Health Records Officers Registration Board of Nigeria HRORBN is an Agency under the Federal Ministry of Health (FMOH) which regulates the Accreditation, Those present at the memorable meeting were Messrs. Adenubi.

Efforts were made by a handful of Medical Records Officers in the Country prior to the first historic meeting in 1966. The meeting was held on the 8th June 1966 at Lagos University Teaching Hospital. Onasanya, Jagun, Omigie, Okpala and Miss Shadare now Mrs. Mr. Omigie was asked to act as Secretary/treasurer. The second meeting was held on 6th July 1966 when Mr. Akpabio joined his colleagues mentio

ned above. The approved name of the Association was Nigeria Association of Medical Records Officers which was in line with our British orientation. Unfortunately, there were no further official meetings due to the Nigerian Crisis of 1966170. However, a new effort was made at a meeting of 3rd may 1969. The draft constitution prepared in 1966 but was not ratified then, was tabled for discussion at a meeting held on the 12th July 1969. Those present at that meeting were Messrs. Onasanya, Jagun, Omigie, Shoge and Mrs. It was decided that another meeting be called for the purpose of taking final decision on the constitution. The memorable meeting was held at University College Hospital, Ibadan on the 11th October 1969 which was attended by Messrs. Onasanya, Jagun, Omigie, Shoge and Akanji. The main purpose of that meeting was to approve the constitution and set in motion necessary machinery that would ensure effectiveness and to create the much needed awareness generally in Nigeria to train medical records personnel. Medical/Health Records/Health Information is as old as medicine and obviously it should be as old as evolution of orthodox medicine globally. Before the advent of colonial rule, traditional medicine was the main medical practice in Nigeria but painfully, there was no written document (records) about the practice to a great extent. The missionary organizations made meaningful contribution to the growth of medical work in Nigeria. Indeed they were the first to establish organized medical care in West Africa. For example the Roman Catholic Mission established the Sacred Health Hospital in Abeokuta which was completed in 1875. We should also remember that some military hospitals were established to cater for sailors, naval squadrons and colonial officers. There was also a tiny make shift temporary civil hospital built in Asaba in 1888. In all these hospitals, medical records were initiated by the hospital nursing sister or medical social officer (almoner) as they were called and kept haphazardly. By the last decade or century, medical pioneers of the Anglicans, Sudan Interior and Sudan United Missions started a well organized medical work in Nigeria. Health services including the building of both government and missionary hospitals continued to expand progressively including some notable private hospitals. The establishment of the University College, Ibadan an affiliate of the University of London motivated the government to establish a department of surgery and the post of dean of the medical school was created. By March 1948, Prof. Beatrice Joly was appointed head of the school, although, she needed to work at the General Hospital, Lagos to train medical students; some of them were drawn from the Yaba College.

*Registrar Leads DHIS2 Training to Reposition HIM Tutors for Digital Healthcare Era*

The Registrar/Chief Executive Officer of the Health Records Officers’ Registration Board of Nigeria (HRORBN), Alhaji Babagana Mustapha, has launched a nationwide capacity-building workshop on the District Health Information System 2 (DHIS2) for tutors of Health Information Management (HIM) institutions, declaring digital competence “non-negotiable” for the future of the profession.

Speaking at the opening ceremony in Abuja, Bavagaba said the initiative represents a deliberate policy shift aimed at aligning HIM education with Nigeria’s growing data-driven healthcare reforms.

“In today’s healthcare environment, the ability to generate, manage, analyse and utilise accurate health data is fundamental to effective decision-making and improved health outcomes,” he said.

“DHIS2 is not static. It continues to evolve, and our knowledge and competence must evolve with it.”
He described HIM tutors as critical stakeholders in the health sector, noting that they play a central role in shaping the next generation of practitioners. According to him, strengthening their capacity through continuous training on DHIS2 has become a priority for the Board.

The Registrar outlined key objectives of the workshop to include promoting continuous professional development among HIM educators, improving the quality and relevance of training in HIM institutions, aligning education with national health priorities and global best practices, and advancing digital transformation in health information management.

He further urged participants to translate the knowledge gained into improved teaching methodologies. “This platform for collaboration and innovation must reflect in your classrooms and, ultimately, in your students’ competence,” he added.

The initiative has drawn support from major health institutions across the country. The Chief Medical Director of the National Hospital Abuja, Professor Muhammad Raji Mahmud, who was represented by Dr. Shagaya U., noted that the role of health records professionals has expanded beyond mere data collection.
“Quality health records are essential to improving healthcare systems. This DHIS2 workshop comes at a critical time to drive standardisation and collaboration,” he said while declaring the workshop open.

Also speaking, Dr. Nasiru Sani, Vice President of the Association of Health Records and Information Practitioners of Nigeria, described the theme of the training as timely and relevant. Representing the National President, he said the workshop would enhance awareness of the HIM profession’s strategic role in health data management, particularly given the flexibility and scalability of DHIS2.

The HRORBN workshop signals a broader push by regulators to digitise Nigeria’s health data ecosystem by first equipping the educators responsible for training the country’s health information workforce.

*HRORBN Overhauls Examination Guidelines to Curb Misconduct, Align with Global Standards*

The Health Records Officers Registration Board of Nigeria (HRORBN) has unveiled a comprehensive review of its examination guidelines, introducing a new Examination Misconduct Act in what is considered the Board’s most significant reform in over a decade. The initiative is aimed at strengthening the integrity of its certification process and aligning with global best practices.

The highlight of the stakeholders’ session was the formal presentation of the newly developed Examination Misconduct Guidelines to the Registrar/Chief Executive Officer, *Alhaji Babagana Mustapha*, by the consultant, *Barrister Ibrahim Azara*.

Speaking at the event, Alhaji Babagana Mustapha explained that participants were carefully selected because of their “critical roles in the profession and in training the next generation of health records officers.” He commended Barrister Azara for “expertly designing the Board’s Examination Misconduct Act,” and also praised the dedication of the Board’s top management staff.

Special recognition was given to the Examination and Records Department, led by *Mr.* *Tobechukwu Vincent* *Uba*, for its “outstanding work” in driving the review and ensuring the successful development of the new guidelines.

In his remarks, Barrister Azara stated that the new framework was designed to “improve collaboration among key stakeholders, safeguard students, and enforce uniform standards.”

He added that “full implementation will strengthen the credibility of HRORBN examinations and bring the Board in line with global best practices.”

The reform comes at a time when professional regulatory bodies across the country are tightening assessment protocols to combat examination malpractice and restore public confidence in certification processes.

*HRORBN TMC Holds First Strategic Meeting of the Year*

The Top Management Committee (TMC) of the Health Records Officers Registration Board of Nigeria (HRORBN) has held its inaugural meeting for the year at the Board’s headquarters in Abuja, with deliberations focused on strategic planning and effective policy implementation in line with the Board’s operational agenda.

The meeting, chaired by the Registrar/Chief Executive Officer, Alhaji Babagana Mustapha, provided a platform for management to review key priorities for the year, particularly issues relating to staff welfare and the reviewed Scheme of Service for Health Information Management recently submitted to the National Salaries, Income and Wages Commission.

A major highlight of the meeting was the presentation of an Award of Recognition to the Registrar/CEO by the National Association of Health Information Management Students (NAHIMS) Comrade Olaniyi Olaoluwa in appreciation of his dedication and significant contributions to the advancement of the Health Information Management (HIM) profession in Nigeria at the South Western Conference, Tagged: Open the Gap.
The award was presented on behalf of the National Executive Council of NAHIMS by the South-West Zonal Coordinator, Mrs. Champion Afolayan, who commended the Registrar for his unwavering commitment to professional development and mentorship within the sector.

In his remarks, Alhaji Mustapha expressed appreciation for the honour, describing it as a motivation for the Board to continue strengthening professional standards and improving service delivery in Health Information Management across the country.
He reaffirmed the Board’s commitment to policies and initiatives that will further promote excellence, capacity building, and the growth of the profession.

*HRORBN Submits Proposed Job Description, Scheme of Service to NSIWC*

The Health Records Officers Registration Board of Nigeria (HRORBN), under the leadership of its Registrar/Chief Executive Officer, Alhaji Babagana Mustapha, has officially submitted a proposed Job Description and Scheme of Service for Health Information Management to the National Salary, Income and Wages Commission (NSIWC).
The proposal was developed in collaboration with the Association of Health Records and Information Management Professionals of Nigeria (AHRIMPN), represented by three members of its National Executive Council (NEC), led by the National Secretary, Suleiman Mu’azu.
The submission was made on February 27, 2026, at the HRORBN Head Office in Abuja.
The proposed job schedule is designed to address both current and emerging challenges confronting Health Information Management practitioners. It is expected to significantly enhance practitioners’ welfare, strengthen career progression pathways, and improve overall working conditions within the profession.

*Health Records and Information Management: The Silent Backbone of Healthcare Delivery in Nigeria*

The ongoing industrial action by the Joint Health Sector Unions (JOHESU), now entering its second month, has once again exposed a critical but often under-appreciated reality in Nigeria’s healthcare system: no segment of healthcare can function effectively in isolation.

A recent viral video by a young medical doctor rightly emphasized that healthcare delivery is a team effort, requiring the coordinated contribution of all professionals.

A particular note is her candid observation on the current situation in many public health facilities: clinics are empty, not necessarily because doctors and nurses are unwilling to work, but because patient health information is inaccessible in the absence of Health Records and Information Management (HRIM) practitioners. Historically, healthcare delivery in many facilities operated with limited structure—patients were seen, investigations requested externally, and drugs purchased outside hospitals. However, with improved compliance to standards, accountability, appointment systems, and health information governance, medical records professionals have become central to clinic operations. Without properly prepared case notes (manually or electronically), operation / appointment lists, clinic folders, and information flow, clinicians are unable to function optimally, regardless of their expertise.

Health Records and Information Management practitioners serve as the custodians of patient information, ensuring continuity of care, confidentiality, accuracy, and availability of data at the point of care. Beyond clinical support, their role extends to medical research, health statistics, policy planning, training, and education of medical doctors, nurses, and other healthcare professionals. Teaching hospitals, residency programmes, epidemiological studies, and health system evaluations all depend heavily on reliable health records data.

*The current situation has clearly demonstrated that healthcare delivery collapses when health information systems collapse*. This reality underscores the strategic importance of HRIM practitioners as a foundational pillar of the healthcare system working quietly in the background, yet indispensable to patient care outcomes.

I therefore sincerely appreciate Health Records and Information Management practitioners across Nigeria, as well as Heads of Departments who continue to uphold professional standards, often under difficult conditions. Your dedication sustains the integrity of healthcare delivery, even when your contributions are not always visible to the public.

Finally, all practitioners are encouraged to continue supporting and strengthening their professional association and regulatory body, as collective unity remains the most effective tool for advancing the profession, protecting its scope of practice, and securing its rightful place in healthcare governance.

Together, the profession can be lifted to greater heights, for the benefit of patients, professionals, and the Nigerian health system at large.

AHRIMPN Leadership Pays Courtesy Visit to HRORBN Registrar/CEO

The newly elected National President of the Association of Health Information Management Practitioners of Nigeria (AHRIMPN), Mr. Abiodun Afolabi, on Friday led a delegation of his executive team on a courtesy visit to the Registrar/CEO of the Health Records Officers Registration Board of Nigeria (HRORBN), Alhaji Babagana Mustapha, at the Board’s headquarters in Abuja.

Welcoming the delegation, Alhaji Mustapha reaffirmed the Board’s commitment to supporting the association in advancing the Health Information Management (HIM) profession in Nigeria. He noted that HRORBN would continue to uphold its regulatory responsibilities in line with its statutory mandate, while strengthening collaboration with key stakeholders.

In his remarks, Mr. Afolabi expressed appreciation to the Registrar and the entire HRORBN workforce for their role in the successful hosting of the 44th Annual Scientific Conference/AGM, tagged “Abuja Renewal Conference 2025.” He appealed for sustained cooperation and guidance as the new leadership begins its tenure, pledging to uphold professionalism and excellence.

*HEALTH MINISTER LAMENTS UNDUE RIVALRY IN THE HEALTHCARE SYSTEM*

The Minister of State for Health and Social Welfare, Dr. Iziak Adekunle Salako, has expressed concern over the undue rivalry that continues to create bottlenecks in Nigeria’s healthcare system. He raised this issue at the 44th Annual Scientific Conference and Annual General Meeting of the Association of Health Records and Information Management Practitioners of Nigeria, themed “Abuja Renewal Conference 2025.”

Dr. Salako emphasized the need for teamwork and harmony across professional lines, noting that every health worker plays a vital role in achieving an efficient and improved healthcare system. He underscored Health Information Management (HIM) as a critical component of the ministry’s strategic blueprint, encompassing good governance, quality healthcare delivery, the health value chain, and national health security.
