DTSG Advocates Fiscal Federalism, Seeks Stronger UK Partnership On Development and Investment

Fiscal federalism has been described as the bedrock of economic development and social justice in the Niger Delta.

The Secretary to the State Government (SSG) Kingsley Emu, made this known when a delegation from the British High Commission, Abuja, paid him a courtesy visit in his office in Asaba.

The SSG drew their attention to the abundance of human and natural resources in the state and stressed that the state deserves greater dividends commensurate with its contribution to the national revenue.

He noted that the state remains the highest producer of crude oil and natural gas in the country, adding that the state also holds vast potential in the maritime sector.

Dr. Emu further assured the team that the state is safe and offers viable opportunities for foreign investment, reiterating that fiscal federalism remains key to national development.

Also, in his remark, the Commissioner for Economic Planning, Mr. Sonny Ekedayen drew the attention of the delegation on the strategic importance of three Airports and four sea ports in the state while appealing for the state to be delisted from the list of unsecured state in Nigeria due to prevailing peace and security it was enjoying.

Leader of the delegation and Political Secretary at the British High Commission, Mr. Harmish Tye, said the visit was aimed at strengthening relations with the state and gaining deeper insight into its governance and development landscape.

Also speaking the Senior Political Adviser at the British High Commission, Dr. Fortune Alfred explained that the engagement, which focuses on governance, development, politics and security, will guide plans for a proposed formal visit of the British High Commissioner to Delta State.

DTSG Sympathises with Okpanam Windstorm Victim, Pledges Medical Support

The Delta State Government has expressed sympathy with the Okpanam Road windstorm victims.

The Secretary to the State Government(SSG), Dr. Kingsley Emu, conveyed the government’s sympathy during a visit to one of the victim at the Federal Medical Centre, Asaba.

Dr. Emu, who was received by the Chief Medical Director of the hospital, Dr. Ekenem Omo, was briefed on the medical condition of the affected victim, Mr. Taiwo Oyedosun who was in a tricycle when the windstorm brought down one of the trees along the okpanam road in Asaba.

Speaking during the visit, Dr. Emu assured the victim that the state government will take care of his medical bills while praying for his quick recovery.

Dr. Emu assured residents that measures are being put in place by the government to prevent future incidents.

Delta Youths Urged To Take Advantage Of The Ongoing Recruitment Exercise Into The Nigeria Army

The Delta State government has said it would fund and support interested and eligible youths to participate in the ongoing 91 Regular Recruit Intake of the Nigerian Army.

The Secretary to the State Government(SSG), Dr. Kingsley Emu gave the assurance when a sensitization team from the Nigerian Army Headquarters, Abuja on the Army Recruitment Exercise for 91 Regular recruits Intake of Tradesmen and Non-Tradesmen paid him a courtesy visit in his office in Asaba.

Dr. Emu said the state remains committed to inclusivity and improved participation in the recruitment process, stressing that a dedicated committee was set up by the government to sensitize eligible youths across the state on the need to join the Nigerian Army and other Security Agencies.

He added that the government will engage royal fathers, local government councils, and youth groups to ensure information get to the grassroots.

The SSG emphasized that the state had performed strongly in previous intakes, surpassing its quota in the 88th and 89th exercises, but experienced a drop during the 90th intake.

He assured that the government would address existing gaps by establishing designated centres and managing orientation challenges, stressing that applicants who meet the requirements would have their application costs covered.



Earlier, the Team Leader for the 91 Regular Recruit Intake, Brigadier General Moses Ikobah, commended Delta State for its commitment to peace and security.

He said the sensitization drive was aimed at boosting participation, noting that as of April 7, the state recorded only 251 applicants, below the expected threshold of between 350 and 400 candidates.

Brigadier General Ikobah warned that failure to meet the quota could allow other states to take advantage of the shortfall, thereby reducing the state's representation.

He described the recruitment as an opportunity for employment and national service, and called for stronger collaboration with the state government to encourage more qualified youths to apply before the May 17 deadline.

Brigadier General Ikobah expressed optimism that with increased sensitization and support, Delta State would significantly improve its performance in the ongoing exercise.

DTSG Warns Developers Against Encroachment On Its Lands,Orders Immediate Removal Of Illegal Structures

The Delta State Government wishes to bring to the notice of property developers around the Kwale Free Trade Zone, Asaba Waterfront City Project, Niger City Project(Asaba) or any other government land earmarked for developmental purposes, to beware of encroaching on these lands.

The advice has become necessary in order to protect the vision for these projects and the strong commitments already made on them by credible investors.

According to a statement signed by the Secretary to the State Government (SSG) Dr. Kingsley Eze Emu, the State Taskforce on recovery of government lands has been mandated to protect the boundaries of these projects and remove all illegal structures encroaching upon them forthwith irrespective of their stages of completion.

This action, he said, is apart from other remedies that government might take against such encroachments within the ambit of the law.

The statement further advised persons that have encroached on other government lands to vacate them immediately as government would not tolerate such illegalities that threaten to derail the common good of Deltans.

DTSG Orders Strict Enforcement of Outdoor Advertising Laws in Delta

The Governor of Delta State,Rt.Hon.Elder Sheriff Oborevwori has directed the Delta State Signage and Advertisement Agency(DESSAA) to fully implement all laws that regulate outdoor advertising practice in the state.

According to a statement signed by the Secretary to the State Government(SSG) Dr.Kingsley Eze Emu, this is in line with extant laws mandating the Delta State Signage And Advertisement Agency(DESSAA) to regulate and sanitize outdoor advertising practice across the state.

The statement listed the measures put in place to regulate outdoor advertising as follows:

•Operation Tag Your Boards. All billboard structures must henceforth carry the emblem /company name of the owner/practitioner to whom they belong;

•All practitioners are requested to submit their ARCON Certificates at DESSAA’s Director of Administration’s Office;and

• Submit their site(s) list and approvals duly obtained and authorized by DESSAA.

Operators of these outdoor advertising agencies should therefore ensure that all these measures are put in place within the next seven(7) days from the release of this notice.

The SSG stated that these measures have become urgent and expedient to elevate the practice of outdoor advertising and ensure it is no longer a free-for-all business. The measures will also help to improve the overall aesthetics of the signage landscape in major cities and towns of the state, thereby eliminating the nuisance effects of clustering of billboards and the associated environmental hazards.

He warned that all cases of non-compliance at the expiration of the stipulated timeline will be treated as gross defiance, in which case, the appropriate sanctions shall be applied.

2027 Elections: Sheriff Oborevwori Directs Political Appointees to Resign by March 31

The Governor of Delta State Rt.Hon.Elder Sheriff Oborevwori has directed that all political appointees who intend to contest elective offices in the forthcoming 2027 general elections should resign their appointments on or before March 31st, 2026.

According to a statement signed by the Secretary to the State Government(SSG) Dr.Kingsley Eze Emu, the directive is pursuant to the provisions of Section 88(1) of the Electoral Act, 2026, as well as the timetable issued by the Independent National Electoral Commission (INEC) for party primaries ahead of the 2027 general elections.

The statement added that the resignation requirement applies to all categories of political appointees who wish to participate in the forthcoming party primaries or seek nomination for any elective office and they include: Honourable Commissioners, Advisers, Directors-General, Executive Assistants to the Governor, Senior Special Assistants to the Governor, Special Assistants to the Governor, Personal Assistants to the Governor as well as all other Political Appointees in the State.

The affected officials are required to submit their formal resignation letters through the Office of the Secretary to State Government not later than March 31st, 2026, and hand over to the Permanent Secretary or the most senior career officer in their Ministries, Departments and Agencies(MDAs).

Harnessing Grassroots Intelligence Can Help Mitigate Oil Theft-Emu

The Secretary to the State Government has stated that for effective security of oil and gas facilities to be sustained there must be strong community engagement and development.

The Secretary to the State Government(SSG)Dr Kingsley Emu made this known during a ministerial briefing session for participants of the Strategic Management and Policy Studies Course 8/2025 of the Nigerian Army Resource Centre, Abuja who are on a National study tour of the state.

Dr. Emu emphasized the need for sustained community development and engagement, genuine corporate social responsibility by oil companies, fine-tuning of policies, strengthening of legal frameworks, and the institutionalization of community policing which are part of measures to safeguard the oil pipelines that pass through the state.

The SSG noted that harnessing grassroots intelligence can significantly curtail this economic sabotage by leveraging local knowledge,community insight and citizens engagement.

He said to adequately checkmate the activities of pipeline vandals and illegal bunkering activities which have negatively impacted on the nations revenue,the state government constituted the Peace Building and Advisory Council,Delta State Waterways and Land Security Committee which contributed greatly in curbing these nefarious activities of the hoodlums.

He noted that Delta State holds the highest gas reserves for power generation in the country, with oil accounting for about forty-eight percent of the state’s revenue, which under scored the strategic importance of protecting the oil sector.

Earlier, the Team Leader, Major General James Myam(rtd) said Delta State was selected for the study tour because of its status as a hub of oil and gas activities in Nigeria.

He stated that the delegation was in the state to understudy measures put in place to secure oil and gas facilities, with a view to harnessing best practices for national application.

The Eleven Month course draws high calibre participants from intelligence and security agencies, and upon completion, they will be awarded a Master’s degree in Strategic Management and Policy Studies

The theme for the study is “Security of Oil and Gas Facilities in the Niger Delta: A Panacea for National Development.”

Committee Reschedules Date For Screening Of Political Appointees from Ethiope East, Ethiope West, Okpe, Sapele And Uvwie LGAs

The Committee for the verification of political appointees has rescheduled the dates for screening of political appointees from Ethiope East, Ethiope West, Okpe, Sapele and Uvwie Local Government Areas following the All Progressive Congress (APC) Ward Congress slated for Wednesday, 18th and Thursday, 19th February, 2026.

According to a statement signed by the Secretary of the Committee, Mr Felix Irevwi the rescheduling of the screening of the appointees from the affected LGA's is to enable them participate in the above-mentioned APC Ward Congress.

The statement further added the rescheduled dates for the screening as follows:

Wednesday, 4th March, 2026
Ethiope East and Ethiope West LGAs

Thursday, 5th March, 2026
Okpe, Sapele and Uvwie LGAs

Leadership Core of Human Progress - Oborevwori

Governor Sheriff Oborevwori has identified leadership as the core of human existence and societal progress and without it progress in government, organizations and churches becomes elusive as everything rises and falls with leadership.

The Governor represented by the Secretary to the State Government (SSG) Dr. Kingsley Emu made this assertion during the National Apex Leadership and Prayer Summit of the Methodist Church, Nigeria, which held at the Delta State Christian Centre, Asaba.

The Governor stated that Christ while using Himself as an example in Mathew 20 vs 25 - 28 was emphatic about who a leader is which he said runs contrary to the world's concept of leadership which is centered on power, position and prestige.

Governor Oborevwori noted that leadership is serving others from a place of sacrifice and selflessness that empowers others and glorifies God.

He said it is not about wielding power and authority over men to massage one's ego or enjoy the perks and privileges of profitable status.

"I am a firm believer in the concept of servant - leadership. A true leader is service oriented, not position minded. Jesus was the model for this type of leadership, when Jesus washed the feet of his disciples, He demonstrated in practical terms his teaching that leaders are meant to serve" the Governor stated.

Governor Oborevwori therefore called on the church to pray for the right people to be elected or appointed into office and to continuously pray for those in leadership positions because they need the fear of God and wisdom of God to make the right choices and decisions that will move the country forward.

Earlier in his welcome address, the Prelate, Methodist Church, Nigeria, His Eminence, Dr. Oliver Ali Aba said the summit was strategically planned to help listen to God together and receive divine direction in a season marked by many uncertainties and pressure.

DTSG, PCC Strengthen Collaboration Against Maladministration

The Delta State Government has assured the Public Complaints Commission(PCC)of it's support in its bid to tackle social injustice and other forms of maladministration across ministries, departments and agencies.

The Secretary to the State Government (SSG), Dr. Kingsley Emu made this known when he received the Federal Commissioner Public Complaints Commission, Delta State Office,Hon. Matthew Uduaghan, and other management staff of the Commission who paid him a courtesy visit in his office in Asaba.

Dr. Emu noted that the Commission was tasked with addressing issues of social injustice and they must live up to their mandate of making the burden of governance lighter for the political class.
He therefore called on the management of the Commission to adhere to the guiding principles upon which it was established.

He pledged that the state government would collaborate with the Commission in addressing and investigating any case brought before it to a logical conclusion.

Earlier in his address, Hon. Uduaghan said the visit was aimed at sustaining the cordial inter-organizational relationship between the Commission and the Office of the Secretary to the State Government.

He commended the state government for providing an enabling environment for the Commission to perform its statutory functions in administrative justice delivery.

Verification Committee On Screening Of Delta State Political Appointees List Those To Come For Screening

Further to the earlier announcement by the Secretary to the State Government on Tuesday, 20th January, 2026 in respect of the Screening of political appointees in the State by the Verification Committee approved by His Excellency, Rt.Hon.Elder Sheriff Oborevwori, Governor of Delta State, the Verification Committee has produced a list of political appointees to be screened.
According to a statement signed by the Secretary of the Committee Mr. Felix Irevwi,the categories of appointees to be screened in the first instance are:
Executive Assistants (EAs);
Senior Special Assistants (SSAs);
Special Assistants (SAs) (incuding SAs/Aides to Hon. Commissioners, Special Advisers, Chairmen and Members of Commissions, Boards, Parastatals and Agencies as well as aides to other Senior Political Appointees); and
Political Appointees in the State House of Assembly (excluding domestic staff).
The statement further added that the screening schedule contained in the earlier announcement by the Secretary to the State Government on the exercise remain valid.
Appointees are requested to come to the screening venue at the Press Centre, (behind the Chapel), New Government House, Asaba between 11.00am and 3.00pm on the scheduled dates with the following:

i) Original Copy of Letter of Appointment;
ii) Voters’ Card; and
iii) Valid DTSG ID Card.
The statement further noted that appointees in the State House of Assembly are not expected to come for their screening on the said scheduled dates as their date(s) will be communicated to them via the Clerk of the State House of Assembly. Also, appointees on Diaspora Matters/Affairs are exempted from the screening.
