Firstly, the government implemented a revenue reform agenda, which included the establishment of the Oyo State Revenue Agency (OYSA). This agency is responsible for centralizing and streamlining revenue collection, reducing leakages and inefficiencies.

Additionally, the state government introduced a new tax law, which harmonized taxes and levies, making it easier for taxpayers to comply.

Secondly, Governor Makinde's administration invested heavily in technology to enhance revenue collection and monitoring. The state deployed digital solutions such as the Electronic Revenue Collection System (ERCS) and the Treasury Single Account (TSA).
