PEPSA SALUTES THREE YEARS OF TRANSFORMATIONAL LEADERSHIP: CELEBRATING THE ENVIRONMENTAL RENEWAL OF PLATEAU STATE UNDER HIS EXCELLENCY, BARR. CALEB MANASSEH MUTFWANG
As Plateau State marks three years of purposeful and people-driven governance under His Excellency, Barr. Caleb Manasseh Mutfwang, the Plateau State Environmental Protection and Sanitation Agency (PEPSA) proudly celebrates a leadership that has translated vision into measurable environmental transformation.
The progress recorded by PEPSA over the past three years is a direct reflection of the political will, policy clarity, and institutional support provided by His Excellency, particularly through his bold declaration of environmental sanitation as a state emergency.
This declaration gave PEPSA not only the mandate to act, but the confidence, legitimacy, and institutional backing required to rebuild an Agency that had suffered years of operational decline.
The significance of this support becomes clearer when viewed against the condition in which this administration met PEPSA: weak operational systems, deteriorated office infrastructure, grounded waste evacuation trucks, inadequate working tools, low staff morale, and limited institutional capacity.
Today, PEPSA stands as a revitalized institution, and every milestone achieved carries measurable significance for both the Agency’s workforce and the people of Plateau State.
PLATEAU STATE LEADS UNDER SURWASH PERFORMANCE FRAMEWORK
Recent results under the SURWASH Programme show that Plateau State has emerged as a top-performing state in urban sanitation delivery, recording the highest urban sanitation score of 63% among participating states.
The state also recorded a DLI 5.1 score of 52, reflecting strong compliance with programme benchmarks and verifiable improvements in sanitation service delivery. These results confirm Plateau State’s growing leadership in results-based sanitation reform and institutional coordination.
NATIONAL CLEANLINESS RECOGNITION
In addition to programme performance, Plateau State, through sustained environmental sanitation reforms led by PEPSA, has been ranked among the Top 10 cleanest cities in Nigeria in 2024 and 2025, reflecting consistent improvements in urban cleanliness, waste management systems, and environmental compliance.
INSTITUTIONAL AND OPERATIONAL TRANSFORMATION WITHIN PEPSA:
THE RENOVATION OF PEPSA’S OFFICE SPACES, CONFERENCE FACILITIES, AND OPERATIONAL STRUCTURES HAS RESTORED INSTITUTIONAL DIGNITY
For staff, this has created a more professional, coordinated, and productive working environment, boosting morale, efficiency, and pride in service.
For Plateau State, it has translated into a more responsive environmental institution capable of delivering faster and better-coordinated sanitation services.
THE REHABILITATION OF BROKEN-DOWN WASTE EVACUATION TRUCKS HAS REVIVED OPERATION
For PEPSA personnel, this means the ability to work effectively with reliable tools and improved operational confidence.
For residents, it has resulted in improved refuse evacuation, cleaner streets, reduced waste accumulation, lower environmental health risks, and a more sanitary urban environment; even as we recognize that sustained effort and further interventions are still required to consolidate these gains.
THE DELIVERY OF INSTITUTIONAL WASH FACILITIES ACROSS SCHOOLS AND HEALTHCARE CENTRES HAS CREATED LONG-TERM PUBLIC HEALTH INFRASTRUCTURE
For staff, this demonstrates that their work is producing visible and lasting impact.
For Plateau communities, these toilet facilities provide access to safe sanitation, dignity for schoolchildren, improved menstrual hygiene management for girls, access for persons living with disabilities, and stronger progress toward ending open defecation.
THE ANNUAL DESILTING AND DRAINAGE CLEARANCE INTERVENTIONS HAVE STRENGTHENED FLOOD PREVENTION SYSTEMS
For field personnel, these exercises represent purposeful deployment and practical environmental impact.
For the state, they reduce flooding, protect homes and businesses, preserve public infrastructure, and enhance urban resilience during the rainy season.
STRUCTURED MARKET SANITATION INTERVENTIONS HAVE IMPROVED COMPLIANCE AND STRENGTHENED WASTE MANAGEMENT CULTURE
For PEPSA staff, this reflects the effectiveness of sustained field engagement and enforcement.
For traders and residents, it means healthier commercial spaces, safer food environments, and cleaner marketplaces that support economic activity.
