ODK Collect App Update: FMARD Issues Warnings: This is to inform all enumerators currently doing surveys that, ODK Collection App has been improved with new updates and features, this is still undergoing test and validation and does not affect your surveys

the New NAAS V3 sample is still been tested and enumerators can still use the old app, If you are yet to upload your Passport Photo and Identification don’t worry, you can still do so on the ODK App, during your onboarding survey.

Enumerators will soon receive their permanent appointment letter in no distant time, as promised by the minister of Agriculture, Mr. Andrew Kwasari, see details FMARD/PACE-AFJP Enumerators Set To Get Permanent Appointment

However, the enumerator’s appointment latter may come sooner than later as FG engages more farmers to boost local production

Continue to capture as many as you can to earn
If the “Get a blank form “refused to open, contact the FMARD or use your mail to contact your, supervisor.

Attached are Remita Receipts for the unjustifiable Payments made to AFJP Enumerators by FMARD Through CBN via Remita.
Every Enumerator can request their Receipt of Payment by sending an email to [email protected], [email protected] quoting such relevant information as follows:-

1) Nine-Digit Remita number contained in your Bank Payment Alert Starting with R (eg. R-123456789)
2) Bank Account Name,
3) Ammount Paid,
4) Beneficiary Bank Name,
5) Transaction Date

After obtaining your Reciept, compare the description and tranch of payment made to you on the reciept to the circulating Press Release purportedly issued by the AFJP Programme Coordinator Dr. Andrew Kwasari.

Only then you will get to understand how Dr. kwasari and FMARD despite the calibre of their Office and Institution respectively, blatantly made lies, mutilated facts, by their fabricated and deeply misrepresented information to decieve and scam innocent Enumerators.

Dear FMARD ENUMERATORS,

Below may likely be the the exact procedures adopted by FMARD for the payment of the enumeration entitlements.

1. The 1st Payment made by FMARD as they reported from their official page is the first 50% for those surveys carried out between 4th - 24th June, 2020.

2. The 2nd Payment was also the first 50% for the surveys made between 4-30th June 2020. i.e the surveys made in the remaining 6 days of June, 2020 so as to complete the months work.

3. The 3rd Trench of payment is the 50% payment for all the surveys made in July, 2020.

4. Their 4th Payment is for those surveys conducted between August, 2020 to February, 2021.

5. One of the payments made last week Friday might have been for the surveys done between March to December, 2021 to marked the complete 50% payment for all surveys from the inception of the programme to the December, 2021 when the Enumeration exercise ended, and this may be called 5Th Payment.

6. The 6th Trench of payment will be the remaining 50% balance for all valid surveys made in June, 2020. The surveys that passed 2nd Level Validation.

7. The 7th Trench may also likely be the 50% balance payment for all the surveys made in July, 2020. (The surveys that passed 2nd Level Validation).

8. The 8th Trench may likely be the 50% Balance payment for surveys made between August, 2020 to February, 2021.

9. One of the payments made last week which is captioned as the 9th Trench Payment may likely be the remaining 50% balance payment for those surveys that passed 2nd level Validation, and conducted between March to December, 2021.

Note:

(a) Surveys sent through the dashboard may likely be not taken into account.

(b) Payment for the Soil Sample collation might have been the 10th Payment or not being considered.

This is just a assertion, which may not necessarily be all true.

The Federal Ministry of Agriculture and Rural Development (FMARD) has reassured all enumerators and farmers of getting their stipends for every valid survey done, this was contained in an apology message sent to all enumerators
While apologizing for the delay witnessed in paying farmers, plans are already in high speed to pay enumerators and farmers within the month of August 2022,
Unpaid enumerators who participated in the dry and wet season farming will be paid swiftly, payments are also in batches-FMARD

*The All Progressive Congress (APC) as a political party used us through the Federal ministry of Agriculture and Rural Development (Fmard)*

*Its a sure disappointment that after Enumerating and collecting famers data across the Entire Nationa (774 LGAs)*

*The ruling party APC failed to pay our due benefits.*

*APC is not a trusted political that should govern our dear Nationa*

*The 35,000( thousand) Enumerators where promised job and allowance of NGN500 per Farmer's Farm Enumeration but we are disappointment that our dues where not given to us.*

*Yet APC counted it as a success story that they employed 35,0000 unemployed youths under the Agriculture for food and job plans to alleviate poverty and hunger in the Land.*

*Farmers benefit where not given and we are seen in our various communities as thieves who collected farmers data and use for our own purpose.*

*APC government should give us our employment letters as announced on various news channels*

*We are patriotic Nigerians who will never bear arms to get amnesty or get sponsored abroad for rehabilitation.*

Presidency worries over farmers’ enumerators
*FMARD promises payment soon

The office of the Vice President (VP), Prof. Yemi Osinbajo has expressed disappointment over the prolonged payment to the thirty-five thousand youth enumerators that had registered and captured farmers’ data across the states of the federation, even after the Economic Financial Corruption Commission ( EFCC) investigations had found no sharp practices against the exercise.

Senior Special Adviser (SSA) to the President on Food Security Matters, and head, Project for Agriculture coordination and Ex*****on (PACE) under the office of the Vice President, Dr. Andrew Kwasari said this while reacting to why these enumerators were yet to be paid after verification of their jobs, saying the payment should have been completed if not the interjection of EFCC that put every activities on hold to carry out an investigation.

Also, the Federal Ministry of Agriculture and Rural Development (FMARD) through the Director of Extension, Dr. Frank Sutamari has said everything is completed from his table, and only remain the minister to approve payment for the rest batches through Government Integrated Financial Management System (GIFMS), saying the directive from the EFCC to stop every activities regarding the exercise took so long, otherwise the payment would have been completed to all enumerators.

Dr. Sutamari stressed that the ministry and the office of PACE are both passionate about the payment of these youths, which he attested with a commendation letter given to him by the enumerators being recognition of his concern and action to ensure payment, adding that there is no course for alarm as their money is intact and payment would soon commence to the remaining batches.

Over 35,000 youth enumerators who are engaged in 2020 to capture the data of Nigeria’s farmers to ensure accountability in the distributions of agricultural inputs subsidy are yet to be paid even though some payment had been paid to about six batches until abrupt stop of the exercise by EFCC.

The youths had taken to the street to demand for their payment as some of them have even threatened to take the matter to court saying they would not want a situation where the money is being diverted for another thing especially in the face of the coming 2023 election which the process had already started with presidential and other primaries.

It was stated in the petition titled ‘’ justice for the thirty five thousand Nigeria Youth’’ that the FMARD had engaged under the project tagged agriculture for food and job plan (AFJP) which is part of the economic sustainability plan of President Mohammadu Buhari, but being chaired by the VP, Prof. Yemi Osinbajo who we gathered had written several letters on why the payment was still on hold after EFCC clearance.

The petition claimed that some of them have not been paid as some batches had received 50% payment after verification of the registered farmers and their farmlands across the country with an agreement of five hundred naira (N500.00) per survey.

An angry anonymous told us that some powerful entities in the government had initiated the EFCC interrogation of the exercise thinking something indicting could be found especially against the SSA to the president on food security matters and former Minister of Agriculture, Alhaji Mohammad Sabo Nanono.

Our source added that this strong group had got an approval to disburse fertilizer inputs worth of thirty billion naira to farmers through the conventional ways which was queried by the Federal Ministry of Finance on reason of farmers’ data for accountability, just as the office of PACE being headed by the SSA on food security matters to the President also advised that those beneficiaries must be identified through scientific process with the size of their farms as criterion to benefit.

*SUMMARY OF THE 36 STATES AND FCT ENUMERATORS REPS MEETING HELD ON 20.04.2022*

Meeting began by opening Prayer from the welfare director mr Godwin Agasi.

Shortly after the opening prayer, a remark by the chairman of the association in person of Abdullahi Adamu Ahmad follows

After the chairman remark, the meeting continues by inviting some officials of the 36 states and fct enumerators reps to present a detailed and brief explanation of their meeting with the official of fmardpace at bank of industry, a branch of ministry of Agriculture and Rural Development.
Our official assured us of the commitments made by the Vice president and Andrew kwasari to make sure our payment is made as all payments details were submitted to the accountant General office for disbursement. The presentation goes as follows;

1. On the issue of payment, our payment have already been processed as we all know the payment are done in batches , 4th 5th 6th to almost 9th payment has been processed and will all be paid at once cuz the money is already there for disbursement, we were assured our payment was processed because it was the official who processed and submitted our details for our payment that informed us, he even included the soil sample money will be made amongst those payments for disbursement.

2. The fertilizer subsidy grant payment will continue as soon as our payment have been made or it may likely be made together, because it was only 1/3 of the payment that was made

3. No concrate arrangements have been made regarding the fertilizer subsidy loan yet

4. Provision for 2nd phase of enumeration was already in place and enumeration may likely continue but m we made it clear known to them that enumerators won't work unless if famers are been giving their subsidy grant and all promises that was made to the famers captured
5. Lastly, everything discussed here is just the repetition of what the director extension hinted and told us during our previous meeting with them
