REQUEST FOR INTERVENTION REVIEW OF ALLOCATION TO EX-AGITATORS

We write to bring to your attention a pressing concern regarding the recent increase in allocation to ex-agitators under the Niger Delta Amnesty Programme (PAP). As you are aware, the programme was established in 2009 by the late President Umaru Musa Yar'Adua to address the Niger Delta arms struggle.

Regrettably, despite successive government increases in funding, the benefits have not been equitably reflected in the stipends and wages of average former agitators. The current stipend of ₦65,000 is no longer sufficient to support our families, given the current economic realities. We believe that with the recent increase in the programme’s budget, it is imperative that our stipends be reviewed upwards to reflect the current economic situation.

Additionally, we have concerns regarding the payment process, particularly for those of us who are experiencing difficulties with Bank Verification Numbers (BVNs) and those who have updated their bank account details and names. We request that necessary arrangements be made to address these issues and ensure timely payment of our stipends.

We humbly request your intervention in reviewing the allocation and distribution process to ensure fairness and transparency. Your prompt attention to this matter will help avert crisis and promote peace in the Niger Delta region.

Dear Esteemed Leaders,

A Passionate Appeal for Your Intervention in the Increment of Our Stipends and Other Ancillary Matters.

We, the National leadership of the Reformed Niger Delta Ex-Agitators Forum, on behalf of all beneficiaries of the Presidential Amnesty Programme, do hereby express our deepest gratitude to you for embracing the Presidential Amnesty Programme and working tirelessly to bring and maintain peace and security in the Niger Delta Region.

We acknowledge your patience and commitment to the peace pact signed with the Federal Government of Nigeria over the past 16 years. Your leadership has been instrumental in keeping the region stable, safe, and secure, and we appreciate your efforts for that.

However, the current economic realities have taken a toll on us. The monthly stipend of ₦65,000 is no longer sufficient, and we are struggling to make ends meet. We understand that you have also been advocating for an increment in the stipend, and we join you in this quest by lending our voices.

We were pleased to hear about an increase in budgetary allocation to the Amnesty Programme amounting to ₦115,000,000,000. However, we were shocked and disappointed when the Administrator, Dr. Dennis Burutu Otuaro, refused to reflect this increment in our monthly stipends. Instead, he made illogical statements when approached by our representatives.

We passionately appeal to your consciences to help us bring this matter to the attention of President Asiwaju Bola Ahmed Tinubu, because we know that the President is a compassionate and listening father. We are at a critical juncture, and your intervention can help save our situation. We have written several letters to relevant authorities and given the Government a two-week timeframe to consider our plea, which will elapse soon, specifically within the next week.

We understand that your role and intervention are very important in driving home our demands, just as it has been for the past 16 years in the maintenance of peace, stability, and security in the Niger Delta Region.

We remain loyal to you, our leaders, and remember the promises made to us by the Federal Government of Nigeria when we embraced the Amnesty Programme. Unfortunately, some of these promises have not been fulfilled. We urge you to guide the President and ensure that the Administrator does not mislead him and that our demands are met.

We appreciate the President's efforts in supporting the Niger Delta Region through the NDDC, South-South Development Commission, and the increased budgetary allocation. However, the Administrator's actions are undermining these efforts. We believe in your collective leadership and the government's willingness to listen. We hope you will take swift action to address our concerns.

We kindly request that you consider scheduling a meeting with President Asiwaju Bola Ahmed Tinubu to bring this matter to his attention and advocate on our behalf. Your collective intervention can help resolve this matter amicably and promptly.

Thank you for your attention to this matter. We will be highly grateful if our humble request is considered and granted. Thank you and God bless you.
