The Lagos State Government, represented by the Office of Public-Private Partnerships and the Ministry of Energy and Mineral Resources, has signed Power Purchase Agreements (PPAs) with three Independent Power Plant (IPPs) operators, Mainland Power Limited, Fenchurch Nigeria Limited, and Viathan Engineering Limited. The ceremony took place at Lagos House, Marina, with the Governor of Lagos State, Babajide Sanwo-Olu, in attendance.
Led by the Honourable Commissioner for Energy and Mineral Resources, Mr. Biodun Ogunleye, and the Special Adviser on Public-Private Partnerships, Mrs. Bukola Odoe, this initiative reflects Lagos State’s deliberate approach to decentralized power delivery bringing energy closer to demand and safeguarding critical services.
A key highlight is the concession of the Akute Independent Power Plant to Fenchurch Power Limited / Aggregate Utilities Limited. With a base contracted capacity of 26MW, the plant which has been dormant for five years, will undergo full rehabilitation and upgrade. It is expected to serve surrounding communities and power the upgraded Adiyan Water Works, positioning it as a strategic energy hub.
In Ikeja GRA, the State renewed its PPA with Mainland Power Limited. The plant, with an installed capacity of 8.8MW and a contracted capacity of 5.8MW, continues to supply power from Ikeja to Oshodi. It also supports key public infrastructure, including LASUTH, LASURA, and critical substations. The renewal secures stable supply for the next 10 years.
On Lagos Island, Viathan Engineering Limited will continue operations under the Island Power Limited / Peninsula Integrated Power Project. With a combined installed capacity of 21MW - 6MW in Lekki and 15MW in Marina, the project delivers reliable power through its hybrid and dual-fuel systems. It supplies key government facilities, including the State House, the Deputy Governor’s Residence, Lagos Island General Hospital (Odan), and Lagos Island Maternity Hospital, as well as other strategic institutions and commercial hubs.
