NILDS NILDS Provides Research,Policy Analysis & Training on Democratic Governance and Legislative Practice.

The National Institute for Legislative and Democratic Studies (NILDS) is an organ of the National Assembly established by an Act of Parliament. President Goodluck Jonathan signed into law the National Institute for Legislative Studies Act 2011 on March 2nd 2011 following the passage of the same by the Senate and the House of Representatives. NILDS builds on the successes of the Policy Analysis and

Research Project (PARP), established in 2003 as a capacity building institution of the National Assembly with the financial support of the African Capacity Building Foundation (ACBF). For over 7 years PARP has helped to strengthen the capacities of legislators and ensure that the positions and proposals advanced by the National Assembly are informed by requisite research and analytical support. In 2016, the Institute’s Governing Council approved the establishment of new department of Democratic Studies as well as a Department for Post Graduate Studies. On January 26th, 2018, President Muhammadu Buhari signed the National Institute for Legislative Studies (Amendment) Act, 2017. This expansion will enable the Institute to provide capacity development services to democratic Institutions and governance in Nigeria.

National Institute for Legislative and Democratic Studies, NILDS, on Thursday, 14th May, 2026, hosted a Sabbatical Valedictory Lecture titled “Optimizing Security Sector Financing in Nigeria: A Stochastic Framework for Legislative Oversight and Resource Efficiency.”

The event brought together scholars, staff members, and stakeholders in the legislative, academic, and security sectors to deliberate on innovative approaches to public resource management, accountability, and security sector efficiency in Nigeria.

Delivering his opening remarks, Director General, NILDS, Professor Abubakar O. Sulaiman expressed appreciation to participants and emphasized the importance of intellectual discourse in addressing national issues. He noted that the theme of the lecture was highly relevant to Nigeria’s current security realities and the growing need for prudent, transparent, and efficient management of security resources.

While delivering his paper, Professor Sunday Ewansiha Omosigho examined the challenges of security sector financing in Nigeria and emphasized the need for data-driven and efficient resource management strategies. He also underscored the importance of strengthening legislative oversight and accountability mechanisms to enhance transparency, efficiency, and effectiveness in the management and utilization of security resources.

On Thursday, 7th May, 2026, National Institute for Legislative and Democratic Studies, NILDS, commenced a 2-Day Orientation Programme for newly recruited staff.

In his opening remarks, Director General, NILDS, Professor Abubakar O. Sulaiman charged the new staff to uphold competence, professionalism, and dedication in the discharge of their duties. He stressed that the Institute places high value on capacity and excellence rather than ethnicity or religious considerations.

He also noted that the management remains committed to staff welfare and infrastructural development despite existing challenges, adding that the orientation programme was organised to properly integrate the new staff into the system and acquaint them with the values and operations of the Institute.

On Wednesday, 6th May 2026, Director General, National Institute for Legislative and Democratic Studies, NILDS, Prof. Abubakar O. Sulaiman received participants from the Cross River State House of Assembly and formally presented certificates to them upon the successful completion of a three-day Capacity Building Workshop.

The training focused on “Improving Accuracy in Recording Parliamentary and Committee Proceedings in the Age of Artificial Intelligence and Other Advanced Technologies,” equipping participants with modern skills and tools to enhance legislative documentation and reporting.

On Tuesday, 5th May 2026, Chinenye Anaemena led a delegation from the Young Communicators Initiative on a courtesy visit to the Director General, National Institute for Legislative and Democratic Studies, NILDS, Prof. Abubakar O. Sulaiman.

The visit was aimed at exploring areas of strategic partnership and collaboration between both institutions, particularly in the areas of capacity building, youth engagement in governance, policy communication, and democratic development. Discussions also focused on creating opportunities for training, research, and knowledge exchange that would empower young communicators to effectively contribute to Nigeria’s democratic processes.

During the engagement, both parties expressed a shared commitment to fostering impactful initiatives that promote civic education, strengthen public communication, and support the development of a more informed and participatory society.
