LAGOS DRIVES MANDATORY GEOLOGICAL AND GEOTECHNICAL INVESTIGATIONS FOR SAFER INFRASTRUCTURE DEVELOPMENT

The Lagos State Ministry of Energy and Mineral Resources (MEMR) has reaffirmed its commitment to safer, more resilient, and sustainable infrastructure through the domestication of regulations that will make subsurface geological and geotechnical investigations a mandatory prerequisite for infrastructural development across the State.

This was the focus of a high-level Stakeholders' Engagement organised by the Ministry on the theme: "Domesticating the Regulation of Pre-requisite Subsurface Geological/Geotechnical Investigation for Infrastructural Development in Lagos State." The engagement brought together government agencies, professional regulatory bodies, academia, engineers, geologists, consultants, and other stakeholders to deliberate on strengthening regulatory standards that will enhance public safety, improve construction quality, and safeguard infrastructure investments.

In her welcome address, the Permanent Secretary, Ministry of Energy and Mineral Resources, Engr. Mrs. Ibilola Kasunmu, described the engagement as a significant milestone in Lagos State's drive to institutionalise scientific subsurface investigations as a mandatory requirement for infrastructure development.

She noted that as one of Africa's fastest-growing megacities, Lagos continues to witness unprecedented investments in roads, bridges, housing, water infrastructure, and other critical public assets. According to her, every successful infrastructure project begins with a proper understanding of subsurface conditions.
Engr. Kasunmu explained that the proposed regulatory framework is designed to strengthen professionalism, improve quality assurance, protect lives and investments, and ensure that geological and geotechnical investigations comply with internationally accepted standards. She assured stakeholders that the initiative is intended to complement existing development approval processes rather than create additional bottlenecks for developers.

Delivering a goodwill message, the Registrar of the Council of Nigerian Mining Engineers and Geoscientists (COMEG), Professor Opafunsho Zaccheus, commended Lagos State for taking proactive steps towards establishing higher standards for geological and geotechnical investigations.

He stressed that collaboration among government, professional bodies, academia, and practitioners remains essential to improving public safety and achieving sustainable infrastructure development.

Also speaking, the Registrar of the Council for the Regulation of Engineering in Nigeria (COREN), Engr. Tomide Akinnawa, applauded the Ministry's initiative and emphasised the need for stronger collaboration among the Ministries of Energy and Mineral Resources, Physical Planning and Urban Development, and Works and Infrastructure. He also clarified the distinction between geological and geotechnical investigations while reaffirming that every profession must operate within its statutory responsibilities.

Former Permanent Secretary of the Ministry, Engr. Mrs. Abiola Kosegbe, reaffirmed the Ministry's statutory responsibility for coordinating geological services and subsurface investigations in Lagos State. Drawing from her years of public service, she underscored the importance of inter-agency collaboration in promoting safe and sustainable infrastructure development.

Representatives of the Permanent Secretaries of the Ministry of Physical Planning and Urban Development, Mrs. Awolesi Ayodeji, and the Ministry of Housing, Engr. Stephen Adeniyi, also pledged their support for the initiative, acknowledging the importance of integrating geological intelligence into planning and construction approval processes.

The engagement featured two technical presentations.
The first, titled "Geology, Urban Resilience and Mega City Attainment," was delivered by Professor Olatunji Sheba Akinade of the Department of Geology, University of Ibadan. He highlighted the critical role of geological intelligence in building resilient cities, noting that sustainable urban development depends on scientific planning, sound engineering practices, institutional collaboration, and a proper understanding of subsurface conditions.

The second presentation, "Strengthening Pre-Construction Foundation Investigation in Lagos State," was delivered by Dr. Adeolu Waliu Kayode, who advocated a robust regulatory framework that would ensure only qualified and accredited professionals undertake geological and geotechnical investigations.

He also proposed the accreditation of service providers, digital certification of reports, the establishment of a central geological database, risk-based compliance monitoring, and continuous professional development as key measures for safeguarding infrastructure and boosting investor confidence.

Further insights into the proposed implementation framework were provided by Engr. Adegoke Kuseju of the Ministry's Geological Services Department, who presented the proposed business process and certification procedures for geological and geotechnical investigation reports.

In his closing remarks, Dr. Engr. Akindele Apata commended the Ministry for convening the engagement and urged stakeholders to sustain collaboration in developing a practical, transparent, and enforceable regulatory framework capable of reducing structural failures and improving infrastructure resilience across Lagos State.

The vote of thanks was delivered by Mrs. Olabisi Akinpelu of the Ministry of Energy and Mineral Resources, who expressed appreciation to all participants for their valuable contributions and reaffirmed the Ministry's commitment to working closely with stakeholders towards the successful implementation of the proposed regulations.

Lagos State Opens Registration for Lagos Cleaner Energy Schools Innovation Challenge (LCESIC) 2026
.Invites Secondary School Students to Develop Innovative Clean Energy Solutions

The Lagos State Ministry of Energy and Mineral Resources has announced the commencement of registration for the maiden edition of the Lagos Cleaner Energy Schools Innovation Challenge (LCESIC) 2026, a flagship initiative aimed at inspiring and equipping the next generation of energy innovators across the State.

Speaking on the initiative, the Honourable Commissioner for Energy and Mineral Resources, Mr. Biodun Ogunleye, described the programme as a strategic investment in the future of Lagos and a demonstration of the Lagos State Government's commitment to youth empowerment, innovation and sustainable development.

According to him, "The future of sustainable energy depends not only on infrastructure but, more importantly, on people. Through the Lagos Cleaner Energy Schools Innovation Challenge, we are investing in the next generation of innovators by nurturing creativity, inspiring critical thinking and empowering students to develop practical solutions that will shape the future of energy in Lagos State and beyond."

The Commissioner further stated that "our vision is to build an innovation ecosystem where students understand that their ideas matter and that government is committed to supporting innovation from the classroom to real-world impact."

The Challenge is open to eligible Senior Secondary School One (SS1) and Senior Secondary School Two (SS2) students from Education Districts I, II and III. Participating schools are required to form teams comprising five students, a supervising teacher and a mentor. Teams will conceptualise practical clean energy solutions within designated technical tracks and compete through district-level contests before advancing to the State Championship.

The Honourable Commissioner noted that the initiative reflects the Ministry's resolve to nurture young talents capable of developing innovative solutions to Nigeria's energy challenges, while encouraging critical thinking, creativity and collaboration among secondary school students.

The initiative also aligns with the Lagos State Government's THEMES+ Agenda by strengthening Science, Technology, Engineering and Mathematics (STEM) education, promoting youth development, advancing clean energy innovation and positioning Lagos as Nigeria's leading hub for technological advancement.
Secondary schools across the eligible education districts are encouraged to constitute their teams, appoint supervising teachers and mentors, and complete their registration through the official application portal.

LAGOS ENGAGES STAKEHOLDERS ON PROPOSED CLEANER ENERGY SCHOOLS INNOVATION CHALLENGE

The Lagos State Ministry of Energy and Mineral Resources (MEMR) has convened a Stakeholders' Meeting on the proposed Lagos Cleaner Energy Schools Innovation Challenge (LCESIC) 2026, a pilot initiative aimed at promoting innovation, clean energy awareness, and environmental sustainability among secondary school students in the State.

The meeting, held at the Ministry's Conference Room in Alausa, Ikeja, brought together representatives of government ministries, agencies, educational institutions, development partners, industry stakeholders, and regulatory bodies to discuss the framework, objectives, and implementation strategy for the proposed programme.
Delivering the keynote address titled “Building the Green Talent Pipeline,” the Honourable Commissioner for Energy and Mineral Resources,
Mr. Biodun Ogunleye, emphasized the importance of strategic partnerships in developing a sustainable framework for the initiative. He noted that the proposed challenge is intended to serve as a platform for identifying and nurturing young talents who can contribute to the future of clean energy and environmental sustainability in Lagos State.

According to the Commissioner, the success of the initiative will depend on strong collaboration among government institutions, academia, development partners, and the private sector. He added that the programme is designed to inspire innovation, encourage creativity, and expose young people to emerging opportunities within the green economy.

Engr. Ademola explained that the pilot programme is expected to run for six weeks and will provide participating students with practical exposure to innovation, renewable energy solutions, and sustainability concepts through hands-on project development and mentorship.

During the interactive session, stakeholders made valuable contributions and recommendations on programme design, school participation, mentorship opportunities, sustainability measures, project evaluation criteria, and partnership frameworks. Participants commended the Ministry for the initiative and reaffirmed their commitment to supporting its successful development and implementation.

The meeting ended with a renewed commitment by all stakeholders to work collaboratively towards refining the pilot initiative and creating a sustainable platform that will inspire innovation, strengthen clean energy awareness, and prepare young Lagosians for future opportunities in the green economy.

MEMR Reaffirms Commitment to Workforce Development Through Capacity-Building Retreat

The Lagos State Government, through the Ministry of Energy and Mineral Resources (MEMR), has successfully concluded a three-day Performance Enhancement Retreat for its junior and middle-level staff, reaffirming its commitment to building a resilient, ethical, and high-performing public service workforce.
Themed “Building a Resilient, Ethical and Performance-Driven Public Service Workforce,” held on April 14-16, 2026, at the Administrative Staff College of Nigeria.

Speaking at the retreat, The Honourable Commissioner for Energy and Mineral Resources, Biodun Ogunleye, ably represented by the Director of Administration and Human Resources, Mrs. Olabisi Akinpelu, reaffirmed the Ministry’s commitment to developing a skilled, ethical, and performance-driven workforce.

Emphasized that continuous capacity building, innovation, and accountability are critical to enhancing service delivery and achieving the Ministry’s mandate in alignment with the Lagos State Government’s broader development agenda.

The Special Adviser to the Governor on Mineral Resources, Engr. Abiola Olowu, also spoke extensively on the theme, reiterating the commitment of the Sanwoolu-led-administration to staff welfare and development as a cornerstone of effective governance.

Earlier in his goodwill message, the Permanent Secretary overseeing the Ministry, Engr. Abdulhafiz Toriola, noted that the initiative aligns with the State Government’s development priorities, which place strong emphasis on human capital development as a driver of efficient and people-centered service delivery.

In her keynote address, the Director-General of ASCON, Dr. Funke Femi Adepoju, described the retreat theme as timely, stressing that resilience, ethical conduct, and performance are essential pillars for effective governance and the sustenance of public trust.

The retreat featured expert-led sessions on ethics, performance management, and stress management, equipping participants with practical tools to enhance productivity, accountability, and workplace effectiveness. Participants also engaged in an interactive session with the Permanent Secretary, fostering knowledge exchange and reinforcing key lessons from the programme.

As part of the retreat activities, participants, alongside the Special Adviser to the Governor on Mineral Resources, visited notable sites in Badagry, including the Badagry Farm Settlement, Suntan Beach, and the Palace of the Akran of Badagry, where a condolence visit was paid.

In her closing remarks, the Director of Administration and Human Resources reaffirmed the Ministry’s commitment to sustained capacity-building initiatives, noting that such programmes are critical to strengthening institutional efficiency and delivering on its mandate. LASG Holds 2nd Stakeholders' Engagement on 132kV Power and Gas Pipeline Right-of-Way Corridors

The Lagos State Government, through the Ministry of Energy and Mineral Resources in collaboration with the Ministry of Physical Planning and Urban Development, on Tuesday convened the Second Stakeholders’ Engagement on the delivery of critical power and gas infrastructure projects across key growth corridors of the State.

The engagement focused on the 132kV electricity transmission Right-of-Way (RoW) corridor from Ajah to Ibeju-Lekki (Eleko) Junction, as well as the gas pipeline RoW corridor from Bonny Camp to Alaro City, Epe.

The meeting, held at the Adeyemi Bero Auditorium, Alausa Secretariat, Ikeja, brought together representatives of relevant Ministries, Departments and Agencies (MDAs), host communities, traditional institutions, utility service providers, private sector developers, and other key stakeholders.

The forum provided an opportunity to review progress since the first stakeholders’ meeting, address technical, environmental and planning considerations, and further strengthen collaboration towards the seamless delivery of the projects.

In his remarks, Engr. Abdulhafiz Toriola, Permanent Secretary, Ministry of Housing and Permanent Secretary overseeing the Ministry of Energy and Mineral Resources, described the 132kV transmission line and associated gas infrastructure as strategic investments aimed at improving electricity reliability, supporting industrial expansion, and meeting the growing energy demand within the Lekki–Epe axis and surrounding areas.

He reaffirmed the State Government’s commitment to transparency, inclusive stakeholder engagement, and strict adherence to safety and environmental standards throughout project implementation.

Representatives from the Office of the Surveyor-General, Ministry of Physical Planning and Urban Development, Office of Works, and Office of Infrastructure emphasized the need to protect designated Right-of-Way corridors from encroachment, noting that safeguarding these corridors is essential to preventing project delays and ensuring public safety.

Stakeholders were sensitized on applicable planning regulations, compensation frameworks where necessary, and the long-term socio-economic benefits of preserving critical infrastructure corridors.

Community leaders and other participants were given the opportunity to raise concerns, seek clarifications, and make recommendations.

Key discussions centered on land use coordination, construction timelines, community engagement mechanisms, and strategies to minimize disruption during project ex*****on.

At the close of the engagement, the Lagos State Government reiterated its resolve to work closely with all stakeholders to ensure the timely delivery of the projects.

Participants collectively acknowledged that the successful completion of the 132kV power line and gas pipelines will significantly enhance electricity supply capacity, support industrial and residential growth, and contribute to sustainable economic development across Lagos State.

Lagos Moves to Lead Africa’s Green Mobility Drive*
*…as State Begins Development of Alternative Fuel For Vehicle Policy*

The Lagos State Government has commenced the development of a comprehensive Alternative Fuel For Vehicle (AFV) Policy, aimed at accelerating the transition to cleaner and more sustainable transportation systems across the State.

Speaking at the Inter-Ministerial Stakeholders’ Meeting on the Development of a Sustainable Alternative Fuel Vehicles Policy and implementation plan, held at Alausa, Ikeja, the Commissioner for the Ministry of Energy and Mineral Resources, Biodun Ogunleye, highlighted the strategic importance of the policy in addressing traffic congestion, air pollution, energy security, and climate change challenges in Africa’s largest megacity.

The Commissioner noted that the initiative aligns with the State’s THEMES+ Agenda, the Lagos State Development Plan (LSDP) 2052, and the State’s Energy Transition Plan, as well as global commitments under the Sustainable Development Goals (SDGs)—particularly Goals 7 (Affordable and Clean Energy), 9 (Industry, Innovation and Infrastructure), 11 (Sustainable Cities and Communities), and 13 (Climate Action).

According to Ogunleye, these frameworks now require practical, measurable, and time-bound actions, with the AFV Policy and Implementation framework serving as a key delivery instrument.

He explained that the proposed policy will provide a clear regulatory and institutional framework for the adoption of electric vehicles (EV), compressed natural gas (CNG), liquefied petroleum gas (LPG), biofuels, and other cleaner propulsion technologies.

The policy is also expected to address critical areas such as infrastructure development, safety standards, local manufacturing and value addition, financing mechanisms, battery lifecycle management, as well as robust monitoring and evaluation systems.

Ogunleye further stated that the inter-ministerial meeting, is a deliberate internal government engagement, convened to ensure alignment, policy coherence, and shared ownership across relevant Ministries, Departments, and Agencies (MDAs), ahead of broader consultations with private sector stakeholders and civil society.

He outlined the key objectives of the engagement to include harmonising institutional mandates, eliminating regulatory fragmentation, identifying implementation gaps, and building a unified, whole-of-government approach to green mobility in Lagos State.

The Commissioner stressed that Lagos, as Nigeria’s economic hub and one of the fastest-growing cities globally, must take decisive steps to avoid the long-term economic and environmental costs associated with continued dependence on fossil fuels.

He described the AFV Policy as a critical pathway for positioning Lagos as Africa’s leading green mobility and clean energy transportation hub.

In the same vein, the Chief Executive Officer of Tree of Life Autoworld Ltd, Adebola Omotosho, in his presentation, underscored the role of private sector innovation, investment, and technology transfer in driving the successful adoption of alternative fuel vehicles in Lagos State, while emphasising the need for enabling policies and incentives to stimulate market growth.

Participants at the meeting, drawn from key MDAs with responsibilities spanning transportation, environment, energy regulation, finance, justice, innovation, and local content development, commended the initiation and reaffirmed their commitment to supporting the successful development and implementation of the policy.
