaders emphasized the need for residents to work together, heed early warnings, and adopt safety measures to minimize flood impact in Ganye LGA.

Addressing the gathering, Mr. Mohammed Yaji, Director of Planning, Research and Statistics who headed the ADSEMA delegation, called on residents to stop dumping waste and sewage into drainages. Blocked waterways are a major cause of flooding. When we keep our environment clean and allow free flow of water, we protect ourselves and our neighbors, Mr. Yaji stated.

The Agency further advised residents to Desilt gutters and drainages around homes,avoid buildings on flood plains and water channels and Collaborate with the Local Emergency Management Committee,LEMC, for prompt response and evacuation when alerts are issued.

The community leaders pledged their support to spread the messages in local dialects and ensure compliance across Luggere.

ADSEMA CONDUCTS FLOOD AWARENESS AND SENSITIZATION CAMPAIGN IN LAIDE-CHINTA COMMUNITY, TOUNGO LGA

Following the flood forecast issued by the Nigerian Meteorological Agency, NiMet, the Adamawa State Emergency Management Agency, ADSEMA, has carried out a flood awareness and sensitization campaign in Laide-Chinta Community, Toungo Local Government Area.

The primary objective of the visit was to educate residents of flood-prone communities on the potential risks of flooding, promote preparedness, and encourage preventive measures to safeguard lives and property.

The exercise was conducted under the leadership of the Executive Chairperson of Toungo LGA, Hon. Hajiya Hauwa Guruja, who was ably represented by the Vice Chairman, Hon. Laban Phinias Subaddomi.

He led the ADSEMA delegation alongside the Councillor representing Toungo II Ward, Hon. Salihu Hammandikko, and other stakeholders including Hon. Abubakar Suleiman Jauro and community youth Leader Abdullahi Hammawae.They all reaffirmed the local government’s commitment to protecting communities through timely awareness and disaster preparedness initiatives.

The sensitization campaign emphasized the importance of community cooperation, early preparedness, and strict adherence to safety guidelines issued by relevant authorities to reduce the impact of flooding across Toungo LGA.

In his remarks, the Director of Planning, Research and Statistics, who led the ADSEMA team, Mr. Mohammed Yaji, advised residents to desist from indiscriminate dumping of refuse and sewage in the community, noting that such practices block water channels and increase the risk of flooding.

ADSEMA,urged residents to clear their drainages, avoid erecting structures on waterways, and cooperate with the Local Emergency Management Committee, LEMC, for early warning and evacuation when necessary.

DEPUTY GOVERNOR, ADSEMA AND NEMA INSPECT FLOOD-HIT COMMUNITIES, ASSESS DAMAGE IN YOLA NORTH AND SOUTH LGAs

The Adamawa State Deputy Governor, Prof. Kaletapwa George Farauta, on Wednesday 05/08/2026 led a government delegation on an on-the-spot assessment of communities affected by heavy rainfall and flooding in Yola North and Yola South Local Government Areas.

Members of the delegation included the Commissioner for Works, Engr. Mohammed Suleiman,the Commissioner for Environment and Natural Resources, Alhaji Sadiq Mohammed,and other top officials from disaster management and security agencies.

The team visited Bachure, Kasuwan Katako, the Half Cloverleaf axis in Sangere, Nyibango, and other locations where homes, properties and public infrastructure were submerged or damaged by the flood.

Speaking after the inspection, Prof. Farauta said the visit was prompted by reports of flooding and was aimed at determining the extent of damage in order to provide immediate intervention for affected communities.

She noted that many of the flooding incidents were caused by buildings erected on waterways and the blockage of drainage channels by refuse.

She urged residents to desist from building on waterways and dumping waste in drains to reduce the risk of flooding. She also advised citizens to verify the suitability of land before purchasing it for residential or commercial purposes.

The event, held on Tuesday, 4th August 2026, comes as the Nigerian Meteorological Agency, NiMet, projects above-average rainfall in parts of Adamawa State for the 2026 season.

The Permanent Secretary/Executive Secretary of ADSEMA, Dr. Celine Kwamoti Bitrus Laori, alongside the Head of Operations, NEMA Yola Operations Office, Mr. Ladan Ayuba, flagged off the sensitization campaign.

Addressing residents, Dr. Laori warned that the rainy season is fast approaching with heightened risk of flooding, a recurring challenge that continues to threaten lives and property across the state.

“According to NiMet, we are expecting above average rainfall this year. The purpose of today’s event is to raise awareness and spur action at the grassroots level. Preparedness begins with awareness, but awareness must be followed by action,” Dr. Laori stated.

She reaffirmed ADSEMA’s commitment to working with stakeholders to provide early warnings, timely information, and relief interventions where necessary, emphasizing that collective effort remains key to reducing the impact of seasonal flooding.

In his goodwill message, Mr. Ladan Ayuba said the campaign aims to equip residents of Limawa, Jambutu and Gwadabawa Wards with the knowledge and practical tools to mitigate flood risks, respond promptly to warnings, and protect their families and neighborhoods.

Also speaking, Alhaji Ibrahim Yakubu, Assistant Chief Administrative Officer, commended the communities for their resilience in previous years. He urged residents to double their efforts this season by clearing drainages, avoiding building or dumping refuse along water channels, and taking early warnings seriously.

“Most importantly, cooperate with government agencies and community task forces when evacuation or temporary relocation is necessary,” he said.

On behalf of the District Head of Jimeta, Alhaji Yakubu Ishaku tasked the Local Emergency Management Committee and Community Emergency Management Committees with grassroots engagement and early response coordination.

In her closing remarks, the Vice Chairperson of Yola North LGA, Hon. Serah Samuel, JP, called on traditional rulers, youth groups, women associations, and religious leaders to play active roles in disseminating flood preparedness messages, and she tasked them to take the campaign seriously.
