PEPSA SALUTES THREE YEARS OF TRANSFORMATIONAL LEADERSHIP: CELEBRATING THE ENVIRONMENTAL RENEWAL OF PLATEAU STATE UNDER HIS EXCELLENCY, BARR. CALEB MANASSEH MUTFWANG

As Plateau State marks three years of purposeful and people-driven governance under His Excellency, Barr. Caleb Manasseh Mutfwang, the Plateau State Environmental Protection and Sanitation Agency (PEPSA) proudly celebrates a leadership that has translated vision into measurable environmental transformation.

The progress recorded by PEPSA over the past three years is a direct reflection of the political will, policy clarity, and institutional support provided by His Excellency, particularly through his bold declaration of environmental sanitation as a state emergency.

This declaration gave PEPSA not only the mandate to act, but the confidence, legitimacy, and institutional backing required to rebuild an Agency that had suffered years of operational decline.

The significance of this support becomes clearer when viewed against the condition in which this administration met PEPSA: weak operational systems, deteriorated office infrastructure, grounded waste evacuation trucks, inadequate working tools, low staff morale, and limited institutional capacity.

Today, PEPSA stands as a revitalized institution, and every milestone achieved carries measurable significance for both the Agency’s workforce and the people of Plateau State.

PLATEAU STATE LEADS UNDER SURWASH PERFORMANCE FRAMEWORK

Recent results under the SURWASH Programme show that Plateau State has emerged as a top-performing state in urban sanitation delivery, recording the highest urban sanitation score of 63% among participating states.

The state also recorded a DLI 5.1 score of 52, reflecting strong compliance with programme benchmarks and verifiable improvements in sanitation service delivery. These results confirm Plateau State’s growing leadership in results-based sanitation reform and institutional coordination.

NATIONAL CLEANLINESS RECOGNITION

In addition to programme performance, Plateau State, through sustained environmental sanitation reforms led by PEPSA, has been ranked among the Top 10 cleanest cities in Nigeria in 2024 and 2025, reflecting consistent improvements in urban cleanliness, waste management systems, and environmental compliance.

INSTITUTIONAL AND OPERATIONAL TRANSFORMATION WITHIN PEPSA:

THE RENOVATION OF PEPSA’S OFFICE SPACES, CONFERENCE FACILITIES, AND OPERATIONAL STRUCTURES HAS RESTORED INSTITUTIONAL DIGNITY

NOTICE OF MONTHLY SANITATION EXERCISE

The Plateau Environmental Protection and Sanitation Agency (PEPSA) wishes to inform the general public that the routine Monthly General Sanitation Exercise will hold on Saturday, 30th May, 2026.

Residents across the State are encouraged to actively participate by cleaning their surroundings and ensuring strict compliance with all sanitation guidelines during the exercise. Movement will be restricted within the stipulated sanitation hours.

As part of ongoing efforts to sustain a cleaner and healthier environment, the Agency is calling on communities to complement and step down the sanitation and desiltation interventions earlier carried out by PEPSA across various parts of the State. Particular attention should be given to the clearing of blocked drainages, waterways, and culverts to ensure free flow of water as the rainy season intensifies.

This collective responsibility is necessary to reduce the risk of flooding, environmental pollution, and related public health concerns within our communities.

The Agency also wishes to inform the public that PEPSA officials will conduct routine supervision and monitoring of compliance across various communities in the State during the sanitation exercise to ensure adherence to environmental sanitation standards.

PEPSA appreciates the continued understanding, cooperation, and support of residents as we work together to keep Plateau State clean, safe, and environmentally sustainable.

The Plateau State Environmental Protection and Sanitation Agency (PEPSA) has handed over additional Water, Sanitation and Hygiene (WASH) facilities to selected schools in Jos South Local Government Area as part of ongoing efforts to improve hygiene and end open defecation across Plateau State.

The beneficiary schools include RCM Transfer School Giring Abattoir, Obasanjo Model School “B” Hwolshe, NYSC Model Primary School Nyango-Gyel, L.E.A Primary School Gyel, EKAN Primary School Vwang, L.E.A Primary School Kufang, L.E.A Primary School Rahol Kanang, L.E.A Primary School Dahwol Dangwom, L.E.A Primary School Gurah-Riyom, St. Joseph Primary School Du, St. George Primary School Rayfield Topp, and St. John’s Primary School Vom.

Each facility includes separate toilet units for boys and girls, menstrual hygiene stalls, accessible units for persons with disabilities, teachers’ toilets, and solar-powered boreholes with elevated water tanks. Some locations also received additional water points to serve surrounding communities.

Speaking on behalf of the Director General of PEPSA, Hon. Samuel Dapiya, the Director of Administration, Mr. Izang Pate, urged the schools and host communities to protect and properly maintain the facilities, noting that government investment can only be sustained through collective responsibility and community ownership.

PEPSA also appreciated the Education Secretary, Mr. Patrick Davou, ward heads, community leaders, school authorities, and other stakeholders who supported and ensured the successful handover exercise.

The Agency further called on beneficiary schools and communities to make proper use of the facilities and ensure they are well maintained, stressing that the protection of public sanitation infrastructure remains a shared responsibility necessary for lasting impact and improved public health.

UPDATE ON PEPSA DESILTING EXERCISE

The Plateau Environmental Protection and Sanitation Agency (PEPSA) has continued its drainage clearing and desilting exercise across more communities, with ongoing interventions now covering areas including Old Airport, Abattoir, and Mai Adiko in Rayfield. The exercise has recorded steady progress, as several previously blocked drainage channels have been successfully cleared to improve the free flow of water and help reduce the risk of flooding during the rainy season.

Residents, traders, and business owners are once again encouraged to support the exercise by maintaining proper sanitation within their surroundings and ensuring that waste is not disposed into drainage channels. As part of efforts to address the environmental challenges caused by indiscriminate waste disposal and the blockage of drainage channels, the Plateau Environmental Protection and Sanitation Agency (PEPSA) has continued its desilting exercise along the Polo Club drainage corridor, from opposite Summit Junction down to Polo Roundabout.

The Agency notes that a major factor contributing to flooding and drainage blockage during the rainy season is the persistent dumping of refuse into waterways and the failure to keep surrounding drainages clear. While PEPSA continues to carry out desilting and drainage clearing operations across affected areas, there is an urgent need for behavioural change and greater public responsibility in waste disposal and environmental sanitation practices. Reducing the impact of flooding during the rains requires collective action and sustained cooperation from residents, businesses, and communities.

The exercise remains focused on preventive measures aimed at ensuring drainage systems function effectively throughout the rainy season. By clearing blocked channels and maintaining cleaner surroundings, the Agency continues to contribute to environmental safety and the protection of public health.

PEPSA also calls on residents, shop owners, and members of the public to support the exercise by properly disposing of waste and keeping drainage channels around homes and business premises free from obstruction.

As part of our ongoing commitment to maintaining a clean and safe environment for all, we have commenced the clearing of drainage channels across the state in preparation for the rainy season and to reduce the risk of flooding in our communities. This exercise is aimed at ensuring the free flow of water through drainage systems and preventing blockages that could lead to environmental hazards.

The operation focuses on opening up blocked drainages through the removal of waste materials and accumulated sand that restrict water flow. Our teams are currently active across various locations, with initial work carried out along the Old Bukuru Park axis and Bauchi Road.

We are also calling on individuals, residents, and shop owners to support this effort by clearing drainages around their homes and business premises. Proper waste disposal and the avoidance of dumping materials that obstruct drainage systems will significantly strengthen the impact of this exercise.

Together, we can build a cleaner environment and ensure a safer rainy season for everyone.
