EFCC, EIRS COLLABORATE IN TACKLING TAX FRAUD IN EDO STATE

The Economic and Financial Crimes Commission (EFCC) and the Edo State Internal Revenue Services (EIRS) have agreed to collaborate in combating tax fraud in the state.

This agreement was reached on Thursday May 7, 2026, when the Executive Chairman of Edo State Internal Revenue Service, John Odior paid a courtesy visit to the Benin Zonal Directorate of the Commission on Thursday May 7, 2026.

The EIRS boss disclosed that he was at the Commission to explore areas of collaboration and deepen the relationship between the two organisations.

He noted that collaboration with the EFCC has become imperative in order to bring in those who evade taxes, pay little and those who are not captured into the tax net. "When you arrest a suspect, ask for evidence of their tax payment or tax clearance certificate. You can write to us to find out whether the person has been paying tax or not, and we shall provide you with the information." He noted that through such information sharing more people will be captured into the tax net and improve the revenue drive of the state government.

Responding, the Ag Zonal Director, Benin Zonal Directorate, Deputy Commander of the EFCC, DCE Sa'ad Hanafi Sa'ad, said the Commission has been collaborating with the EIRS and was willing to continue noting that the Commission has a section that deals with tax matters. "We have a Tax Fraud Section which deals with issues of taxes. The Commission recognises its importance as a source of revenue for the government and we ensure that those who try to evade tax payment face the consequence of their action! He assured the EIRS boss that the Commission's door will always be open to them. "You can call on us anytime you have anything to share with us and we shall respond accordingly."

EIRS UNVEILS NEW ORGANIZATIONAL STRUCTURE TO DRIVE EFFICIENCY AND REVENUE GROWTH

The Edo State Internal Revenue Service (EIRS) has officially unveiled a restructured organizational framework designed to optimize revenue growth and foster greater operational coordination.

The strategic overhaul was unveiled during its management meeting held on Wednesday, April 28, 2026, which hosted members of the EIRS Board, senior management, and the State Tax Controller of the Nigerian Revenue Service (NRS), who attended the session as an observer.

Speaking at the unveiling, the Executive Chairman EIRS, John Odior FCA, ACTI noted "that the restructuring is a long-overdue milestone aimed at improving efficiency in tax administration and resolving internal operational challenges. He emphasized that the transition is built upon the pillars of transparency, accountability, and enhanced service delivery for all stakeholders".

To achieve these goals, the new framework introduces several specialized departments and units including Departments of Enforcement & Compliance, Landlord Tax & Stamp Duty, and Digital Economy & Emerging Taxpayers Intelligence Unit

Additionally, the Service has established a Facility, Security & Safety Department as well as the Department of Corporate Communications and Taxpayer Enlightenment Services to better engage the public.

In a move to streamline field operations, the EIRS has consolidated its regional presence into eight new Zonal Tax Offices, a reduction from the previous fourteen (14) each to be led by a Zonal Tax Controller. Despite this consolidation at the zonal level, the Revenue Service will maintain its sixty (60) existing Branch Offices, which remain under the leadership of Tax Controllers to ensure continued accessibility for taxpayers.

According to John Odior, these structural changes takes immediate effect, marking a new chapter in the Service’s commitment to a robust and modernized tax administration.

EIRS BOARD ENGAGES IMMIGRATION ON EXPATRIATES TAX RETURNS, AWARENESS

The EIRS Board, led by its Executive Chairman Mr. John Odior, has affirmed the agency's commitment to strategic collaboration with the Nigeria Immigration Service (NIS) to enhance the state’s revenue mandate.

During a familiarization visit to the Edo State Comptroller of the NIS in Benin City, Mr. Odior emphasized that national development remains a collective responsibility transcending institutional boundaries. Central to this partnership is the establishment of a robust data-sharing framework, which the Chairman identified as a critical component for accurate economic planning and revenue projection.

Mr. Odior further highlighted the necessity of ensuring comprehensive tax compliance among expatriates and immigration officers alike, bringing them effectively into the tax net through diligent filing of individual returns. A key proposal discussed was the integration of the Tax Clearance Certificate (TCC) as a mandatory requirement for the processing of international passport applications, a move intended to strengthen fiscal discipline. By advocating for seamless information sharing and inter-agency synergy, the EIRS Chairman expressed optimism that such cooperation would yield significant mutual benefits for both organizations.

During the engagement, the Revenue boss also conducted an educational session for immigration officers, clarifying the jurisdictional distinctions between taxes collectible by federal and state authorities, the new tax Acts and tax clearance certificate.

He further noted that the Edo State Government, under the leadership of His Excellency, Senator Monday Okpebholo, has suspended revenue collection within the transport sector as a proactive measure to alleviate the financial burden on motorists and commuters.

In his response, the State Comptroller of the Nigeria Immigration Service, Steve Okezie Ibeabuchi, acknowledged the fundamental role of taxation in societal advancement and assured the EIRS leadership of the Command’s full support and cooperation in achieving these shared objectives.

*EIRS EXECUTIVE CHAIRMAN SEEKS NSCDC COLLABORATION FOR ROBUST TAX ADMINISTRATION*

In a strategic move to strengthen the state’s fiscal framework, Executive Chairman, Edo State Internal Revenue Service (EIRS), John Odior, FCA, ACTI, has paid a familiarization visit to the State Commandant of the Nigeria Security and Civil Defence Corps (NSCDC), Saidi A. Akintayo.

During the meeting, Mr. Odior advocated for a deepened partnership between the two agencies to ensure a healthy tax administration and drive sustainable economic growth for Edo State.

Mr. Odior explained that the visit served a dual purpose: to foster a professional relationship with the command and to seek active collaboration in enforcing tax laws and sanitizing the revenue collection process. He raised significant concerns regarding the activities of "non-state actors" who engage in illegal revenue collection. According to Odior: "These unauthorized individuals, often operating in interior locations without government mandates, divert public funds into private pockets". The Chairman emphasized that the most effective way to eradicate these illegalities is through robust intelligence gathering and proactive information sharing with the NSCDC.

Furthermore, he sought the Corps' support in public enlightenment campaigns, stressing that tax compliance is a vital civic responsibility that directly funds the development of the state.

In his response, the State Commandant, NSCDC Saidi A. Akintayo reaffirmed the Command’s commitment to supporting the EIRS. He noted that the NSCDC’s core mandate involves protecting critical national assets and infrastructure; assets that are built and maintained using the very tax revenue generated by Government. He therefore assured the EIRS leadership of the Command’s full cooperation, stating that the NSCDC stands ready to provide security and operational support for the state's revenue drives.

The meeting concluded with a formal exchange of gifts, symbolizing a mutual commitment to transparency, security, and the overall socio-economic progress of Edo State.

ENFORCEMENT OF THE EDO REVENUE ADMINISTRATION LAW, CASHLESS POLICY, AND THE PROHIBITION OF REVENUE COLLECTION IN THE TRANSPORT SECTOR & OTHERS

The Edo State Internal Revenue Service (EIRS) in exercise of its statutory powers hereby issues this official notice to the general public, taxpayers, and all relevant stakeholders to reaffirm the Edo State Government’s position on revenue administration and the protection of citizens from extortionist practices.

In accordance with the Edo State Revenue Administration Law 2012, the EIRS emphasizes its status as the sole and legally empowered authority of Government to assess, collect all revenue accruing to Edo State Government as well as its cashless policy which remains the only legal framework for revenue collection.

Consequently, any individual whether claiming to be a government official or an agent found demanding or collecting cash for taxes, levies, or fees is acting in direct violation of the law and should be arrested immediately. All taxpayers are advised to conduct their transactions only through approved digital channels and banking institutions to ensure transparency and accountability.

Furthermore, the general public is hereby reminded that the ban on the collection of revenue from the transport sector by the Edo State Government is still in force.
This prohibition specifically extends to the collection of any form of levies, fees, or the unauthorized sale of jackets, stickers, baskets, bowls to operators of buses, tricycles, and motorcycles. This directive applies without exception to all Local Government Councils, unions, and transport associations. Any attempt to bypass this ban amounts to criminal act and will be met with the full weight of the relevant extant Law.

Notwithstanding the aforementioned ban, the EIRS clarifies that the collection of levies within the Haulage space has not been suspended. However, to maintain transparency and eliminate illegal cash handling, all payments for haulage fees must be made exclusively via the issuance of Revenue Scratch Cards processed through government-approved Point of Sales (POS) terminals with receipts.

The EIRS remains committed to the ease of doing business and the safety of business owners and taxpayers. We urge the general public to remain vigilant and report any illicit activities to the nearest law enforcement agency to ensure that the integrity of our revenue system is upheld.

I. Visit: etax.eirs.gov.ng or www.eirs.gov.ng to get started.

II. Scroll down and Click on 'FILE YOUR RETURNS' on the page redirect to where you select the type of returns.

III. Click on 'FILE YOUR INCOME AS A BUSINESS OWNER

IV. On the top menu click on SIGN IN or LOG IN if you have created access before or click on CREATE ACCOUNT as a new filer.

V. Input either of these NIN, TaxID or Phone number to check if you have been registered before on the system.

VI. If you have been registered, the system prompts you with a temporary password and a menu will be available for you to change the password and continue.

VII. If you have not been captured, a simple form is opened for you to fill and create your log in details.

VIII. Upon successful creation of user account, your login credential will be displayed.

NB: Kindly ensure your write down your login credentials and keep in a safe place.

IX. Login and file your returns by filling the fields as it pertains to you.

X. Link your assets (Vehicles, building and businesses etc).

XI. Ensure to tick the boxes on the declaration page and click on submit.

We are incredibly proud to announce that the Executive Chairman of the Edo State Internal Revenue Service (EIRS), Mr. John Odior FCA, ACTI has been officially inducted into the Joint Revenue Board (JRB).

​The induction took place during the JRB’s 159th meeting held recently in Lagos, where Mr. Odior joined and actively participated alongside other distinguished State IRS Chairmen and JRB members.
