STATEMENT ON THE REVIEW AND OPTIMISATION OF SELANGOR'S GUIDELINES FOR NON-ISLAMIC PLACES OF WORSHIP
The Selangor State Government wishes to clarify several misconceptions regarding the proposed review and optimisation of the "Selangor State Manual on Guidelines and Standards for Community Facilities Planning" relating to non-Islamic places of worship.
The decision to review and improve the guidelines was approved by the State Executive Council with the objective of ensuring that planning regulations remain practical, inclusive, and responsive to the needs of Selangor's diverse communities.
Selangor has consistently demonstrated its commitment to supporting non-Islamic religious communities. Since 2008, the State Government has approved and issued 481 plots of land for non-Islamic religious purposes. Under the current administration alone, 57 plots have been approved, while another 40 applications are currently being processed. By the end of the year, the cumulative total is expected to surpass 500 approved sites.
Several misconceptions have circulated regarding the guidelines.
Firstly, there is a claim that non-Islamic places of worship will no longer be allowed direct access from major roads. This is inaccurate. The requirement for service roads is based solely on traffic management and public safety considerations. Religious premises located along major roads often attract large crowds during festivals and special occasions, which may result in traffic congestion and safety risks. The provision of service roads is intended to facilitate safer vehicle access and parking without disrupting traffic flow on major roads.
Secondly, there are allegations that shrines located at construction sites must be demolished. This is also incorrect. The guideline refers specifically to temporary shrines erected within construction sites for worship purposes during the development period. Once the permanent temple or place of worship is completed, these temporary structures are expected to be relocated accordingly. The policy does not involve the arbitrary demolition of religious shrines.
Thirdly, concerns have been raised regarding limitations on building height and land area. The existing guideline recommends a land area of between 0.25 and 0.5 acres. Taking into account building setbacks and infrastructure requirements, a recommended building height of up to 72 feet, or approximately six storeys, was proposed as a practical planning measure. Nevertheless, the State Government remains open to reviewing and further optimising these requirements where appropriate.
The Selangor State Government remains committed to upholding freedom of religion, safeguarding the interests of all religious communities, and ensuring that planning policies promote harmony, safety, and sustainable development.
We urge the public not to be misled by inaccurate information and to refer only to official statements and verified sources regarding this matter. Constructive engagement and dialogue will continue to guide the State Government's efforts in refining these guidelines for the benefit of all Selangorians.

சிலாங்கூர் மாநிலத்தின் இஸ்லாம் அல்லாத வழிபாட்டுத் தலங்களுக்கான வழிகாட்டுதல்களின் மறுஆய்வு மற்றும் மேம்பாடு குறித்த அறிக்கை
சிலாங்கூர் மாநில அரசு, இஸ்லாம் அல்லாத வழிபாட்டுத் தலங்களைச் சார்ந்த “சிலாங்கூர் மாநில சமூக வசதிகள் திட்டமிடல் வழிகாட்டி மற்றும் தரநிலைகள் கையேடு” தொடர்பான முன்மொழியப்பட்ட மறுஆய்வு மற்றும் மேம்பாட்டைப் பற்றிய சில தவறான புரிதல்களை தெளிவுபடுத்த விரும்புகிறது.
இந்த வழிகாட்டுதல்களை மறுஆய்வு செய்து மேம்படுத்தும் முடிவு மாநில நிர்வாகக் குழுவால் அங்கீகரிக்கப்பட்டது. இதன் நோக்கம், திட்டமிடல் விதிமுறைகள் நடைமுறைக்கு ஏற்றவையாகவும், அனைத்து அம்சங்களையும் உள்ளடக்கியவையாகவும், சிலாங்கூரின் பல்வகை சமூகங்களின் தேவைகளுக்கு பதிலளிக்கும் வகையிலும் இருப்பதை உறுதி செய்வதாகும்.
முதலாவதாக மலேசிய திருநாட்டில் இஸ்லாம் அல்லாத அங்கீகரிக்கப்பட்ட வழிபாட்டுத்தலங்களை அதிகமாக கொண்டிருக்கும் மாநிலம் சிலாங்கூர் என்பது குறிப்பிடத்தக்கது.
சிலாங்கூர் மாநிலம், இஸ்லாம் அல்லாத சமய சமூகங்களுக்கு ஆதரவு வழங்குவதில் தொடர்ந்து தனது அர்ப்பணிப்பை வெளிப்படுத்தி வருகிறது. 2008 முதல், மாநில அரசு இஸ்லாம் அல்லாத 481 வழிபாட்டுத்தலங்களுக்கு நிலப்பட்டாக்களை ஒப்புதல் அளித்து வழங்கியுள்ளது. தற்போதைய ஆட்சிக்குழு நிர்வாகத்தின் கீழ் மட்டும் 57 இஸ்லாம் அல்லாத வழிபாட்டுத்தல நிலப்பட்டாக்கள் ஒப்புதல் பெற்றுள்ளன; மேலும் 40 விண்ணப்பங்கள் தற்போது பரிசீலனையில் உள்ளன. இந்த ஆண்டின் இறுதிக்குள் மொத்த ஒப்புதல் பெற்ற வழிபாட்டுத் தலங்களின் எண்ணிக்கை 500-ஐத் தாண்டும் என எதிர்பார்க்கப்படுகிறது.இவ்வரிசையில் இந்து ஆலயங்களே முன்னிலை வகிக்கின்றன.
இந்த விவரங்கள் தொடர்பாக பல தவறான கருத்துக்கள் பரவி வருகின்றன.
முதலாவதாக, இஸ்லாம் அல்லாத வழிபாட்டுத் தலங்களுக்கு இனி முக்கிய சாலைகளிலிருந்து நேரடி அணுகல் அனுமதிக்கப்படாது என்ற குற்றச்சாட்டு முன்வைக்கப்பட்டுள்ளது. இது உண்மையல்ல. பிரதான சாலைகள் (Service Roads) குறித்த தேவையானது முழுமையாக போக்குவரத்து மேலாண்மை மற்றும் பொது பாதுகாப்பு காரணிகளை அடிப்படையாகக் கொண்டது. முக்கிய சாலைகளின் ஓரங்களில் அமைந்துள்ள சமய வளாகங்கள், திருவிழாக்கள் மற்றும் சிறப்பு நிகழ்வுகளின் போது பெரும் திரளான மக்களை ஈர்க்கக்கூடும். இதனால் போக்குவரத்து நெரிசல் மற்றும் பாதுகாப்பு சிக்கல்கள் ஏற்பட வாய்ப்புள்ளது. எனவே, சேவைச் சாலைகள் ஏற்படுத்தப்படுவது வாகன நுழைவு மற்றும் வாகன நிறுத்தத்தை பாதுகாப்பாகச் செய்யவும், முக்கிய சாலைகளின் போக்குவரத்து ஓட்டத்தை பாதிக்காமல் இருக்கவும் உதவும்.
இரண்டாவதாக, கட்டுமானத் தலங்களில் அமைந்துள்ள சிறிய வழிபாட்டு சின்னங்கள் அல்லது சன்னதிகள் இடிக்கப்பட வேண்டும் என்ற குற்றச்சாட்டும் எழுப்பப்பட்டுள்ளது. இதுவும் தவறானது. இந்த வழிகாட்டுதல், கட்டுமானப் பணிகள் நடைபெறும் காலத்தில் வழிபாட்டிற்காக தற்காலிகமாக அமைக்கப்படும் சன்னதிகளை மட்டுமே குறிக்கிறது. நிரந்தர ஆலயம் அல்லது வழிபாட்டுத்தலம் கட்டி முடிக்கப்பட்ட பிறகு, அந்த தற்காலிக அமைப்புகள் அதற்கேற்றவாறு மாற்றப்பட வேண்டும் என்பதே கொள்கை. சமய சின்னங்களை தன்னிச்சையாக இடிக்கும் எந்த நோக்கமும் இதில் இல்லை.
மூன்றாவதாக, கட்டிட உயரம் மற்றும் நிலப்பரப்புக்கு விதிக்கப்பட்டுள்ள வரம்புகள் குறித்து கவலைகள் எழுப்பப்பட்டுள்ளன. ஜொகூர் பஹாங் போன்ற மாநிலங்களில் ஐந்து மீட்டர் உயர கட்டிட நிர்மாணிப்புகள் மட்டுமே அனுமதிக்கப்படுகின்றன. ஆனால் தற்போதைய வழிகாட்டுதலின்படி, சிலாங்கூர் மாநிலத்தில் (0.25)கால் முதல் அரை (0.5) ஏக்கர் வரை நிலப்பரப்பு பரிந்துரைக்கப்படுகிறது. கட்டிட இடைவெளிகள் (setbacks) மற்றும் உட்கட்டமைப்பு தேவைகளை கருத்தில் கொண்டு, அதிகபட்சமாக 72 அடி உயரம் அல்லது சுமார் ஆறு மாடிகள் வரை கட்டிட உயரம் ஒரு நடைமுறை திட்டமிடல் நடவடிக்கையாக சிலாங்கூர் அரசால் முன்மொழியப்பட்டுள்ளது. இருப்பினும், மாநில அரசு இந்த தேவைகளை தேவையான இடங்களில் மறுஆய்வு செய்து மேலும் மேம்படுத்துவதற்கு திறந்த மனப்பான்மையுடன் உள்ளது. இப்பரிந்துரை 2010ஆம் ஆண்டு முதல் சிலாங்கூர் மாநிலத்தில் செயல்படுத்தப்பட்டுள்ளது.
சிலாங்கூர் மாநில அரசு, மதச் சுதந்திரத்தைப் பாதுகாப்பதிலும், அனைத்து சமய சமூகங்களின் நலன்களையும் உறுதி செய்வதிலும், சமூக ஒற்றுமை, பாதுகாப்பு மற்றும் நிலையான வளர்ச்சியை ஊக்குவிக்கும் திட்டமிடல் கொள்கைகளை முன்னெடுப்பதிலும் உறுதியாக உள்ளது.
பொதுமக்கள் தவறான தகவல்களால் வழிநடத்தப்படாமல், இந்த விவகாரம் தொடர்பாக அதிகாரப்பூர்வ அறிக்கைகள் மற்றும் சரிபார்க்கப்பட்ட தகவல்களை மட்டுமே நம்புமாறு கேட்டுக்கொள்கிறோம். அனைத்து சிலாங்கூர் மக்களின் நலனுக்காக இந்த வழிகாட்டுதல்களை மேலும் செம்மைப்படுத்தும் முயற்சிகளில், ஆக்கப்பூர்வமான கலந்துரையாடல்களும் ஈடுபாடுகளும் தொடர்ந்து முன்னெடுக்கப்படும்.
