ASWAMA Boss lauds partnership with OCHA Brigade; optimistic on qaulity service delivery

The Managing Director of the Anambra State Waste Management Authority (ASWAMA) Mr Mike Ozoemena has expressed optimism that the issue of enforcement will be adequately addressed given the renewed partnership between ASWAMA and the Operation Clean and Healthy Anambra (OCHA Brigade).

The ASWAMA Boss made this known during a sensitization exercise along the major streets of the Awka capital territory by ASWAMA enforcement team in collaboration with the OCHA Brigade.

"We are dealing with the issue of street trading today and blocking of drainages in parts of the capital territory.

"It is unfortunate that our people choose to endanger their lives by engaging in Street trading as well as the adverse effects of blocking the free flow of water through the drainages,

"We are trying to sanitize the entire place and of course bring our people up to speed on what the Governor wants as it concerns the environment", he noted.

Mr Ozoemena warned that ASWAMA is not taking the issue of our environment lightly as it is one of the major items in the governor's manifesto.

In his remarks during the exercise, the Managing Director of OCHA Brigade Comrade Celestine Anere noted that the exercise was in line with the Governor's vision of a clean and healthy Anambra.

"We are going to make sure that we stop this illegal street trading in Anambra State and also make sure that our gutters are well desilted for free flow of water"

"Mr Governor has said that a clean and healthy Anambra is non negotiable, so we are going to do whatever is necessary and within the ambit of the law to clean up Anambra", he noted.

The exercise took the Joint Team round some major streets within the Awka Capital territory including Zik's Avenue, Arthur Eze Avenue, Amawbia Bypass as well as to some markets.

Monthly Environmental Sanitation: ASWAMA MD charges Awka residents on compliance

The Managing Director of the Anambra State Waste Management Authority (ASWAMA) Mr Mike Ozoemena has decried the non challant attitude of our people towards the monthly environmental sanitation exercise.

He made this known while monitoring the level of compliance in some parts of Awka the capital territory.

Speaking at the popular Eke Awka market round about, the ASWAMA Boss expressed disbelief that even with all the Publicity, people still needed to be coerced in order to comply.

"As you can see, people always need to be forced and cajoled to be able to do what they ought to do, I don't know what is wrong with our people.

"Instead of clean their surroundings, they prefer to come to the market and sit down; it is very unfortunate to say the least", the MD noted.

Mr Ozoemena called on our people especially residents of Awka and environs to nuture the right attitude towards their environment.

"An orderly, clean and livable society starts with cleanliness. You can't have any kind of development without first cleaning your environment,

"Back in the days, when you wake up in the morning as children everyone sweeps the compound, sorts the dirt and burns the ones that needed to be burnt.

"this time, burning is no longer encouraged due to it's effect on climate change; that's why you see our trucks here collecting the refuse for adequate disposal", he noted.

The ASWAMA MD warned traders and residents along the Zik's Avenue to desist from dropping refuse on the median along the road.

"every morning, our trucks come here, just tie your refuse in a bag and wait for our truck, once it comes you drop it. By so doing you save your time, you save money and also save the environment,

"these median were constructed and painted by government but people now prefer to use dirt to liter and deface it.

He warned that henceforth, task force will come down heavily on those who may choose to flout this order.

Play your part, Hold us accountable for delivery: ASWAMA Boss to Anambra residents

Residents of Anambra State have been called upon to be consistent in the payment of their taxes and other related waste management fees to enable the Anambra State Waste Management Authority (ASWAMA) meet up with the increasing demands on waste management in the state.

Managing Director of ASWAMA, Mr Mike Ozoemena made this plea while exchanging views with news men at the Anambra State House of Assembly complex Awka.

The MD noted that the current ASWAMA law which was made in 2015 can no longer carry the present realities on ground. He thanked members of the 7th House of Assembly for resolving in their wisdom to amend some sections of the law.

"It is not possible to get waste management to the level we want it with the former rates which was fixed when diesel sold at eighty five naira; now a liter of diesel is about eight hundred naira" he noted.

Mr Ozoemena urged ndi Anambra who are desirous of a clean, green and livable mega City to be ready to play their parts which is the payment of their ASWAMA fees and they will in turn be able to hold government accountable.

"Our people must understand that this administration means well for them, many infrastructural projects are coming up, several roads are being flagged off in the state too and all these are capital intensive"

"There is no way government can make due with the lean resources available to the state if we also have to encumber them with the amount of money necessary for waste management which runs into billions; the MD noted.

The ASWAMA Boss while pleading for the understanding of ndi Anambra considering the current economic situation in the country, noted that contractors must be paid, the machines need to be serviced and not to talk of diesel.

He called on residents of the state to sustain the prompt payment of their ASWAMA fees and other related taxes to enable the state government deliver on the expected mandate.

Saturday 29-10-2022 is our monthly environmental sanitation between the hours of 7am-10am. Residents of Anambra state are encouraged to clean their environments and desilt drainage channels. Refuse should be neatly packaged in ASWAMA bags for onward evacuation by our trucks. Note that no form of vehicular movement will be tolerated between the hours of 7am-10am. Enforcement team will be on ground to ensure compliance.

RE: Anambra Legislature Kicks Against Illegal ASWAMA Levies, Invites Its Managing Director.

Much as the House must do its constitutional oversight on the activities of the Executive, it must not be arbitrary or a circus show for public entertainment. The House must be circumspect enough to carry out their functions within the ambit of extant rules/laws created by them.

A cursory look at the ASWAMA Law of 2015 Section 7 (g) shows clearly that the declaration by the House that the recent adjustments in the ASWAMA levies is illegal was nothing short of playing to the gallery (see attached screenshot). Such a hasty declaration does not reflect the quality of astuteness expected of the “revered” Anambra Law chamber. Does it mean they do not have a grasp of their own legal creations?

Note, this piece is not by any chance the official stand of the Executive, I am merely persuaded by a personal conviction that records deserve to be set straight especially where there is an advertent or inadvertent ploy to mislead. Reading where the motion is emanating from further validates my thesis that this is yet another opposition fight for relevance which must be reviewed in the light of the new redirection provided by section 7 (g) of the ASWAMA Law of 2015.

The Anambra State House of Assembly must strive at all times to dispel casuistry, and work to protect laws made by them, unless where such laws are repealed through rigorous legislative processes. At best, this last act of declaring ASWAMA levies illegal and inviting the Managing Director to appear before the House runs nothing short of public entertainment, which of course is not in the best interest of our collective development.

Waste management: ASWAMA, stakeholders meet to chat ways forward

The Chairman Board of the Anambra State Waste Management Agency (ASWAMA) Dr Emma Ezenwaji has told Transition Committee Chairmen(TCC) of various Local Government Areas in the State and waste management contractors not to jettison the structure put in place by the board at the Local Government and ward levels.

The Chairman made this admonition during an interactive session between members of ASWAMA board, Transition Committee Chairmen and waste management contractors at the ASATU hall, Government house, Awka.

Dr Ezenwaji while thanking the TC Chairmen for taking up this responsibility of waste management in the various LGAs expressed the need for such periodic meetings to enable them rub minds, share ideas and evaluate progress of work.
“I am aware of some of the initial teething challenges being experienced now which is expected, however the process of waste management has been good in some LGAs, fair in others and not too good in some others” the chairman noted.

He encouraged those in the urban and semi urban areas to unbundle the zones and dedicate adequate manpower to specific areas with high rate of refuse generation for effective and quick evacuation of waste.
Addressing the gathering, Commissioner for Environment Engr Felix Odimegwu drew the attention of the participants to the fact that Governor Soludo attaches much importance to issues of waste management in the state as well as the revenue accruing from the process.

According to the Commissioner, before now the Ministry of Environment handled waste management in the state directly, however due to operational and logistical challenges, the present administration thought it wise to move this task to the local government areas for ease of operations.

He called on the TC Chairmen to collaborate with the ASWAMA contractors especially in the collection of levies and associated taxes.

Engr. Odimegwu urged them to use this first month to experiment the process, concentrate on areas that are viable and build subsequently on the successes that will be recorded.

The Chairman Anambra State Internal Revenue Service (AIRs), Mr Richard Madiebo in his submission assured the Chairmen that more hands and logistics will be deployed to fast track the issuance of Anambra State Identification Number (ASIN) and subsequent distribution of demand notice to residents.

Mr Madiebo urged the contractors to help in the distribution of demand notices as some of them are more conversant with the terrains of the state.

He regretted that the delay in the distribution of demand notice was as a result of non enumeration of most estates and areas and urged the Chairmen to assist in getting such places enrolled into government database.

The AIRs Chairman made it clear that no President General or youth leader is authorized to collect revenue for government.

Special Adviser to the Governor on Security Air Vice Marshal Ben Chiobi in his own contribution assured the Local Government chairmen of the readiness of the Anambra Joint Enforcement Team (ANJET) to help in the enforcement.

“the enforcement body is ready to work with you; liason officers for ANJET have also been posted to each of the local government areas, you should work closely with them to ensure total compliance by the residents”, he noted.

The Political Adviser to the Governor Dr Alex Obiogbolu encouraged the Chairmen to be steadfast with the task.

“The state government is committed to fulfilling her own part of the bargain, ASWAMA is also there as the supervising body to monitor as well as advise government properly on the best way to achieve results.

The Managing Director of ASWAMA, Sir Mike Ozoemena directed the Local Government Chairmen to get their work plans ready for submission as the Governor is desirous of monitoring their activities.

“the mind of government is made up on the new waste management policy of the state, you are all expected to be extra diligent as any local government not able to deliver on the set targets will be left behind”

“It is left for you the Chairmen to think inwards and initiate workable strategies for effective delivery of results”, The MD noted.
He urged them to dialogue always and work together with the contractors to build a lasting structure for the future and also be able to raise the revenue base of the state.

Reacting to the issues raised, the Local Government Chairmen unanimously praised the cordial working relationship they have with their contractors, saying that they have also held strategic meetings with them on the way forward.

However, the Onitsha North Chairman Charles Ozoma complained of lack of equipment and non availability of dump sites in the area.

Nevertheless, the Awka South Chairman ThankGod Aniago, Dunukofia Chairman Augustine Onyemaobi; as well as their Orumba South and Nnewi South counterparts Chief Neville Uchendu and Ikenna Aniagbaoso respectively all complained that the process of generating and distribution of demand notice is confusing and arduos.
They also suggested for the introduction of bulk system of payment of levies so as to ease the payment processes.

The contractors on their own called for the timely release of funds accruable to them for the work they are doing.
They requested for the extension of their three months contract to enable them cover the funds they invested in the acquisition of compactors and other equipments.

Recall that ASWAMA is coordinating a number of volunteer organisations and individuals to raise *TEAM ANAMBRA* in the forthcoming, Sept 26th *5 Million Plastic Challenge?*

Have you heard?

Humanity Nigeria, a professional, environmental and non-profit organisation based in Lagos is collaborating with Guiness World Records in an Earth Festival (Earthfest) codenamed *5 Millon Plastic Challenge*

The festival targets to remove *5 Millon plastic bottles* from the gutters, drainages, waterways, etc of Nigeria, within 5 days - Sept. 22nd - 27th, 2020. About 30 states have indicated interest in participating. Of course, Anambra is one.

Yesterday, Team Anambra gathered 9,000 plastic bottles from a catchment pit opposite Obiano Park, Onitsha, within 3 hours. The unit yesterday featured Red Cross Society, Girl Guides, The Scout, Environmental Ethics and Safety Corps, Rotaracts from Oko Poly among others.

Today, Saturday, 5th Sept., Hunting from 9a.m. to 11.00 in a less than100 meters span of the gutter in Igbariam Campus, Chukwuemeka Odumegu Ojukwu University yielded 4,700 plastic bottles lurking deadly under some creeping grasses and weeds in the gutters.

The unit will return to the venue during the week to checkout the backyard of the hostels. Today's unit had in attendance Rotaracts from UNIZIK, Awka, Girl Guides Youth Dept, Chidnma (Rotary) and Charity (National Light) among the indefatigable ASWAMA plastic hunters.

Team Anambra can do with your prayers and support for an impressive outing among other states of the federation. Donations in form of branded T-shirts, sponsored media campaign, event promotion materials, polypropylene sacks, nets and light refreshment packs will be of immense help to our many units.

We also plan to call on some of you for your signatures and acclamation for the program.

It's expected that Guinness World Records will send observers who will be on ground to record every bottle of plastic eliminated from the gutters, roads, drains, e.t.c during the festival.

Above all, we need plastic bottles from your homes. Just call on us. You may also call our attention to where you see it in any appreciable amount. We don't buy, remember.
