Governor Zulum Building Back Borno State Through Partnership and Resources Mobilization..............................................…………….
It will be recalled that His Excellency Prof. Babagana Umara Zulum, mni, FNSE, the Executive Governor of Borno State lead a mission to the Republic of Sudan between the 4th to 7th September 2021 with the overall objective of mobilizing resources for recovery from the impact of insurgency by focusing on Agriculture, Rural Development and Humanitarian Assistance.
The envisaged partnership is with the government of the Republic of Sudan, the Arab Bank for Economic Development in Africa (BADEA), the Arab Organization for Agricultural Development (AOAD), Gum Arabic Board of Sudan, Sudan Seed Trade Association and ZADNA International Investment Company Limited of Sudan.
During the visit His Excellency emphasized the recovery drive of His Administration focuses on agriculture and rural development, infrastructural development, livelihoods for youth and women and humanitarian assistance.
Specifically, area’s of focus include but are not limited to;
i. Gum Arabic production, processing and marketing including export;
iii. Agricultural activities around the Lake Chad shore to include but are not limited to hat production of heat-tolerant varieties of wheat, fisheries, fruits and vegetable production, processing and marketing;
iii. Date Palm production.
iv. Infrastructure development including rural roads, housing, small earth dams, health centres, and hospitals, educational institutions and worship centres and others.
v. Humanitarian stakeholders in the Agricultural sector assistance.
In the same vain BADEA has led a scoping/fact-finding mission to Borno State which began on the 12th and ran through to 19th November 2021 to discuss areas of focus, visibility for future projects/ programme development as well as field visits within its overall mission to support Borno State in addressing the six priorities that are at the core of the state 25-year development plan focusing on…..
1. Improving security and rebuilding communities.
2. Increasing employment opportunities particularly for the youth with a focus on agriculture, livestock, fishing and commerce.
3. Developing healthy human capital.
4. Reversing the trend of environmental degradation.
5. Rebuilding infrastructure to support inclusive growth.
6. Re-energizing cultural values of integrity, hard work and dignity of labour.
All of these lofty interventions will be articulated around an integrated rural development approach, in two stages.
1. A pilot operation (Through a grant) that will serve to respond to some of the immediate needs and can be replicated in other areas;
2. An integrated large-scale intervention (through loans and co-financing) to respond to the major pillar in the state government’s strategy.
To this effect, BADEA’s Mission to Borno has been Working, interacting and engaging with the Working Group/Task Force led by Hon. BUKAR Tijjani the Former Minister of State for Agriculture, supported by the Hon. Commissioner for Local Government and Emirate Affairs and other critical stakeholders.
Places so far visited include; One of the 3 Rural-Urban Grassing Area (RUGA) located along Maiduguri - Gamboru/Ngala road, potential land for wheat and Date Palm plantation, other locations suitable for wheat/ rice plantation in Jere LGA, Agricultural equipments/machineries in Farm centre, Tree nurseries in and around the farm centre, Livestock development sites and artificial insemination centres, areas suitable for Gum Arabic production along Maiduguri- Damasak road and Date Palm nurseries among others. The engagement will continue with all-encompassing stakeholders where it is hoped that it will break into syndicate groups at Multi-Purpose Hall, Government House.
