NIGERIA COMMITTED TO ACHIEVING ACCESS TO SUSTAINABLE WATER, SANITATION SERVICES. >PROF. UTSEV.

The Federal Government has restated its commitment to achieving access to clean, safe , sustainable water and sanitation services for citizens.

Honourable Minister of Water Resources and Sanitation Engr.Prof. Joseph Terlumun Utsev, FNSE stated this today while addressing the global community at the ongoing Africa Water and Sanitation Systems Leadership Symposium holding in Kigali, the Republic of Rwanda.

Prof. Utsev informed the international community that under the administration of President Bola Ahmed Tinubu, the Nigerian government has moved the water and sanitation sector from fragmented institutions to a more coordinated national systems by bringing all stakeholders on board through various programs, projects and reforms.

Some of the reforms according to the Minister include, Sustainable Urban and Rural Water Supply,Sanitation, and Hygiene, SURWASH, Clean Nigeria;Use the Toilet Campaign, Sustainable Power and Irrigation for Nigeria, SPIN, Partnership for Expanded Water Supply, Sanitation and Hygiene, PEWASH, and the National Action Plan through collaboration with development partners such as the World Bank, African Development Bank, UNICEF, Water Aid and private sector to complement government resources.

According to him, as part of unwavering commitment to accelerate the attainment of the Sustainable Development Goal six target by the year 2030,the Nigerian government through his ministry has commenced the development of the National Water Compact, designed to address water for people, water for food and water for planet in collaboration with states and local governments adding that, the final draft of Water Compact will be validated by stakeholders this month.

Prof.Utsev said, the Nigerian government through AMCOW, is collaborating with other African countries towards the attainment of the Africa Implementation Programme, AIP.

He emphasised the need for stronger collaboration from leaders ,development partners and other critical stakeholders across Africa to accelerate action towards achieving universal access to clean safe and sustainable water for citizens .

Earlier, while declaring the Symposium open, Prime Minister of the Republic of Rwanda, Doctor Justin Nsengiyumva , appealed to leaders and development partners across Africa to make sincere commitments and practical actions towards achieving Africa's vision of achieving access to sustainable water and sanitation services by the year 2063.

The Symposium with the theme "Accelerating Water and Sanitation Transformation for Sustainable Impact ” is being hosted by the Government of Rwanda, co-convened by the African Minister's on Water (AMCOW)and facilitated by IRC Africa, focuses on strengthening leadership, governance, regulation, professional capacity, and strategic public finance to create reliable and investment ready systems is being attended by over 700 delegates across African and the World.

Flooding: FG, Lagos Chart Joint Strategy to Avert Future Disasters

The Federal Government has reaffirmed its commitment to working closely with the Lagos State Government to address flooding, improve water supply and sanitation as well as enhance the resilience of communities through sustainable infrastructure and collaborative interventions.

The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, gave the assurance during an assessment visit to flood-prone communities and critical water infrastructure in Lagos State.

Speaking during the visit, the Minister described Lagos as one of Africa’s fastest-growing cities, stressing that whatever affects Lagos has significant implications for Nigeria and the African continent.

He explained that the assessment forms part of the Federal Government’s nationwide initiative to evaluate water resources, sanitation, hygiene, and flood-related challenges across the 36 states and the Federal Capital Territory, with a view to developing practical, long-term solutions.

According to the Minister, the visit provides an opportunity to identify areas requiring urgent intervention while strengthening collaboration among the Federal Ministry of Water Resources and Sanitation, the Lagos State Government, development partners, and the private sector.

He commended the Lagos State Government, the Nigeria Hydrological Services Agency (NIHSA), and the Ogun-Osun River Basin Development Authority for the proactive measures being implemented to mitigate flooding and improve water resources management across the state.

“The administration of President Bola Ahmed Tinubu believes strongly in collaboration..We will continue to engage the Lagos State Government, the private sector, and development partners to develop sustainable mechanisms that will address the challenges we have observed and improve the living conditions of the people,” the Minister said.

Prof. Utsev noted that indiscriminate wastes disposal into drainage channels remains a major contributor to urban flooding and appealed to residents to support government efforts by protecting drainage infrastructure and maintaining a clean environment.

He also acknowledged the effectiveness of some of the innovative flood control measures already deployed by the Lagos State Government, particularly the Ilubirin Mechanical Pumping Station, which is designed to channel excess floodwater into the lagoon. He described the initiative as a practical engineering solution that deserves greater support and replication where necessary.

The Minister explained that comprehensive engineering assessments and detailed designs would be undertaken before determining the scope, cost, and implementation timeline of additional interventions. He added that opportunities for integrating hydropower generation into future water infrastructure projects would also be explored where technically feasible, creating employment opportunities while improving infrastructure sustainability.

The Director-General of the Nigeria Hydrological Services Agency (NIHSA), Arc. Umar Ibrahim Mohammed, said the Federal Government’s flood mitigation efforts are being guided by scientific forecasts and hydrological data.

He recalled that the 2026 Annual Flood Outlook projected above-normal rainfall across many parts of the country, warning that continued rainfall could result in additional flooding due to climate variability and changing hydrological patterns.

According to him, while the Government is not hoping for further flooding, the prevailing climatic conditions require sustained vigilance, continuous early warning dissemination, and proactive responses from all stakeholders.

Also speaking, the Special Adviser to the Governor of Lagos State on Environment, Engr. Olakunle Rotimi-Akodu, said the state government had issued several early warning advisories ahead of the rainy season using forecasts from relevant agencies, including the Nigerian Meteorological Agency (NiMet) and the Ogun-Osun River Basin Development Authority.

He noted that residents in vulnerable communities were sensitised through conventional and digital media platforms to prepare for possible flooding, while the state continues to invest in innovative flood management infrastructure such as the Ilubirin Mechanical Pumping Station, which has significantly reduced flooding in parts of Lagos Island.

Engr. Rotimi-Akodu welcomed the Federal Government’s intervention, particularly in areas where flooding affects communities across state boundaries, expressing confidence that stronger collaboration would accelerate the delivery of lasting and sustainable solutions.

A resident of Ilo-Awela in Alimosho Local Government Area, Mr. Lawal Sunday, expressed appreciation to the Lagos State Government for previous erosion control interventions and appealed to the Federal Government to expedite the construction of the proposed bridge serving the community.

He said the project would significantly improve access, reduce hardship, and enhance the quality of life of residents, while also urging continued public enlightenment to discourage indiscriminate dumping of refuse into drainage channels.

During the assessment tour, the Minister and his delegation and top Lagos State officials visited the Ilubirin Mechanical Pumping Station on Lagos Island; the Signal Barracks Primary Drainage Channel in Ajegunle; the System 5 Drainage Channel in Apapa-Iganmu Local Council Development Area; the Ilo-Awela River in Alimosho Local Government Area; Public Toilet to end Open Defection at Orile Iganmu and the Ogombo River off the Lagos Coastal Highway corridor.

FG, Lagos State Strengthen Partnership on Flood Resilience, Water Sector Reforms and Sanitation

The Federal Government and the Lagos State Government have reaffirmed their commitment to strengthening collaboration in the areas of flood resilience, sustainable water resources management, urban water sector reforms and sanitation to improve the well-being of Nigerians.

The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, made this known during a courtesy visit to the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, at the Lagos House, Marina, on Thursday.

Speaking during the visit, the Minister expressed appreciation to the Governor for the warm reception accorded to him and his delegation. He also conveyed the Federal Government’s sympathies to the Government and people of Lagos State over the recent flooding incidents experienced across the State.

Prof. Utsev noted that as one of Africa’s fastest-growing megacities, Lagos occupies a strategic position in the nation’s development, making collaboration between the Federal Ministry of Water Resources and Sanitation and the Lagos State Government essential to addressing emerging water resources and sanitation challenges.

He identified three key areas for enhanced collaboration: strengthening flood resilience, accelerating the attainment of Open Defecation Free (ODF) status, and advancing sustainable urban water sector reforms to improve service delivery and attract greater investment.

The Minister observed that flooding has become an increasingly serious challenge in Lagos, particularly during the rainy season, with devastating impacts on homes, businesses, transportation and critical infrastructure. He attributed the recurring floods to several factors, including the State’s coastal geography, rapid urbanisation, climate change, rising sea levels and increasingly intense rainfall.

He disclosed that the Annual Flood Outlook (AFO) 2026, issued by the Nigeria Hydrological Services Agency (NiHSA), identified Lagos State as one of the 33 states at high risk of flooding, underscoring the need for proactive planning, early warning systems and stronger intergovernmental collaboration.

Prof. Utsev commended the Lagos State Government for the various measures already being implemented to mitigate flooding and reaffirmed the Federal Government’s readiness to work closely with the State to strengthen flood resilience through integrated water resources management, improved drainage infrastructure, nature-based solutions, effective urban planning and enhanced institutional coordination.

The Minister also acknowledged Lagos State’s interest in participating in the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Programme, describing it as a strategic platform for improving water supply and sanitation services through institutional reforms, strengthened governance, enhanced service delivery and performance-based financing.

On sanitation, Prof. Utsev commended the State Government’s efforts to improve sanitation and hygiene while calling for accelerated action towards achieving Open Defecation Free status, particularly in underserved communities.

The Minister also informed the Governor that the Ministry had developed the first draft of the National Water Compact, a strategic framework designed to drive transformative reforms across Nigeria’s water sector through improved policy coherence, institutional coordination, investment mobilisation and sustainable water resources management in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.

He highlighted additional Federal Government initiatives aimed at reducing flood risks, including the launch of the National Flood Intelligence Monitoring System and the Multi-Hazard Flood Early Warning System by the Nigeria Hydrological Services Agency (NiHSA). According to him, the systems will strengthen flood forecasting, support early action and improve coordination among governments, communities and other stakeholders to minimise the impact of flooding.

Prof. Utsev reaffirmed the commitment of the Federal Ministry of Water Resources and Sanitation to working closely with Lagos State and development partners to improve water supply, sanitation services and resilient water infrastructure capable of meeting the demands of the State’s rapidly growing population.

Responding, the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, welcomed the Honourable Minister and his delegation and appreciated the Federal Government’s commitment to supporting the State in addressing flood-related challenges.

Governor Sanwo-Olu underscored the strategic economic importance of Lagos State and acknowledged the increasing effects of climate change on the State, particularly flooding and other environmental challenges. He stressed the need for sustained collaboration between the Federal and State Governments in implementing practical and sustainable measures to mitigate the adverse effects of climate change.

The Governor further disclosed that Lagos State had already developed a comprehensive strategy for attaining Open Defecation Free status and expressed the State Government’s readiness to work closely with the Federal Ministry of Water Resources and Sanitation to strengthen sanitation, improve hygiene services, enhance flood management and promote sustainable water resources development.

The meeting reaffirmed the shared commitment of both governments to building a cleaner, healthier, safer and more climate-resilient Lagos State while advancing national efforts towards sustainable water resources management and improved sanitation services for all Nigerians.

Present at the meeting were the Director-General of the Nigeria Hydrological Services Agency (NISHA), Arc. Umar Ibrahim Mohammed; the Managing Director/Chief Executive Officer of the Ogun-Osun River Basin Development Authority, Engr. FG to Construct New Dam in Limpye, Kanke LGA, Plateau State; Assures Timely Completion of Mangu Dam

The Federal Government has announced plans to construct a new dam in Limpye, Ampang East District of Kanke Local Government Area, Plateau State, as part of efforts to improve water supply, irrigation, and power generation in the North-Central region.

The Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, disclosed this today when he led the National Chairman of the All Progressives Congress (APC), Engr. Prof. Nentawe Goshwe Yilwatda, FNSE, and the Director, Dams and Reservoir Operations/Director Overseeing the Office of the Permanent Secretary, Engr. Ali Ibrahim Dallah, FNSE and other technical experts on an assessment visit to the proposed dam site. He also assured that the Mangu Dam in Pankshin Local Government Area, which is 90 per cent completed, would soon be completed and commissioned.

According to the Minister, the visit was undertaken on the directive of President Bola Ahmed Tinubu to assess dams across the country and determine their condition for rehabilitation and development.

Prof. Utsev explained that the Limpye Dam project would commence after the completion of feasibility studies, detailed designs, and approval by the Federal Executive Council (FEC).

He stated that the proposed dam would provide clean, safe, and sustainable water to communities in Kanke and surrounding areas, enhance irrigation farming, create employment opportunities for women and youths, and increase hydropower generation for the national grid.

The Minister further reiterated that the Mangu Dam has reached 90 per cent completion and is designed to support irrigation, hydropower generation, and potable water supply.

He also disclosed that dams being constructed along the Sokoto–Badagry Superhighway corridor are intended to provide domestic water supply, reduce farmer-herder conflicts, promote all-season agriculture, and improve electricity generation.

Speaking on the Alau Dam in Borno State, Prof. Utsev said rehabilitation works are ongoing, while several other dams across the country are also at advanced stages of completion .

The Minister commended President Bola Ahmed Tinubu for his unwavering support for the water and sanitation sector and assured him of the Ministry’s commitment to delivering on its mandate. He urged the people of Plateau State to appreciate the President’s developmental strides and continue to support his administration.

Speaking during the visit, the APC National Chairman, Engr. Prof. Nentawe Goshwe Yilwatda, said the proposed Kanke Dam, upon completion and reticulation, would address water supply challenges, boost electricity generation, improve road access, create economic opportunities, and serve as a tourist attraction.

According to him, ‘’The reticulation is not for Kanke alone. It will extend from Limpye to Lantan and back into the Local Government Area, providing potable water to communities that have never had access to pipe-borne water. That is what President Bola Ahmed Tinubu is doing for rural communities through urban renewal, infrastructure development, and inclusive national growth.”

He added that the Tinubu administration has prioritised the development needs of Plateau State and the entire North-Central region through several legacy projects and called on citizens to continue supporting the government with their prayers.

The Director, Dams and Reservoir Operations and Director Overseeing the Office of the Permanent Secretary, Engr. Ali Ibrahim Dallah, FNSE, explained that the visit was for a pre-feasibility assessment to determine the suitability of the proposed site for the construction of the Limpye Dam. He noted that subsequent visits would involve detailed feasibility studies, engineering designs, and the preparation of comprehensive technical reports by experts.

Also speaking during the visit, the Plateau State Commissioner for Water Resources and Energy, Hon. Bashir Lawanndi Datti, expressed appreciation to President Bola Ahmed Tinubu for approving the laudable projects, describing them as critical interventions that would significantly improve the livelihoods of the people of Plateau State.

Earlier, the delegation paid a courtesy visit to the Golong Ngas, Chief Jika Golit, to formally notify him of the proposed project and seek the support of the traditional institution for its successful implementation.

The high point of the visit was the decoration of the Honourable Minister with the traditional regalia of the Ngas people of Pankshin Local Government Area and Dungung District of Kanke Local Government Area.

FEDERAL MINISTRY OF WATER RESOURCES AND SANITATION REAFFIRMS COMMITMENT TO INTER-MINISTERIAL COLLABORATION TO ACHIEVE FOOD SECURITY, POVERTY REDUCTION.

The Federal Ministry of Water Resources and Sanitation is to strengthen inter-ministerial collaboration to achieve food security,enhance job creation, economic growth and development of the country in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu administration.

Honourable Minister of Water Resources and Sanitation Engr Prof Joseph Terlumun Utsev, FNSE, announced this today at the High Level Briefing on the Draft Nigeria Strategy and Action Plan for the Implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration 2026-2035),organised by the Federal Ministry of Agriculture and Food Security and other development partners, held at the Transcorp Hilton ,Abuja.

Prof Utsev who underscored the importance of a coordinated, multi-sectoral approach to achieving sustainable agriculture transformation, food security and economic growth,reaffirmed the commitment of his ministry to providing the water resources required to support year-round agriculture in the country.

Highlighting the ongoing efforts to scale up food production through irrigated agriculture, Prof. Utsev said,his ministry is developing and expanding the existing dams and reservoirs, expanding irrigation infrastructure and ground water as well as flood and risk management, ecosystem protection among others.

While aligning with the Kampala Declaration aimed at transforming Africa's agrifood systems, the Minister advocated a stronger integration of water resources planning into national agricultural investment programmes .

He called for greater investment in climate- smart irrigation, rainwater harvesting, watershed restoration and resilient water infrastructure as well as improved hydrological monitoring, early warning systems and climate information services to support farmer's decision making.

Prof. Utsev who emphasised that water remains the foundation for agriculture development, stressed the need for private sector investment in water infrastructure, noting that, the twelve River Basin Development Authorities across the country and other agencies under his ministry will continue to work closely with the private sector to increase food production and add value to the lives of millions of Nigerians.

There were presentations by the Honourable Ministers of Agriculture and Food Security Senator Abubakar Kyari, that of Budget and Economic Planning, Senator Atiku Bagudu ,Minister of Livestock Development Alh Idi Muktar among other ministers.
