The concept of a minimum service package (MSP) or an essential service package (ESP) is rooted in the need to provide a package of public health and clinical interventions that are not only cost effective, socially and economically accessible to the population (especially the poor), but also deal with the priority disease burdens of the population
Minimum Service Package defines package of service

s to be provided at each level of care within the PHC system, the human and material resources required to implement these services, it also included the requisite service standards, the indicators required in measuring tangible progress and outputs. OVERALL GOAL
The overall goal of this document is to uniformly define, for the various levels of primary health care, the Minimum Standards (systems, staffing, equipment, service delivery etc) required in order to improve access and quality of services. It is also intended as a vital tool for effective supervision, monitoring and evaluation and to aid effective planning, development and delivery of PHC services. It is also expected that it will guide investment in the delivery of PHC services by all stake holders
SPECIFIC OBJECTIVES
To define Minimum Standards in the following areas:
1. Health infrastructure: Types/Levels of PHC facilities including recommended infrastructure dimensions, furniture and equipment
2. Human resources for health: Minimum recommended number of staff and cadre for each type of health facility
3. Service provision: Recommended minimum PHC services for each facility type including the minimum requirement of medical equipment and essential drugs (From the National Essential Drugs list) required to achieve these services
4. Supportive supervision, monitoring and evaluation: Recommended interaction between each level of service delivery. To aid effective planning, development and delivery of PHC services

DEPARTMENT OF MEDICAL SERVICES, KSPHCMB CELEBRATES HAJIA AISHATU ABDULQADIR AT EMOTIONAL SEND-FORTH

It was a day of celebration and reflection as the Department of Medical Services, Kano State Primary Health Care Management Board, on Tuesday, 4th August 2026, hosted a befitting send-forth for its Director, Hajia Aishatu Abdulqadir (Hajia Makkatu), on her appointment as Permanent Secretary by His Excellency Governor Abba Kabir Yusuf, and subsequent posting to the Ministry of Women, Children and Disabled.

Held at the Board’s Headquarters, Na’ibawa, the ceremony honored Hajia Aishatu’s distinguished career and her immense contributions to advancing Primary Health Care in Kano State.

The Director of Administration and Human Resources, Alh. Adamu Pate Jigaware, who represented the Director General, Prof. Salisu Ahmad Ibrahim, described the appointment as a reward for excellence. He conveyed the DG’s congratulations and expressed confidence in Hajia Aishatu’s capacity to deliver in her new office.

The event was filled with emotional tributes. Directors, colleagues, family and well-wishers described her as a woman of integrity, courage and fairness who stood firmly for justice. Many applauded her passion for grooming young officers and her mentorship within the Department.

In unison, speakers noted that Hajia Aishatu’s legacy of principled leadership and selfless service will remain indelible in the history of KSPHCMB.

Kano State Primary Health Care Management Board Procures Essential Equipment for 484 PHCs to Meet MSP Standards

In its effort to ensure Primary Health Care facilities meet the Minimum Service Package (MSP) requirements for essential equipment, the Kano State Primary Health Care Management Board has procured and distributed basic tracer equipment to 484 PHCs across the state.

While handing over the equipment to LGA PHC Coordinators for onward distribution, the Honorable Commissioner charged them to ensure the equipment is properly used to deliver quality primary health care services. He reaffirmed the government’s commitment to ensuring that all PHCs meet MSP requirements as outlined in the MSP guidelines.

In his remarks, the Director General, SPHCDA Kano, appreciated His Excellency, the Executive Governor of Kano State, for approving the release of funds for the procurement. He urged facilities to put the equipment to immediate use and noted that a tracking and monitoring mechanism will be put in place to prevent misuse.

The Director of Medical and Health Services also expressed gratitude to the Executive Governor, the Honorable Commissioner, and the DG, as well as development partners, for their continued support toward improving the quality of primary health care service delivery.

Representatives of NPHCDA, Pathfinder, and other partners were in attendance at the event.

We were saddened to hear about the passing of your uncle, the paternal uncle of our mentor, Dr. Ashiru Adamu Abubakar, TA to the Honorable Coordinating Minister of Health and Social Welfare. We also learned with deep sorrow of the passing of his elder sister yesterday.

Please accept our sincere condolences for these irreplaceable losses.

May their souls rest in peace, and may God grant you and the family the strength to bear this double loss. May Aljannah Firdausi be their final abode.
