Darma Inspects Kano Renewed Hope City Project, Commends PPP Arrangement

* Says housing project inspections aimed at fast-tracking delivery

The Honourable Minister for Housing and Urban Development, Engr. Muttagha Rabe Darma, has commended the Public-Private Partnership (PPP) arrangement driving the development of the Renewed Hope City Housing Project in Kano State, describing it as a practical and sustainable model for accelerating housing delivery across the country.

Speaking during an inspection visit to the project site, the Minister explained that the ongoing inspection of Federal Government housing projects is part of deliberate efforts by the Ministry to monitor progress, address implementation challenges, and fast-track the delivery of quality housing to Nigerians in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.

Engr. Darma recalled that during the PPP Housing Summit 2.0 held in Abuja, he had announced his intention to undertake inspection visits to housing project sites across the country to personally assess the status of the over 15,000 housing units currently under construction under various Federal Government housing programmes.

According to the Minister, the nationwide tour is designed to provide first-hand information on project implementation, identify challenges requiring government intervention, and facilitate the speedy completion and delivery of the housing units to deserving Nigerians.

He noted that regular site visits provide an opportunity to assess the pace and quality of work, engage directly with developers and contractors, and ensure that projects are delivered according to approved specifications and timelines.

"The essence of these inspections is to ensure that projects are progressing as planned and that Nigerians begin to enjoy the benefits of these housing initiatives as quickly as possible. We are committed to removing bottlenecks and ensuring timely completion and delivery," the Minister stated.

Engr. Darma further lauded the collaboration between the Federal Ministry of Housing and Urban Development and private sector partners, noting that the PPP model demonstrates how government and private sector resources can be effectively leveraged to bridge the nation's housing deficit while stimulating economic growth and creating employment opportunities.

He observed that beyond providing shelter, the Kano Renewed Hope City Project is already generating significant economic activities within the host community through the engagement of artisans, contractors, suppliers, transport operators, and other service providers involved in the construction process.

"The economic impact of this project extends far beyond the housing units being constructed. It is creating jobs, supporting local businesses, attracting investments, and contributing to the overall socio-economic development of the area," he said.

The Minister noted that the project, comprising 1,500 housing units of various house types, has the potential to accommodate more than 6,000 residents based on an average household size of four persons per family. He emphasized that the development would not only provide decent and affordable housing but also foster the emergence of a vibrant, secure, and sustainable community with improved living standards.

He expressed satisfaction with the pace and quality of work on the project and urged all stakeholders to sustain their commitment towards achieving the project's delivery targets.

The Minister reiterated the Federal Government's determination to continue exploring innovative financing mechanisms and strategic partnerships that will expand access to affordable housing, strengthen urban infrastructure, create employment opportunities, and promote inclusive development across the country.

The Kano Renewed Hope City Project is one of several flagship housing initiatives being implemented by the Federal Ministry of Housing and Urban Development to address Nigeria's housing needs while supporting economic growth, job creation, and improved quality of life for citizens under the Renewed Hope Agenda.

Housing Ministry Participates in International Civil Service Conference 2026

The Federal Ministry of Housing and Urban Development participated in the 2026 International Civil Service Conference held in Abuja on 20th and 21st May, 2026.

The Ministry’s delegation, led by the Permanent Secretary, Dr. Shuaib Belgore, alongside Directors and members of staff across various cadres and levels, actively participated in the two-day conference.

With the theme, “Reforms, Resilience and Results,” the conference attracted participants from Ministries, Departments and Agencies (MDAs), Heads of Civil Service from the 36 states of the Federation and the FCT, as well as delegates from 16 countries.

With over 5,000 delegates in attendance, President Bola Ahmed Tinubu, GCFR, represented by the Secretary to the Government of the Federation, George Akume, declared the conference open.

In his address, the President reaffirmed his administration’s commitment to deepening reforms and advancing digital transformation across Nigeria’s public service. He noted that 38 MDAs are already operating paperless electronic workflow systems, describing the development as a clear indication that Nigeria is steadily building a modern, efficient and result-oriented public service capable of meeting the needs of citizens.

The Federal Ministry of Housing and Urban Development is already aligned with the ongoing reforms being championed by the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, particularly in the areas of digital transformation and institutional reforms aimed at enhancing service delivery and accelerating the provision of affordable housing under the Renewed Hope Agenda of the Federal Government.

Delegates from the Ministry stood out prominently at the conference, elegantly adorned in brown jackets and face caps, while the Ministry’s exhibition stand was beautifully decorated with pictorial displays showcasing its key projects, programmes and achievements in housing and urban development. The display attracted admiration and commendation from participants and stakeholders at the event.

The Federal Ministry of Housing and Urban Development has organised a befitting send-forth ceremony in honour of its retiring Director of Finance and Accounts, Mr. Osondu Okoro Peter, with glowing tributes from the Permanent Secretary, Dr. Shuaib Belgore, and his colleague Directors.

Mr. Osondu retired from active service upon attaining the age of 60, after 26 years of dedicated service to the nation as a Treasury Officer.

In his tribute, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore, described Mr. Osondu Peter as an outstanding administrator, mentor, and financial expert whose contributions to the ministry and the civil service remain invaluable.

He further described Osondu as an easy-going, articulate, versatile, and approachable personality who consistently supported his colleagues and promoted teamwork within the ministry.

“Peter was widely respected for his ability to defend and support others even in their absence, while also playing active roles in several activities organised within the ministry,” he stated.

Dr. Belgore further praised Osondu’s professionalism and dedication to duty, describing him as a consummate accountant and barrister who contributed immensely to financial management, revenue administration, and policy advisory services in the civil service.

“Mr. Osondu Okoro Peter has mentored many officers and is leaving behind an enduring legacy in the ministry,” he added.

Colleagues and well-wishers in attendance also commended his years of meritorious service, noting that his commitment, integrity, and leadership qualities positively impacted the growth and development of the ministry.

Activities marking the retirement celebration commenced with a valedictory session earlier held by the management staff of the ministry, led by the Permanent Secretary. The session featured an outpouring of encomiums highlighting Mr. Osondu’s professionalism, exemplary conduct, and camaraderie throughout his service in the ministry.

A major highlight of the valedictory session was the formal handover of the affairs of the Department of Finance and Accounts to the incoming Director of Finance and Accounts, Mr. Ikechukwu Nweke, by Mr. Osondu, under the supervision of the Permanent Secretary and members of the management staff.

In his tribute at the send-forth ceremony, the Accountant-General of the Federation (AGF), Dr. Shamseldeen Babatunde Ogunjim, who specially graced the occasion, described Mr. Osondu as a hardworking and diligent professional whose commitment to duty contributed immensely to the prudent management of government resources.

Also speaking at the occasion, the pioneer Permanent Secretary of the ministry, Dr. Marcus Ogunbiyi, stated that Mr. Osondu joined the Housing Ministry at a critical time when his expertise was greatly needed. He noted that Osondu provided invaluable guidance in the discharge of his duties as Accounting Officer, adding that he would remain eternally grateful for his support and professionalism.

Prayers were offered for his continued good health, peace, and fulfilment in retirement, as friends, colleagues, and associates celebrated what many described as a successful and impactful career in public service.

Housing Minister Reaffirms Commitment To Slums Upgrade, Modernising Urban Landscape in Nigeria

Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, PhD has reaffirmed the committement of the federal government to transforming Nigeria’s informal settlements into dignified, liveable communities, describing it as a priority of the present administration.

Engr. Darma made this commitment during a courtesy visit to his office by the Nigeria Institute of Town Planners (NITP), led by its National President, Tpl. Dr. Ogbonna Chime, FNITP.

The Minister identified specific areas in Nigeria, such as Makoko in Lagos state, Gishiri in Abuja, some settlements in Kano and Port Harcourt that requires upgrading from slum conditions, pledging that the ministry’s forthcoming urban development policy would prioritise upgrading these areas to make them habitable for the people living there.

Acknowledging that a regional and urban development law enacted in 1992 has yet to be implemented, Minister Darma committed to thoroughly reviewing the law, noting that collaboration with the Regional Development Ministry would be essential in determining how to achieve full implementation, He also invited the NITP to provide further guidance on the matter.

On encouraging the use of indigenous experts, the Minister reaffirmed the administration’s unwavering commitment to utilising indigenous consultants exclusively, describing this as a deliberate strategy to drive employment, transfer skills, and grow local capacity in the built environment sector.

“The Ministry already trained individually about 2000 of them to get skills in the built environment, and these young people are all over Nigeria applying what they learnt”, he informed.

Addressing the challenge of replacing retired staff earlier mentioned by the guests from NITP, Engr. Darma called on professionals and public servants to embrace innovation and Artificial Intelligence (AI), noting that technology would increasingly shape the future of work.

He stressed that AI would not replace people who understand and effectively use technology, encouraging continuous learning and upskilling among professionals.

Responding to the funding request the Minister told the NITP and professional bodies to think outside the box and find ways and means that will keep them on stream as they are considered professionals.

Accordingly, Darma invited the Institute to submit further recommendations and professional input for consideration in the Ministry’s forthcoming strategic development plan.

On the invitation to the upcoming NITP 60th anniversary in October, the Minister offered to attend the event personally, hoping that the already scheduled political activities do not conflict with it.

Earlier, the National President of the NITP, Tpl. Dr. Ogbonna Chime, told the minister that their visit was to formally welcome him to the Ministry and reaffirm the Institute’s readiness to work and support the Ministry in achieving its mandate.

He appealed to the Minister to sustain efforts towards the full implementation of the 1992 Urban and Regional Planning Law, describing it as critical to effective physical planning and urban development in the country.

Dr. Ogbonna also called for increased attention to urban development initiatives, engagement of indigenous town planning consultants for government projects, replacement of retired town planners and other built environment professionals in the Ministry, as well as improved funding for regulatory bodies in the sector to strengthen professional standards and reduce unemployment.

He further invited the Minister to the 60th anniversary celebration and 57th International Conference of the Nigerian Institute of Town Planners scheduled to hold in Lagos State, in October this year.

Housing PPP Summit's Outcomes To Form Our Strategic Plan - Darma

Housing and Urban Development, Minister, Engr. Muttaqha Rabe Darma,PhD has declared that the outcomes of the Renewed Hope Housing Public-Private Partnership (PPP) Summit will form a critical part of the Ministry’s Strategic Plan aimed at transforming housing delivery and driving economic growth in Nigeria.

Dr. Darma made this declaration ministerial address during the second edition of the Renewed Hope Housing PPP Summit (2.0) held at the Shehu Musa Yar’Adua Centre, Abuja, Tuesday, May 12th, 2026

The summit, themed “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” brought together key stakeholders from government institutions, private sector organisations, financial institutions, developers, and development partners to discuss sustainable housing solutions for Nigerians.

The Minister disclosed that the Ministry’s Strategic Plan would be officially unveiled by the end of May following the successful completion of consultations and engagements with departments and agencies under the Ministry.

According to him, the strategic framework will provide clear direction for the implementation of housing policies and projects through effective collaboration with the private sector and other critical stakeholders.

“Whatever plan we come up with, we will pursue diligently to ensure that it delivers meaningful results for Nigerians,” he stated.

Highlighting ongoing achievements under the Renewed Hope Housing Programme, the Minister revealed that ongoing constructions of housing units in Ibeju-Lekki, Lagos State, Lambu in Kano State and Karsana in Abuja, will be commissioned by President Bola Ahmed Tinubu upon completion

The Minister further stated that beyond completing existing projects, the Ministry intends to scale up housing delivery nationwide by building a sustainable housing framework anchored on strong PPP models, innovative financing mechanisms, and inclusive participation This he ssid " would ensure that thousands of Nigerians would soon become homeowners, with roofs over their heads as these housing projects continue to expand nationwide,” he stated

He noted that the projects have significantly contributed to job creation by engaging thousands of artisans, engineers, contractors, suppliers, and other professionals across the construction sector, while also stimulating economic activities in host communities.

Accordingly, the Minister also announced that the Ministry, in collaboration with the Renewed Hope Infrastructure Development Fund, is currently delivering 1,550 housing units for military personnel as part of efforts to improve the welfare and living conditions of members of the Armed Forces.

While acknowledging the progress made so far, Dr. Darma stressed the need to complete all ongoing projects within reasonable timelines and according to the highest standards.

“We remain fully committed to the timely completion and commissioning of all ongoing Renewed Hope Housing Projects across the country,” he assured.

The Minister urged financial institutions to develop flexible and accessible housing finance products that address the realities of Nigerians and encouraged state governments to provide land and create enabling environments that support efficient housing development.

Darma reaffirmed the Ministry’s commitment to advancing the Renewed Hope Housing Agenda through strategic partnerships and policies that will ensure Nigerians have access to decent, affordable, and sustainable housing.

Earlier, the Permanent Secretary of the Ministry, Dr Shuaib Belgore commended the Minister Engr. Muttaqha Rabe Darma,
for supporting the Summit and ensuring its continuity despite the recent leadership transition.

He explained that the Summit’s theme “From Policy to Projects,” will focus on ex*****on challenges, including structuring bankable projects, mobilizing finance, securing land access, and building partnerships that deliver housing units at scale.

Major highlights of the summit was the official launch of the Renewed Hope Housing Magazine, a publication designed to serve as a strategic communication platform for documenting the Ministry’s progress, showcasing projects, highlighting investment opportunities, and strengthening stakeholder engagement within the housing sector.

The magazine also reflects the Ministry’s commitment to transparency, accountability, and sustained public communication.
