Borno Governor Prof. Babagana Umara Zulum has officially flagged up the reopening of maiduguri, Dikwa Ngala highway for commuters to fly the road without es**rt with a view to boost economic activities to sustain resettlement in the area.

The symbolic reopening of the road was done at Muna before the governor proceeded to Dikwa town ensure that the road has formally reopened.

While addressing commuters road transport union members and security operatives that man the road Governor Babagana Umara Zulum said government has put in place adequate arraignment to ensure sustainability of the road to remain opened and charged drivers and passengers to co-operate with the military and other security outfits,

The Governor also presented Ten patrol vehicles to the military four to each the civilian JTF and hunters in addition with cash support to boost their morals.

Mass transit: Zulum launches 610 taxis, tricycles, buses in Maiduguri

Borno Governor, Professor Babagana Umara Zulum, has launched 610 taxis, tricycles and buses to enhance urban mass transportation in Maiduguri and parts of Jere and Konduga Local Government Areas which fall under the metropolis.

Zulum arrived Maiduguri after his presidential press briefing in Abuja today, Thursday, and drove from
the airport to Ramat Square in Maiduguri, where he launched 610 means of transportation which combine 100 Toyota LE cars for city taxis, 500 tricycles popularly known as ‘Keke NAPEP’ and 10 Ashok Leyland buses each with capacity for 41 passengers.

While the 10 buses were left under the custody of Borno Express Transport Corporation for intracity services, the 500 tricycles were allocated to 2000 operators with each tricycle owned by a group of four unemployed persons. The 100 taxis were also allocated to 200 persons with each to be owned by two, making a total of 2,200, the number of persons who benefited from the tricycles and taxis.

Modalities for the distribution were arrived at after Governor Zulum held meetings with leaders of different associations of Keke NAPEP operators who informed the governor that some of their members form groups to own tricycles and they have their ways of jointly managing them and sharing profits.

Before Zulum’s launch, the State Commissioner for Transport, Dr. Abubakar Tijjani, assured the governor of effective and efficient supervision to ensure functional deployment to routes in line with the governor’s goal of increasing access to mass transport in the metropolis.

On security integrated into the tricycles and taxis, Managing Director and Chief Executive of Bexil Computers & Communications, Yusuf
Hayatuddeen, said each of the 500 tricycles has digital stickers from which passengers can use smart phones to access essential data of all operators. He also explained that with the stickers, movements of the tricycles will be tracked to ensure each operator only operates within communities they are expected to serve.

… Grants N50m to 1,000 Keke Napep operators

Aside the 2,200 persons allocated the tricycles and taxis, Governor Zulum also granted N50m to 1000 members of different Keke NAPEP operators who did not benefit from the launch given the fact that the associations have thousands of members, some of whom either own tricycles or work as riders and spare-riders.

The 1,000 persons was to each receive N50,000 as social support.

A combine total of 3,200 youths benefitted from the distribution of the tricycles, taxis and grant.

Borno State Governor, Engr Babagana Umara Zulum, alongside his colleague, the Governor of Gombe, Inuwa Yahaya, were in attendance on Wednesday, when President Muhammadu Buhari inaugurated a Presidential Committee on the Repatriation, Return and Resettlement of refugees and Internally Displaced Persons (IDPs) in the North-East of Nigeria.

Presidential spokesman, Femi Adesina, said in a statement that during the inauguration, Buhari commended Governor Babagana Umara Zulum for his unparalleled commitment to his people and exemplary leadership. He also spoke highly of Governor Yahaya.

Buhari, the statement added, gave assurance that the North East will, in the coming months, witness a change from the protracted insurgency to peace and development in their respective communities.

The President attributed recent gains being recorded by the military in tackling the 13-year conflict and insurgency in the region and will not relent in efforts towards a return to peace and normalcy.

Adesina quoted Buhari as saying, ''At the advent of this administration in 2015, I pledged to Nigerians that I will restore peace in the North East and return it to the path of development and growth. I remain committed to this promise.

''To the people of the North-East, particularly the children and future of the North-East, we will never forget that your courage, sacrifice and endurance has been exemplary.

''I pledge to you that in the coming months you will begin to witness a shift away from a protracted insurgency to peace building, stabilization and ultimate development in your respective communities as we embark on a revised approach to addressing this conflict and return to normalcy.''

The President’s spokesman also announced that committee has been tasked to develop a concise three-year action plan by the end of March 2022 that incorporates national and state level plans, providing a clear pathway for the restoration of peace and development in the North East.

The Committee, he said, will also develop and implement a phased plan for the repatriation, return, resettlement of IDPs and restoration of livelihoods, incorporating global best practices that give dignity to the affected populations.

According to the President, they will also be responsible for the development and implementation of a coordinated peace building and reconciliation programme that is culturally appropriate and community driven.

The Committee is also saddled with the responsibility of strengthening collaboration with key donors, development partners and private sector organisations that are critical to the mobilisation of resources and implementation of programmes.

Members of the Committee comprise Ministers of Finance, Budget and National Planning; Attorney General of the Federation and Minister of Justice; Humanitarian Affairs, Disaster Management and Social Development; Interior; Foreign Affairs and Defence; the National Security Adviser, Inspector- General of Police, Chief of Defence Staff, Director General, State Security, Director-General, National Intelligence Agency, Managing Director, North-East Development Commission, Federal Commissioner, National Commission for Refugees, Migrants & Internally Displaced Persons, Director-General, National Emergency Management Agency and Chief of Defence Intelligence, Mr Adesina noted in the statement.

Zulum to Stakeholders: Let’s Make Northeast’s Master Plan Ambitious, Achievable

Borno State Governor, Professor Babagana Umara Zulum on Tuesday charged stakeholders including himself to work together in developing an ambitious but realistic and achievable master plan for the stabilization and development of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe States which make up the six States in the northeast geopolitical zone.

Zulum who chairs the forum of northeast Governors spoke as special guest of honour of a multi-stakeholder consultation forum with the theme: North East Stabilization and Development Master Plan (NESDMP) project, which was hosted by the Northeast Development Commission, NEDC at the Congress Hall of Transcorp Hilton in Abuja.

The forum was attended by Ministers of Humanitarian Affairs, Disaster Management and Social Development, Hajia Sadiya Umar Farouq and some Ministers, Chief of Defence Staff, General Lucky Irabor, Inspector General of Police, Baba Usman Alkali, and National Security Adviser Major-General Babagana Monguno(rtd), and other top officials.

Addressing the participants, Governor Zulum said:
“Let me start by thanking President Muhammadu Buhari and the Minister of Humanitarian Affairs for their interventions in ensuring that there is peace in the North East. We all understand the crucial role that consistency can play in bringing back peace, stability and prosperity in the North East in particular and Nigeria in general. This master plan must be ambitious, broad, brave, comprehensive to cover the whole scope of issues in the Northeast”

“The plan should outlive our tenures in office. It should be a reflection of our doggedness to rise from the ashes of destruction into the bright and welcoming place of peace and development. Our aspirations, as Governors and people of the region, therefore, should be to build back better everything that we lost and much more. The work may appear to be daunting, but rest assured that the bulk will be made easier than we can imagine through the unflinching support you will receive from the leadership in the northeast as a whole. Our respective States in the North East will make available plans for the purpose of alignment and synergy that will deliver better quality service to the people of the northeast” Zulum added.

“Using Borno State as an example, we will make available our 25-year development plan as a starting point on our own side. My colleagues will provide their’s as well. It is important that we are not starting from ground zero. Building on efforts already on ground, we should ensure that we are not just making plans that don’t talk with one another. We should make plans for common purpose governed by good leadership and commitment to finish whatever we start” the Governor said.

“This plan should not be a political plan. It should be a people’s plan. A strategic direction to bring back peace in the North East. I implore everyone involved to help us bring back the lost glory of the north east” Zulum urged.

In her remarks as Chief Host, Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq explained that “the necessity for a North East master plan is stated in SECTION 8 (1C) of the NEDC Act, which lists as one of the functions of the NEDC to ‘Develop a Master Plan based on the needs assessment of the zone to be known as the North East Stabilization and Development Master Plan (NESDMP), which shall contain programmes and schemes that promote and facilitate the physical and socio economic development of the North East Zone, and the estimate of the time and costs for implementing such programmes and schemes”.

On his part, the Chief of Defence Staff, General Lucky Irabor, who was represented by Commander, Defence Headquarters’ Garrison, Major-General Preye Fakrogha, pledged the military’s support towards realizing the plan and its implementation.

Managing Director/CEO of the North East Development Commission (NEDC) Mohammed G. Alkali recalled that “before yesterday’s larger forum, the NEDC had consulted relevant stakeholders in a bottom-up approach”, noting that so far, engagements on the Master Plan were held at grassroots level in all the 112 LGAs” across the six States in the northeast.

“The event we are witnessing today is one of the high points of such consultations because all the Federal MDAs and security agencies execute priceless and impactful interventions in the North-East Region” the MD said.

Goodwill messages were delivered by the dignitaries that included the Chairman, Senate Committee on Special Duties, Sen. Yusuf A. Yusuf, Minister of Communications and Digital Economy Prof. Ali Pantami, Minister of Power, Mr. Abubakar Aliyu, Minister of State for Education, Chukwuemeka Nwajiuba, Minister of Health, Dr. Osagie Ehanire, the Inspector General of Police, Usman Baba Alkali, among other top officials.
