The recent explosion in Ibadan sent shockwaves across Oyo State, challenging its reputation as one of the safest in the country. However, it also brought to the forefront critical questions about Nigeria's emergency preparedness and management. Amid the devastation, one leader stood out – Governor Seyi Makinde.

The explosion, which claimed lives and left many injured, became a litmus test for emergency response and governance in the state. Governor Makinde's swift and decisive actions have garnered widespread praise, showcasing a remarkable display of leadership in times of crisis.

Within an hour of the explosion, the governor and his team were on-site, a response that witnesses described as unprecedented. The immediate deployment of security agencies, search and rescue efforts, and prompt medical attention underscored the state's preparedness and efficiency in handling emergencies.

The proactive measures taken by Governor Makinde demonstrate a keen understanding of the critical first hours of any crisis. In a press conference, Prof. Temitope Alonge, a former Chief Medical Director of the University College Hospital, Ibadan, affirmed the well-detailed medical response orchestrated by the governor. However, it was the testimonials from victims and residents that truly painted a picture of the government's commitment to caring for those affected.

The governor's declaration of free medical treatment for victims, along with the provision of accommodation and feeding for displaced individuals, exemplifies a leader who prioritizes the well-being of his people. The establishment of an Emergency Operation Centre further showcased strategic coordination in crisis management.

Security, a fundamental aspect of emergency response, received particular attention. The presence of security operatives, both in the immediate aftermath and as a permanent fixture in the affected area, prevented potential chaos and looting. Governor Makinde's foresight in deploying earth-moving equipment swiftly for search and rescue operations attests to his commitment to accountability.

Governor Makinde's leadership during this crisis echoes his proactive approach demonstrated during the COVID-19 pandemic. In the face of adversity, he has consistently risen above challenges, showcasing courage and decisiveness. The response to the explosion underscores that Makinde is not an accidental leader; his bold initiatives and strategic decisions are part of a consistent leadership style.

In 2020, during the EndSARS protests that rocked the country, Governor Seyi Makinde also exhibited courage. He took a different approach by joining the youths protesting against federal SARS brutality, supporting their cause and helping to defuse tensions that could have led to riots and damages. Unlike other states, Oyo under Makinde's leadership showcased a unique response, preventing the loss of lives and extensive property damage.

Governor Seyi Makinde took it upon himself to ensure he presented a timely report to President Bola Ahmed Tinubu. He also received the Council of Obas and Chiefs in Oyo State, discussing security issues and collaborative efforts to address illegal activities of miners.

The medical team at the Emergency Operations Centre and the Honourable Commissioner for Health visited two hospitals where victims from the incident were taken, with over 90% of the victims discharged. The death toll currently stands at five persons.

The clinical psychologist has commenced counseling for victims at the Emergency Operations Centre in Ibadan.

Operations at Ground Zero have transitioned from search and rescue to recovery. The Nigerian Society of Engineers has been conducting structural integrity tests on approximately 230 properties around the blast site.

According to the Governor, security agencies are actively investigating the incident, with updates on their findings expected to be publicized. He also assured residents that his administration remains committed to supporting victims and ensuring accountability.

Makinde continues to exhibit boldness in handling urgent matters, emergencies, and leading Oyo State with pride. In a country yearning for effective leadership, Seyi Makinde stands out as a beacon of hope, proving that with boldness, leaders can shape a better future.

Oyo Govt warns against Indiscriminate refuse dumping

The Oyo state government has warned residents of the state against dumping of refuse on road medians.

Commissioner for Environment and Natural Resources, Mr Abdulmojeed Mogbonjubola gave the warning on Tuesday during the routine environmental and refuse evacuation exercise on some major roads in the metropolis.

Mogbonjubola, who said that government was poised at ensuring a clean environment across the state, warned that anyone caught in the act would be punished according to the extant laws.

According to him, road medians which have been ignorantly misconstrued for dumpsite, are purposely constructed for the safety of pedestrians to cross roads.

“These road medians are to give way to smoother traffic flow, to reduce risks of head-on collisions, also to enhance aesthetics and pleasant view of the road and environment at large.“

But very unfortunate that some residents have turned these medians to where they can dump refuse; henceforth, erring residents caught would be prosecuted,” he warned.

He urged residents to collaborate with government at achieving the noble feat, through environmental law compliance.

The commissioner also ordered people trading on road walk-ways and road-sides to vacate immediately, saying the present administration in the state would no longer tolerate lawlessness.

Mogbonjubola Olawale Jagaban AbdulMajeed further said that all shanties, illegal structures and shops attached to public school buildings would be removed at the expiration of deadline already issued to the owners.

He reiterated the commitment of the state government towards making all the state public schools’ conducive to learning.

The commissioner emphazised that the state Government would not hesitate to enforce sanction to individuals, corporate bodies and groups committing environmental infractions, irrespective of how highly placed.

He disclosed that the inspection and refuse evacuation would be carried out in all the zones of the state.

Among roads inspected by the commissioner, staff of the ministry and relevant agencies are Mokola to Dugbe; Ring Road – Challenge area; Mokola to Sango and U.I. to Ojoo roads.

*Oyo Govt. Places Abatement Notice on Industries and Homes Without Waste Bins*



The Oyo State Waste Management Task Force has commenced the placement of abatement notices on the premises of companies and industries and homes without waste bins, across the state.

In a statement released on Monday, 3rd April, 2023 the Chairman of the Oyo State Waste Management Task Force, Mrs. Aderonke Adedayo emphasized the importance of waste bins in companies and homes for promoting a clean and healthy environment.

She added that the recent move is part of the Oyo State Government's measures aimed at ensuring proper waste management and environmental hygiene in the Pacesetter State.

Mrs. Adedayo also stated that bins help to prevent littering and indiscriminate dumping of refuse on streets.

She called on landlords and property owners to provide waste bins for their properties and to ensure compliance with the waste management laws in the State.

She said, “The Task Force will ensure proper waste management in the State, because it is very crucial to the well-being of residents. The use of waste bins is a must in Oyo State, as this will help us prevent the spread of diseases.’’ She added that the sanctions embedded in the waste management laws for not having waste bins will be rigorously applied.

The Managing Director, Mottainai Recycling Ltd, Mr. Adey Adewuyi added that the Oyo State Government will commence placement of abatement notice on residential properties by April 17, 2023.

He warned that placement of the notices on business and residential properties is in lieu of the forthcoming enforcement of the use of waste bins by businesses and residents across the state.

Adewuyi added the Mottainai will work with relevant agencies such as the Task Force, Environmental officers to ensure compliance.

He therefore urged residents to embrace the use of waste bins and make it a habit to dispose their waste in a responsible manner.

He said, “We are working tirelessly to ensure a cleaner Oyo State. Mottainai is working with the Oyo State Environmental Task force and other relevant agencies, to ensure a cleaner Oyo State. They will also help in enforcement of the use of waste bins across the state. Recall that we have sensitized community leaders, Market leaders and other relevant agencies in the State to ensure compliance with the policy.’’

Oyo Begins New Waste Management Operation

_...Mandates New PSPs to Clean Up Oyo State_

Following the verification of One-hundred and Sixty-nine Waste collectors, the Oyo State Government has flagged off an intensive door-to-door waste evacuation operation, to address the menace of improper waste disposal in the metropolis.

Mr. Adey Adewuyi, the Waste Management Consultant in the State, said in a statement on Monday in Ibadan that the waste collectors, now known as 'Mottainai Accredited Franchisees' will be empowered to fast track the clearing of waste from the streets of Ibadan and restore environmental sustainability.

He added that the new system in place does not permit residents and commercial waste creators/generators in Oyo State to make cash payments to any accredited waste collector.

“All payments are made through bank transfer, Point of Sale (POS) or Direct Deposit in the banking hall. Also, all former residential pick-up tariffs will be maintained with no increase whatsoever”, he said.

He said the verification exercise was done in collaboration with the Oyo State Waste Management Authority (OYOWMA), for Waste collectors that have been operating in Oyo State and some new companies that applied to work in the waste management sector.

“So far, 169 waste collectors, who have shown that they have some level of capacity, have been verified and are now known as Mottainai Accredited Franchisees (MAFs)”, he said.

Adewuyi said, with 21 Compactors, 3 Roro Trucks, 175 Open Trucks, and no (zero) Skip Trucks, the operational capacity of the MAFs is far below what is required to keep the state clean.

He however said his firm, Mottainai Recycling Ltd will empower them with operational trucks.

Adewuyi added, “we are confident that with the right tools, the new and existing MAFs will achieve greater efficiency”.

"In the meantime, all former PSPs, now MAFs, have been mandated to clean up Oyo State. Some of them have been assigned to return to their former slots, while others have been assigned new slots".

The Waste Management consultant reaffirmed that the firm is committed to maintaining a clean environment.

Meanwhile, he hinted that the verification and accreditation of waste collectors in Oyo State is a continuous process.

He therefore appealed to companies with the necessary capacity to approach the Oyo State Waste Management Authority, to request verification and accreditation.

Waste Evacuation: Oyo Govt Confirms Verification of 120 PSPs
..introduces a more robust door-to-door waste management architecture

The Oyo State Government, today, announced that One-hundred and twenty private waste collectors have been verified, adding that they will work with the new waste management consultant.

This Honourable Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatubosun, dropped the hint during a live programme on a radio station in Ibadan.

Olatubosun argued that the new Zero Waste Zero Budget Initiative, driven by Mottainai Recycling Ltd, was aimed at bringing genuine PSPs into the sector, which will relieve the government of the huge burden in the State's waste management.

Dr. Olatubosun said the Oyo State Government did not embark on a solo operation, as adequate consultation was made with Private Sector Participants (PSPs) and other stakeholders before the PSPs were asked to reapply.

"Before embarking on this verification process, the State government consulted all PSPs", he said.

Speaking further, Olatubosun said that the newly verified waste collectors will commence door-to-door waste collection and evacuation across the state this month, to augment the work already being done by Mottainai Recycling Ltd in mopping up the medians.

Olatubosun also said this new development confirms that the State Government and PSPs, are not at loggerheads over the introduction of Zero Waste Zero Budget Initiative.

He added that the verification exercise came barely three months after the State Government terminated the contract of PSPs in the state, saying most of them do not have capacities to manage the waste generated in the state.

Olatubosun said: “We want to reassure you that the new waste consultant, Mottainai Recycling Ltd, is an experienced waste manager. With the recently verified PSPs, they will consolidate the Oyo State Government's waste management architecture. Everybody must work together to keep Oyo State clean.”

The Commissioner further asserted that the new policy is aimed at managing, protecting and sustaining development of Oyo State waste and landfill sector.

Olatubosun therefore urged the verified waste collectors to be ready for work and set aside any misgivings, assuring them of Government's support to achieve a cleaner Oyo State.

Waste Management: Govt, Traders Chart New Course At Stakeholders' Forum

The Oyo State Government in partnership with Mottainai Recycling Limited on Wednesday, met with Traders and Artisans in the State, to proffer collective solutions to the waste management problems in Oyo State.

A statement by the Commissioner for Information, Culture and Tourism, Dr. Wasiu Olatubosun in Ibadan, indicated that the meeting was part of efforts to maintain a clean and healthy environment in Oyo State.

Earlier in his remark, the Commissioner for information, Hon. Wasiu Olatunbosun noted that government cannot make the state clean alone without involving all the Stakeholders, calling on them to support the Oyo State government in cleaning the state.

Also speaking at the event, the Commissioner for Environment and Natural Resources, Mr. Abiodun Oni, urged traders and artisans to embrace the new waste management of zero waste, zero budget initiative.

He said the Governor Seyi Makinde-led administration is harnessing opportunities in public and private waste management to drive sustainable city and urban circular economy.

The Commissioner further said that the present administration means to make life bearable for residents of the state with the involvement of a consultant (Mottainai Recycling Limited) and make Oyo State clean and habitable with individual's input.
"We have had this challenge of cleaning the city. We just thought that as we continue the process of keeping the city clean, we should engage the stakeholders as well", Oni said.

"This is a new initiative that we introduced: a zero budget initiative. The people should expect a clean environment, while we also target a waste to wealth initiative", he added.

He said the Government is strategising, such that the Traders will pay a little token to get their wastes cleared, therefore he urged them to cooperate with the consultant, in ensuring a healthy and clean environment.

He said the State government launched the Initiative, which resulted in the overhaul of the state’s solid waste management system.

"We must be able to challenge the people and communities who produce the majority of the waste to exercise greater responsibility in the disposal of their waste, while also exploring funding strategies to address the issues", he said.

He said "we must be aware that we are all the recipients of personal deviations and that waste generated must be disposed of through the proper waste management channels".

Speaking also, the Managing Director, Mottainai Recycling. Mr. Ade Adewuyi said the new initiative allows residents of the State to pay little or nothing for waste management.

He said his firm is set to sort and buy wastes from waste creators and generators in the State.

Flooding and epidemics are caused by solid waste being dumped in various places. Therefore, it is more crucial than ever to ensure solid waste recycling.

Speaking, on behalf of Association of Local Government of Nigeria (ALGON), the Executive Chairman, Lagelu Local Government, Hon. Kazeem Gbadamosi commended the initiative, adding that the Consultant needs to work with Local Governments in the State.

He opined that waste management in the state ought to be a collective responsibility of all, urging residents to cooperate with the new consultant.

In her words, a Market leader, Chief Mrs. Labake Lawal enjoined the State Government to consider the reintroduction of the weekly and monthly environmental sanitation.

She equally expressed her concerns about the State's waste management problems, adding that the Market leadership is ready to work with the State Government and the new consultant.

“Our State, like many other developing nations around the world, faces difficulties and inadequacies in waste management, which are particularly acute in Oyo State,” she said.

Waste Management: Oyo State Government Bars PSPs from Door-to-Door/Commercial Waste Evacuation
..To begin rehabilitation of feeder roads

The Oyo State Government has barred all former Private Sector Participants (PSPs) from engaging in any form of refuse evacuation in the state.

This directive was issued by His Excellency, Governor Seyi Makinde in his newsletter dated July 28, 2022.

Speaking on the new waste management architecture in Oyo State, Governor Makinde said that the authorities were aware that some disengaged PSPs had continued to work within the state.

He warned that they should desist from further encroaching on the activities of the new waste managers.

Governor Makinde said, “We are aware that some Private Sector Participants (PSPs), who have been disengaged by the state, are still evacuating waste from some residential and commercial areas. Let me use this medium to warn them to desist from further encroaching on the activities of the new solid waste managers.”

While identifying the only recognized solid waste managers as Mottainai Recycling Ltd, the Oyo State Governor said that he has directed “that action be taken against any PSPs and anyone who continues to do business with them within Oyo State.”

His Excellency also used the newsletter to solicit the support of the good people of Oyo State.

He said the new solid waste management structure would not work without the support of the people of Oyo State.

Governor Makinde also said the support would come in two ways: By registering for door-to-door/commercial waste evacuation with the new solid waste managers and stopping the illegal dumping of waste on the medians and street corners.

Governor Makinde ended his newsletter by promising to continue to deliver good governance to the people of Oyo State.

In his words, “We plan to ensure that Oyo State maintains its pacesetter status among the states in Nigeria. We will not relent until we reach the finish line.”

Also, in the newsletter, Governor Makinde promised that work would soon begin on the feeder roads in the state. He thanked the people of Oyo State for their support of the infrastructure policies of the present administration.

He said, “Let me take this opportunity to thank you all for the support that you gave our approach to infrastructural development in Oyo State. We chose to first concentrate on creating a network of roads that link the five zones of our dear state before moving on to work on the inner city or feeder roads.”

Funding for the feeder roads is provided through the €3.5million World Bank-assisted Rural Access and Agricultural Marketing Project (RAAMP).
