Borno: Zulum unveils 50% off fertiliser sale, free farm implement for 120,000 smallholder farmers

… Announces Cash Support of N500,000 Million to Poor, Vulnerable in 5 LGAs

Borno State Governor, Professor Babagana Umara Zulum, on Tuesday, flagged off the 2026 statewide Wet Farming Season and launched the sales and distribution of 200 truckloads of NPK fertiliser at 50 per cent subsidised rates, alongside the distribution of free agricultural inputs to 120,000 farmers to boost food production and improve farmers’ livelihoods across the state.

The intervention includes the distribution of free agrochemicals, knapsack sprayers, certified seeds, water pumps, bicycles and post-harvest storage facilities as part of the state’s comprehensive agricultural support programme.

Governor Zulum also launched the distribution of 10,000 bicycles to enhance the mobility of rural farmers and unveiled post-harvest storage facilities aimed at reducing losses and improving the preservation of farm produce.

Speaking during the flag-off ceremony held at Kwaya Kusar Main Stadium, the Governor said the intervention was designed to strengthen agriculture, guarantee food and nutrition security, create employment opportunities and improve the socio-economic wellbeing of the people.

The Governor explained that the programme covers the entire agricultural value chain, including mechanisation services, irrigation development, fertiliser and improved seed distribution, agrochemical support, agricultural extension services, harvesting support, post-harvest storage, agro-processing facilities, market access, and agricultural financing initiatives targeting women and youths.

“We are gathered here in Kwaya Kusar, one of the most important agricultural hubs in our state, to officially launch the 2026 Wet Farming Season and flag off the sales and distribution of NPK fertilisers at government-subsidised rates alongside the distribution of free agrochemicals, knapsack sprayers, certified seeds, water pumps, bicycles, as well as post-harvest storage facilities for healthy and durable storage,” Zulum stated.

“Borno State Government has procured 200 truckloads of high-quality NPK fertiliser which will be sold to farmers at a subsidy of 50 per cent of the prevailing market price. This represents a significant increase compared to the 75 truckloads distributed during the last farming season,” he added.

“Beyond fertilisers, the state government will also distribute 40,000 litres of agrochemicals free of charge, 5,000 water pumps, 5,000 knapsack sprayers, 10,000 bicycles and other essential farm inputs to over 120,000 profiled farmers across the state to ensure that farmers receive support across the entire agricultural value chain,” he said.

The Governor explained that Kwaya Kusar was deliberately selected to host the state-wide launch because of its strategic importance as one of Borno’s major agricultural hubs and its immense farming potential within the North-East region.

He also warned beneficiaries against diverting or selling the subsidised fertilisers.

“I wish to use this opportunity to emphasise that these fertilisers being distributed today are meant strictly for agricultural crop production. They are not for resale, diversion, hoarding or any other purpose other than crop production. Every beneficiary has a responsibility to ensure that these NPK fertilisers are utilised appropriately,” Zulum warned.

Governor Zulum commended President Bola Ahmed Tinubu for the Federal Government’s continued support to states, noting that the assistance had enabled sub-national governments to implement more people-centred development programmes.

Similarly, Governor Zulum also announced a cash support package of ₦500 million for vulnerable persons, women and youths across the five local government areas of Biu, Hawul, Kwaya Kusar, Shani and Bayo to enhance livelihoods and stimulate economic activities.

Commissioner for Agriculture and Rural Development, Dr Bawu Musami, described Borno as steadily emerging as one of Nigeria’s leading agricultural states through sustained investments in the sector.

“His Excellency has implemented numerous interventions, including both free and subsidised fertiliser programmes, mechanisation services, extension services, improved seeds, irrigation infrastructure, solar-powered water pumps, agrochemicals, agricultural assets, post-harvest processing facilities and many others,” Bawu stated.

Democracy Day reminds us that leadership is a trust given by the people. In Borno, that trust carries extra weight as we work to consolidate peace, resettle communities, and rebuild lives after years of conflict.

Borno has endured much, yet the resilience of its people shines through every challenge. Under your leadership, we see renewed effort toward restoring peace, rebuilding communities, and giving displaced families hope of returning home. For that, we are grateful.

As you govern, may wisdom guide your decisions, integrity guard your administration, and compassion keep you close to the needs of the common citizen.

Zulum Visits Uba, Chibok Communities, Vows Rescue of Abducted Schoolchildren

Borno State Governor, Professor Babagana Umara Zulum, on Tuesday visited Uba town to sympathise with parents of schoolchildren recently abducted in M***a community, assuring residents that all efforts were being intensified to secure the safe release of the victims.

Governor Zulum, who has consistently visited communities affected by insecurity to console victims and assess the situation firsthand, met with parents of the abducted children at the palace of the Emir of Uba.

Addressing the gathering, the governor conveyed his heartfelt sympathy to the Emir, the parents of the abducted children and the entire people of the Uba Emirate over the unfortunate incident.

“I want to convey my deepest sympathy to the Emir of Uba, parents of the abducted children and the entire people of Uba Emirate over the recent unfortunate incident,” Zulum stated.

“Let me assure you that the Federal Government under the distinguished leadership of President Bola Ahmed Tinubu, the Nigerian Armed Forces and Borno State Government will do everything possible to secure the release of the children,” he assured.

The governor commended the military and other security agencies for taking proactive measures to prevent further deterioration of the security situation in the area.

He disclosed that the Brigade Commander, Commanding Officer, Divisional Police Officer and other heads of security establishments had already been deployed to strengthen security and facilitate the safe return of the abducted children.

Governor Zulum also pledged to fortify security in Askira, Uba and adjoining communities to prevent a recurrence of similar incidents.

“We have made frantic efforts to stabilize Askira, Uba and adjoining communities through reinforcing security in these areas,” he said.

The governor appealed to the abductors to release the innocent children, noting that they were minors who required the care and protection of their parents.

He further called on residents of the Uba Emirate and the entire people of Borno State to intensify prayers, especially during the first 10 days of the holy month of Dhul Hijjah.

Speaking during the visit, the Emir of Uba, Alhaji Ali Ibn Isma’ila Mamza II revealed that the incident occurred on Friday, 15 May, when 48 persons were abducted in M***a community, including 37 primary school pupils, six secondary school students and five other residents.

The monarch commended Governor Zulum for his unwavering commitment to addressing insecurity, uniting the people of the state and supporting the emirate.

Also speaking, a representative of the M***a community, Dr. Chinapi Amanja, appreciated the governor for the visit and acknowledged the deployment of senior military officers and other security personnel to the area.

…Zulum Condoles Chibok Communities

In a related development, Governor Zulum also visited Chibok town to commiserate with communities affected by recent attacks in parts of Chibok Local Government Area.

Addressing district heads, village heads, council members and other stakeholders, the governor said he was deeply saddened by the attacks, which claimed several lives and left many others injured.

“I purposely came to Chibok to sympathize with you over the recent attacks in some parts of the local government which claimed many lives and left others injured,” Zulum said.

“I want to assure you that the Federal Government, Nigerian Armed Forces and the Borno State Government will do everything possible to avert the recurrence of such incidents,” he added.

The governor urged residents to remain calm and law-abiding, assuring them that government was making concerted efforts to restore normalcy in the area through the deployment of additional troops.

He also prayed for the repose of the souls of those who lost their lives and asked God to grant their families the fortitude to bear the loss.

Speaking on behalf of the affected communities, the District Head of Garu, Engr. Zannah Madu, appreciated the governor for the visit and for the continued government intervention in addressing security challenges in the area.

Zulum Appoints Dr. Babagana Mustapha Mallumbe Acting Chief of Staff, Assigns Portfolios to Newly Sworn-in Commissioners

Borno State Governor, Professor Babagana Umara Zulum, has approved the appointment of Engr. Dr. Babagana Mustapha Mallumbe as the Acting Chief of Staff to the Governor.

Until his appointment, Dr. Mallumbe is the Deputy Chief of Staff (DCOS I) to the Governor.

Governor Babagana Zulum has also approved the posting and allocation of portfolios to the 10 newly sworn-in commissioners.

The postings are aimed at strengthening governmence and accelerating the implementation of the administration’s 25-year Development Plan and 10-year Strategic Transformation Initiatives.

The portfolios are as released:

1. Barr. Hauwa Abubakar - Attorney General and Commissioner for Justice.
2. Hon. Bukar Mustapha Dalatu - Commissioner of Budget and Planning.
3. Hon. Engr. Lawan Abba Wakilbe - Commissioner of Education, Science, Technology, and Innovation.
4. Hon. Umar Lawan Dalorima - Commissioner of Finance and Economic Development.
5. Professor Baba Mallam Gana - Commissioner of Health and Human Services.
6. Professor Usman A. Tar - Commissioner of Information and Internal Security.
7. Hon. Sugun Mai Mele - Commissioner of Local Government and Emirate Affairs
8. Hon. Aliyu Mohammed Lawan Buba - Commissioner of Transport and Energy.
9. Hajiya Zuwaira Gambo - Commissioner of Women Affairs and Social Development.
10. Hon. Saina Buba - Commissioner of Youths, Sports, and Poverty Alleviation.

The statement adds that all commissioners are expected to take over the affairs of their ministries effective immediately.
