DTSG Highlights Multi-Agency Coordination as Path to Improved Security

The Delta State Government has said continuous collaboration, integration, and intelligence sharing among security agencies and non-state actors at all levels would help address the security challenges confronting the nation.

The Secretary to the State Government (SSG), Dr Kingsley Emu made this known when he received participants of the Advanced Defence Intelligence Officers Course 16, 2026, of the Defence Intelligence College, Karu, Abuja, who are on a study tour of the state, with the theme, “Strengthening National Resilience through Integrated Intelligence, Multi-Agency Coordination, and Regional Security Cooperation.”

The SSG stated that no single security agency could effectively tackle the country’s security challenges in isolation, noting that seamless integration of the various players would enhance intelligence gathering and increase security across the country.
According to him, "There must always be collaboration and integration of the ecosystem when we talk about issues of intelligence and security. It is very important. There is a need for collaboration at every level, including non-state actors.

While advocating for stronger regional security cooperation, he stressed that collaboration among states in the same geopolitical region would ensure effective intelligence sharing and make it difficult for criminals to move freely across state borders.

He disclosed that the state government had strengthened its community-based security architecture through the engagement of forest guards and vigilante groups, noting that their knowledge of the terrain remained a major asset in combating insecurity.

Dr. Emu also stated that the decision to reclaim and transform previously abandoned forests into productive economic spaces was part of its strategy of addressing insecurity by removing environments that could harbour criminal elements.

Governor Oborevwori Appoints Chief Henry Afure Sakpra As General Manager Delta State Social Investment Programme

His Excellency, the Governor of Delta State Rt Hon Elder Sheriff F.O. Oborevwori, has approved the appointment of Hon. Chief Henry Afure Sakpra as the General Manager of the Delta State Social Investment Programme with immediate effect.

According to a statement signed by the Secretary to the State Government (SSG) Dr. Kingsley Eze Emu, the Delta State Investment Programme Law 2025 provides for
(a) alleviation of poverty, hunger and all forms of social deprivation among citizens of the state without discrimination;

(b)improve the socio-economic condition of citizens of the State
particularly at the grassroot level by promoting prompt delivery of
services geared towards poverty reduction and alleviation in the State;
and
(c) undertake any other activity appropriate for the Programme for the
effective achievements of the Programme's objectives.

The appointment complements and strengthens the institutional structures for the enhancement of social inclusion and opportunities for all in line with the MORE Agenda of the administration.

Oborevwori To Inaugurate Perm Secretaries' Qtrs, Thursday
..Reaffirms Commitment To Civil Servants' Welfare

The Delta State Government has reaffirmed its commitment to the welfare and professional development of civil servants, describing them as critical partners in the implementation of government policies and programmes.

Secretary to the State Government (SSG), Dr. Kingsley Emu, stated this on Tuesday while inspecting the newly completed Permanent Secretaries’ quarters in Asaba ahead of its inauguration on Thursday, noting that the administration of Governor Sheriff Oborevwori had introduced a number of measures aimed at improving the working conditions and welfare of workers in the state civil service.

Dr. Emu said civil servants were enjoying greater convenience in the state, including a three-day working arrangement, payment of vehicle allowances, access to loans and extensive opportunities for training and capacity development.

“Today, civil servants are seen doing three working days round. That's a lot of convenience. We have paid vehicle allowances and made provisions for loans for them. We send them on training,” he said.

The SSG, who noted that he personally approves training-related matters, said Delta State had committed significant resources to the development of its workforce.

According to him, the Governor regards civil servants as friends and indispensable partners in governance, stressing that the welfare of workers remains a major priority of the administration.

“Civil servants are friends to the government. The government loves them. Our Permanent Secretaries are driving brand new vehicles,” Emu said.

He explained that the provision of the new quarters was part of a broader programme of welfare interventions being implemented by the Oborevwori administration, assuring civil servants that the government would continue to introduce initiatives that would improve their welfare.

Emu also highlighted what he described as the administration’s efforts to accommodate retired and former civil servants, noting that some workers who had left the system had been reintegrated into government programmes.

The SSG said the administration’s commitment to civil servants was informed by the pivotal role they play in governance, describing the civil service as the implementing arm of the public service.

“Governor Oborevwori is not just for the people. He's even so much so for the civil servants because he believes that they lay the golden eggs,” Emu said.

Turning specifically to the newly completed Permanent Secretaries’ quarters, Dr. Emu described the structures as elegant edifices befitting the status of the apex administrative officers in the state civil service.

“The entire PS complex are for civil servants. The Permanent Secretaries are the apex of the civil service. We have these new, elegant edifices. We have 12 of them, four bedrooms each, with all air-conditioned and then with all the facilities that you can think of. There’s going to be unlimited power here, 24-7. The roads are well paved and they are well secured,” he stated.

The SSG, however, stressed that the government’s housing interventions were not limited to Permanent Secretaries, explaining that the administration was developing alternative housing arrangements for other categories of civil servants through partnerships with private developers and the Federal Mortgage Bank.

The Delta State Government has announced the indefinite suspension of Hon.Izeze Rume Yakubu Reuben,Commissioner for Works(Highway and Urban Roads)with immediate effect.

According to a statement signed by the Secretary to the State Government (SSG), Dr Kingsley Eze Emu, the suspension is to enable the Security Agencies carry out an unbiased investigation of allegations associating him with the assault on the Senior Special Assistant on Protocol, Mr. Simon Mudi also known as (Temple) at the Petroleum Training Institute(PTI) Effurun,recently.

The statement added that the State Government remains committed to the maintenance of public safety in all circumstances which guarantees law and order and the sanctity of lives.This position is upheld even when institutions of state are involved.

Economic Summit: Future Generations' Prosperity Is Our Goal - Oborevwori

Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Wednesday declared that his administration's drive to diversify the state's economy is aimed at securing prosperity of future generations.

Speaking while receiving a delegation of Brazilian and Malaysian investors who paid him a courtesy visit after inspecting key investment sites across the state at the close of the Delta State Economic and Investment Summit in Asaba, the governor reaffirmed his administration's commitment to creating an enabling environment for investors to invest.

Oborevwori said the summit was designed to showcase Delta's vast economic potential and reassure local and foreign investors that the state is ready for business.

"We cannot continue to depend only on oil. We must lay a solid foundation outside the oil sector for this generation and those coming after us. That is why this economic summit is very important," he said.

The governor commended the foreign delegations for participating fully in the three-day summit and undertaking inspections of strategic investment locations, including the Kwale Special Economic Zone, describing their sustained engagement as evidence of confidence in the state's investment prospects.

He said his administration had continued to invest heavily in roads, bridges, healthcare, education and other critical infrastructure to improve the ease of doing business, assuring investors of adequate security and attractive returns on investment.

"We are ready for business. We are providing the infrastructure investors require, including good roads and a peaceful environment. Nobody wants to invest where there is no return, and Delta offers strong investment opportunities," Oborevwori said.

Leader of the Brazilian delegation, Roberto Fonseca, said the investors were leaving Delta with renewed confidence after spending four days engaging government officials, business leaders and inspecting investment sites.

According to him, the delegation held extensive meetings and identified several viable investment opportunities, expressing optimism that the engagements would soon translate into concrete projects.

Fonseca announced that the delegation would return to Delta in October with more investors to implement Memoranda of Understanding, conclude feasibility studies and finalise joint venture agreements.

He identified cassava processing, a 100-megawatt thermal power project within the Kwale Special Economic Zone and integrated cattle ranching as the three most advanced investment initiatives currently under discussion.

He said the proposed cassava processing project would significantly increase value addition by producing industrial and consumer products, including food, pharmaceuticals, cosmetics, plastics and soap, while also improving productivity through the transfer of Brazilian agricultural technology to local farmers.

Managing Director of the Brazilian Export and Investment Promotion Agency, Juliano Desaro, thanked the Delta State Government for its hospitality, describing the visit as enriching and expressing confidence that Brazilian companies would take advantage of the investment opportunities available in the state.

Desaro said the agency would continue promoting stronger economic cooperation between Brazil and Delta State by encouraging more Brazilian businesses to invest in the state.

Also speaking, the Malaysian High Commissioner to Nigeria, Aiyub Omar, described his first visit to Delta State as impressive, noting the rapid pace of development and abundant opportunities, particularly in agriculture.

He said Malaysia was interested in partnering with Delta State on large-scale agricultural projects, including the proposed development of about 12,000 acres of farmland, drawing on Malaysia's extensive expertise in plantation agriculture and export-oriented agribusiness.

The envoy expressed optimism that deeper collaboration between Malaysia and Delta State would boost agricultural productivity, create jobs and strengthen economic ties between Malaysia and Delta State.

Economic Summit: We Are Ready To Invest In Delta - Brazil, Malaysia Investors

The Delta State Government's drive to attract foreign direct investment received a major boost on Wednesday as investors from Brazil, Malaysia and the United States expressed strong interest in investing in the state's agriculture, energy and industrial sectors following an inspection tour of key investment sites across the state.

The investors, who participated in the Delta State Economic and Investment Summit, visited the Kwale Special Economic Zone, where they were conducted round the facilities of Kwale Gas Gathering Hub and Phoenix Company.

The team also visited Skyward Resources Group in Oleh and Uzezi Farms in Oyede, where they commended the state's investment-friendly environment and pledged to explore strategic partnerships.

Leader of the Brazilian agribusiness delegation, Roberto Fonseca, described the Kwale Special Economic Zone as a well-conceived initiative capable of attracting global investors and boosting Nigeria's industrialisation.

Fonseca said the delegation had monitored developments at the economic zone for some time before they decided to visit, adding that the project reflected the Delta State Government's commitment to creating an enabling environment for investment.

He disclosed that the Brazilian group was considering investments in gas-fired power generation and a cassava processing plant through a joint venture arrangement, noting that Kwale's strategic location made it an ideal destination for such projects.

"We have been studying the Kwale Special Economic Zone with great interest because we believe it is a very wise decision by the Delta State Government. We are planning investments in natural gas power generation and cassava processing, and I believe the Brazilian flag will soon stand alongside the Nigerian flag here in a fruitful partnership," he said.

During a visit to Skyward Resources Group and Uzezi Farms, Fonseca praised the modern agricultural facilities, describing them as evidence that Nigeria possesses the capacity to strengthen food production and achieve food security.

He said Brazil, regarded as one of the world's leading agribusiness nations, was prepared to invest in ranching, beef processing and partner Nigeria through technology transfer and innovation to improve agricultural productivity.

"Food security remains one of Nigeria's biggest challenges, and Brazil is ready to contribute by bringing technology, expertise and investment. We are committed to partnering Nigeria to build a stronger agricultural sector," he stated.

Also speaking, Malaysian High Commissioner to Nigeria, Aiyub Omar, said Malaysia was exploring investment opportunities in Delta State's agricultural sector, particularly oil palm development.

The envoy noted that he attended the summit alongside representatives of Malaysian agribusiness firms with extensive experience in large-scale plantation management, including operators managing over 12,000 hectares of oil palm in Nigeria.

He said discussions had already commenced with Governor Sheriff Oborevwori on possible collaboration to develop Delta's oil palm industry, expressing confidence that Malaysia's expertise could support the state's agricultural transformation.

Founder of Agrinexus, Dr. Shermal Perera, said his organisation was already working in Nigeria and had begun collaborating with local partners in Delta State.

Perera disclosed that Agrinexus serves as technical partner to JB Farms, one of Nigeria's leading oil palm companies, while also supporting DELCOM on a proposed smallholder oil palm development programme.

He added that the company had brought an American investor to explore investment opportunities in Delta, stressing that international interest in the state was already translating into concrete business engagements.

Speaking during the tour, Delta State Deputy Governor, Sir Monday Onyeme, who led the delegation, said the state deliberately combined investment discussions with field visits to existing businesses to demonstrate that Delta was genuinely prepared for investment.

According to him, the inspection tour was designed to convince prospective investors that beyond presentations at the summit, the state already possesses thriving private sector investments ready for expansion through international partnerships.

"What we are looking for is partnership, technology and expertise. We want investors to see that Delta means business. We have indigenous entrepreneurs who are here to stay and are ready to partner with investors from across the world. We want you to have confidence that your investments will be safe in Delta State," Onyeme said.

Managing Director of Skyward Resources Group, Chief Eta Enahoro, said his agricultural enterprise had been developed with significant Brazilian technical support, noting that the company's greenhouse facilities, poultry operations and feed mill were built using Brazilian expertise.

He revealed that the farm currently operates 42 greenhouse units and a poultry facility with a capacity exceeding 30,000 birds, while calling on foreign investors to partner the company in expanding its operations.
