Nigerian Midstream and Downstream Petroleum Regulatory Authority The NMDPRA is the Midstream and Downstream Technical and Commercial Regulator of the Oil&Gas Industry

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (Otherwise known as “The Authority”) was created in September 2021 in line with the Petroleum Industry Act which seeks to provide legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry and development of Host Communities. The Authority is responsible for the technical and commercial regulation of the midstream and downstream operations in Nigeria. With the merger of three extant oil regulatory agencies: Department of Petroleum Resources (Gas Operations, Domestic Gas Supply and Utilization), Petroleum Products Pricing Regulatory Agency (PPPRA) and Petroleum Equalization Fund (PEF). The Authority was birthed to a new dawn with the key objective to establish a progressive fiscal framework that encourages investment in the Nigerian petroleum industry, provides clarity, enhances revenues for the government while ensuring a fair return for investors.

NMDPRA Engages Gas Processing Companies to Strengthen LPG and Propane Distribution Compliance

The Authority has engaged Gas Processing Companies in a meeting aimed at strengthening compliance with regulatory standards and ensuring the sustained distribution of Liquefied Petroleum Gas (LPG) and Propane across the country.

The engagement focused on the need for gas processors and other industry stakeholders to maintain the required standards in the processing, handling and distribution of LPG and propane, in line with the Authority’s regulatory mandate.

The Authority emphasised that adherence to established standards is critical to ensuring the availability of safe, quality and reliable LPG for consumers nationwide, while also supporting the growth and development of the domestic LPG market.

The meeting further provided an opportunity for the Authority and industry operators to address operational concerns, enhance collaboration and identify measures to improve the efficiency and reliability of LPG distribution.

NMDPRA reaffirmed its commitment to effective regulation that promotes market stability, protects consumers and creates an enabling environment for sustainable investment in the midstream and downstream petroleum sector.

The engagement underscores the Authority’s commitment to being Firm in Regulation, Fair in Conduct and Fast in Ex*****on, while working collaboratively with industry stakeholders to strengthen Nigeria’s LPG value chain.

NMDPRA Reaffirms Commitment to Firm, Fair and Fast Regulation at Pengassan Energy and Labour Summit 2026

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has reaffirmed its commitment to effective regulation that promotes investment, energy security, industrial growth and sustainable employment in Nigeria’s petroleum sector.

Speaking on Day Two of PELS 2026, the Executive Director, Corporate Services & Administration, Malam Bashir Sadiq, delivered the keynote address on behalf of the Authority Chief Executive, Mallam Rabiu A Umar on “Strengthening Regulatory Frameworks for Stability and Growth.”

He emphasised that the success of the Petroleum Industry Act (PIA) 2021 would ultimately depend on effective implementation and measurable outcomes, noting that regulation must enable investment rather than create unnecessary barriers.

Malam Sadiq highlighted the Authority’s regulatory philosophy: Firm in Regulation, Fair in Conduct and Fast in Ex*****on, stressing that responsiveness does not mean weakness, while speed does not mean recklessness.

He also underscored the importance of human-capital development and safety, describing training as an investment in the workforce and safety as non-negotiable.

The keynote called for stronger collaboration among government, regulators, operators and organised labour, stressing that regulatory certainty, compliance, investment, productivity and industrial harmony are essential to building a resilient and competitive petroleum industry.

He reaffirmed NMDPRA’s commitment to transparent engagement, improved regulatory processes, technology adoption, market surveillance and a solution-oriented approach in delivering sustainable value to Nigerians.

Commission Chief Executive Reciprocates Courtesy Visit, Reaffirms Regulatory Collaboration & Functional Alignment.

The Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Mrs. Oritsemeyiwa Eyesan, has paid a return courtesy visit to the Authority Chief Executive (ACE), Mallam Rabiu A. Umar, at the Authority’s headquarters in Abuja.

The visit follows the ACE’s earlier visit to the NUPRC shortly after assuming office, underscoring the cordial relationship and mutual support between the two sister agencies.

Discussions during the meeting centred on strengthening collaboration, coordination and synergy between the upstream, midstream and downstream regulatory institutions, with both Chief Executives recognising the importance of a unified regulatory approach in advancing Nigeria’s Oil and Gas industry.

The relationship between the two regulatory leaders has also been reflected in their active support for each other’s initiatives and engagements. Mallam Rabiu A. Umar recently participated in the golf tournament organised by the NUPRC in Warri, as further demonstration of his support for the Commission’s activities and corporate interests.

Similarly, the NUPRC Chief Executive was present at the recently concluded West Africa Refined Fuel Markets Conference organised by the NMDPRA, further highlighting the shared commitment of both agencies to initiatives that promote growth, investment and stability across Nigeria’s petroleum sector and the wider West African market.

The continued engagements between the two institutions reflect a shared understanding that effective regulation requires collaboration across the petroleum value chain. Through sustained synergy, NUPRC and NMDPRA are strengthening institutional coordination and collectively supporting the development of a more efficient, competitive and investment-friendly Nigerian petroleum industry.

West Africa Refined Fuel Market Conference Concludes in Abuja

The second edition of the West Africa Refined Fuel Market Conference has concluded in Abuja, with stakeholders calling for stronger financing, regulatory convergence and greater synergy to accelerate the development of an integrated West African Petroleum Price Referencing market

The 2-day conference organized by the NMDPRA in collaboration with S&P Global Commodity Insights and the West African Regulators Forum, brought together together key government officials, regulators, industry leaders, investors and market experts.

Day Two featured panel discussions focused on financing strategic infrastructure, regulatory convergence and strengthening collaboration among regulators and industry stakeholders. Participants emphasised the need for bankable infrastructure projects, predictable regulatory frameworks and stronger regional cooperation to facilitate cross-border petroleum trade.

The conference concluded with a closing remark by the Authority Chief Executive, Mallam Rabiu A. Umar, who reaffirmed the Authority’s commitment to working with regional partners and stakeholders to build a transparent, liquid and resilient West African petroleum market.

Mallam Umar stressed that the region’s ambition to become a credible centre for petroleum price recovery and trading would require sustained investment, cross border regulatory cooperation, operational resilience and above all, wholesome ex*****on of strategic plans to achieve agreed objectives.

Today, the Authority hosted the West Africa Refined Fuel Market Conference in collaboration with S&P Global and West African Regulators Forum at the Transcorp Hilton, Abuja.

In his goodwill message, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, said Nigeria cannot afford to draw back on the progress made in the oil and gas sector, describing the conference as a turning point in Africa’s pursuit of energy sovereignty.

He emphasised the need to sustain the momentum by attracting the investments required to expand refining capacity, develop critical petroleum infrastructure, strengthen distribution networks, and create a more competitive and resilient regional energy market.

Speaking at the opening, the Authority Chief Executive (ACE), Mallam Rabiu A. Umar, highlighted the significance of this year’s theme: “Funding West Africa Infrastructure & Distribution to Create a Transparent Market for Regional Price Benchmarks.”

He noted that the conference provides an important platform to take stock of the progress made since the inaugural conference in 2025, address outstanding challenges, and identify the investments and actions required to position West Africa as a credible petroleum pricing and trading hub.

The ACE underscored that the focus is clear: funding infrastructure and distribution, deepening market transparency, strengthening operational performance, and creating the physical and commercial conditions necessary for credible regional price benchmarks. While last year’s discussions centred on establishing the foundations, this year’s priority is firmly on ex*****on.

He further emphasised the critical role of the West Africa Regulators Forum in advancing regional energy security. He stressed the need for regulators to move beyond localised oversight towards active facilitation of cross-border energy cooperation through regulatory convergence, information sharing, aligned standards, interoperable market rules, improved cross-border trade processes, and the development of a regulatory framework capable of supporting a deeper and more integrated regional market.

At the conference, the Executive Director, Economic Regulations and Strategic Planning, Prof. Zainab Gobir, emphasised that the true measure of the Forum’s success would be the progress achieved beyond the conference, through stronger collaboration, improved communication, and tangible action on shared priorities.

She urged member institutions to focus on implementation by clearly identifying responsibilities, focal points, and the support required to translate recommendations into coordinated action.

The conference concludes tomorrow with anticipated robust conversations aimed at consolidating the gains of the opening day and setting the template for further regional integration through product refining, market alignment, and price benchmarking.
