The National Commissioner/CEO of the Nigeria Data Protection Commission (NDPC), Dr Vincent Olatunji, was represented by the Head of Media Unit at the Commission, Mr Itunu Dosekun, at the 2026 Press Week organised by the FCT Council of the Nigeria Union of Journalists (NUJ).

Delivering a goodwill message at the event themed, "2027 Election: Defending Democracy in the Era of Disinformation," Mr Dosekun stated that safeguarding personal data has become critical to preserving democratic integrity in the digital age. According to him, elections are no longer influenced only by activities at polling units, but increasingly by information circulated online through social media platforms, messaging applications, and data-driven influence operations.

He noted that the misuse of personal data for political profiling, targeted propaganda, fake news, and AI-generated disinformation poses serious risks to democratic stability and public trust. He added that the Nigeria Data Protection Act, 2023 (NDP Act), provides a framework for protecting Nigerians against unlawful data processing and digital exploitation, stressing that citizens must retain control over how their personal information is collected and used.

He called on political actors, media organisations, technology companies, civil society groups, and citizens to work together to promote responsible digital practices ahead of the 2027 elections. He concluded by stating that protecting citizens’ data is not only a privacy issue, but also a democratic imperative.

NDPC Signs Memorandum of Understanding with the NBC

To formalise the partnership between the Nigeria Data Protection Commission (NDPC) and the National Broadcasting Commission (NBC), both organisations have signed a Memorandum of Understanding, marking another major milestone for the NDPC in its mandate to deepen data protection and privacy in Nigeria.

The National Commissioner/CEO of the NDPC, Dr Olatunji, commended the Director-General/CEO of the NBC, Mr Ebuebu, for his willingness to engage with relevant government agencies. He noted that the mandates of both organisations cut across all sectors, and that this partnership will further deepen privacy in Nigeria. He added that it will also build trust in our digital economy in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.

In his remarks, Mr Ebuebu commended the NDPC, under the leadership of Dr Olatunji, for its proactive approach to data governance in Nigeria. He stated that the signing was significant to him and the NBC as data influences the algorithm that streaming platforms use. He further noted that the partnership would strengthen their capacity to regulate the broadcasting ecosystem in line with global best practices.

A working group was formed to drive the implementation of the MoU between the NDPC and the NBC.

NDPC Signs MoU with DPAs of Morocco and The Gambia

As part of activities during the 2026 Network of African Data Protection Authorities (NADPA-RAPDP) Conference and Annual General Meeting (AGM), the Nigeria Data Protection Commission (NDPC) signed two Memorandums of Understanding (MoUs) with two other Data Protection Authorities (DPAs) in Abidjan.

The MoUs with the DPAs, the Morocco Data Protection Authority (CNDP) and the Gambia Information Commission (GIC), outlined areas of collaboration, including mutual legal assistance, knowledge exchange, and information sharing to support the enforcement and harmonisation of data protection laws.

The National Commissioner/CEO of the NDPC, Dr Vincent Olatunji, expressed optimism on the potential impact of the MoUs in strengthening regulatory harmonisation across multiple jurisdictions. He noted that the global digital economy is interconnected, cooperation and collaboration through MOUs are essential in fostering trust and building investors' confidence from one country to another.

The President of the CNDP, Mr Omar Seghrouchni, signed on behalf of the CNDP, while the Head of the GIC, Ms Nene MacDouall-Gaye, signed on behalf of the GIC.

The National Commissioner/CEO of the Nigeria Data Protection Commission (NDPC), Dr Vincent Olatunji, was represented by an officer from the IT & Cybersecurity Department of the Commission, Mr Abubakar Mahmud, at two panel sessions during the International Civil Service Conference (ICSC 2026).

The sessions titled “AI in Government: What Should We Use It For and What Should We Never Use It For?” and “Public Service AI: What Responsible AI Looks Like in the Civil Service," explored practical approaches to integrating Artificial Intelligence into the public sector, highlighting tools like the Service-Wise GPT as prime examples of using AI to eliminate red tape and boost administrative efficiency.

Mr Mahmud highlighted the need for "Human-in-the-Loop" safeguards, warning against using AI to make final, automated decisions regarding citizen welfare or civil service human resources, in strict compliance with Section 37 of the Nigeria Data Protection Act, 2023 (NDP Act).

Mr Mahmud reaffirmed that through robust data governance frameworks, Data Protection Impact Assessments (DPIAs), AI Systems Impact Assessments (AISIA), and continuous regulatory oversight, the NDPC remains committed to building public trust and ensuring that AI adoption across Ministries, Departments, and Agencies (MDAs) is transparent, secure, and respectful of citizens' privacy rights.

The National Commissioner/CEO of the Nigeria Data Protection Commission (NDPC), Dr Vincent Olatunji, participated actively at the 2026 edition of the Annual General Meeting of the Network of Africa Data Protection Authorities (NADPA-RAPDP) held in Abidjan, Côte d’Ivoire, with about twenty-one (21) African countries in attendance.

During the meeting, Dr Olatunji, on behalf of Nigeria, appreciated the Board and the Permanent Secretariat for steering the Network forward over the past 10 years. He noted the need for the NADPA-RAPDP to intensify efforts on awareness and capacity building across the continent, adopt strategic collaborative mechanisms, and identify key priority areas of focus to ensure it achieves significant progress in unification and harmonisation.

At the meeting, Nigeria, as the Chair of the Regulatory Harmonisation Working Group, presented its report to the Board. Also, elections were conducted leading to the constitution of a new board. The election produced Mr Faustino Varela Monteiro, the Head of the Cape Verde Data Protection Authority (DPA), as the President; Ms Patricia, the Head of the Côte d’Ivoire DPA, as the first Vice President; and Ms Tsi Tsi Mariwo, the Head of Zimbabwe DPA, as the second Vice President.

Nations present at the meeting included Angola, Benin Republic, Burkina Faso, Côte d’Ivoire, Cape Verde, Chad, Eswatini, Gabon, The Gambia, Ghana, Kenya, Mali, Mauritius, Mauritania, Morocco, Niger, Nigeria, Senegal, South Africa, Uganda, and Zimbabwe.

Zimbabwe won the hosting rights for the next NADPA-RAPDP Conference and AGM.

The National Commissioner/CEO of the Nigeria Data Protection Commission (NDPC), Dr Vincent Olatunji, was represented by the Head of Innovation Unit at the NDPC, Mrs Adaobi Nwankwo, at the Annual Workshop for Judges on Emerging Legal Issues in the Communication Sector in Lagos.

Mrs Nwankwo was joined at the event themed, “Adjudicating the Digital Era: The Judiciary’s Imperative in Connectivity Infrastructure Protection and Online Safety," by another staff of the Commission, Ms Omoikhefe Ahimie.

During the panel session on, “Online Harm, Cybersecurity and the Limits of Internet Governance in Nigeria,” Mrs Nwankwo highlighted the NDPC’s commitment to ensuring safeguards are implemented in the processing of personal data and stressed the importance of accountability, transparency, lawful basis for processing, and the adoption of appropriate technical and organisational measures to protect personal data.

Mrs Nwankwo also emphasised the use of Privacy Enhancing Technologies (PETs) such as anonymisation, encryption and pseudonymisation, as well as the need for Data Privacy Impact Assessments (DPIAs) where processing activities may pose high risks to data subjects.
