SEAMEO SEN dengan kerjasama Bahagian Pendidikan Khas, Kementerian Pendidikan Malaysia telah menganjurkan Bengkel Pengurusan Murid Berkeperluan Pendidikan Khas menggunakan Modul World Health Organization on Caregivers Skills Training (WHO-CST) pada 7 hingga 10 September 2026 di Melaka. Peserta bengkel ini terdiri daripada 40 orang Pembantu Pengurusan Murid sekolah-sekolah di bawah Kementerian Pendidikan dari seluruh Malaysia.

Modul WHO-CST merupakan modul yang dibangunkan oleh World Health Organization (WHO) dan telah digunakan di lebih 30 negara di seluruh dunia. Melalui proses penyelidikan, modul ini telah diterjemahkan ke dalam Bahasa Melayu serta disesuaikan mengikut persekitaran, situasi dan budaya tempatan di Malaysia. Melalui bengkel ini juga peserta telah didedahkan kepada strategi berkesan dalam menyokong pembelajaran dan perkembangan murid berkeperluan pendidikan khas.

Bengkel ini juga melibatkan sesi latihan praktikal dan simulasi berasaskan situasi sebenar bagi membantu peserta memahami dengan lebih mendalam serta lebih yakin untuk mengaplikasikan kemahiran secara berkesan dalam tugasan harian. Melalui pendekatan ini, peserta berpeluang mengasah kemahiran praktikal, meningkatkan keyakinan diri dan memperkukuh pengetahuan yang diperoleh sepanjang program.

Setinggi-tinggi penghargaan dan terima kasih diucapkan kepada Kementerian Pendidikan Malaysia, terutamanya Bahagian Pendidikan Khas termasuk barisan penceramah dan urusetia yang telah menjayakan bengkel ini. SEAMEO SEN kekal komited dalam membantu usaha ke arah meningkatkan kualiti pendidikan bagi murid berkeperluan pendidikan khas di Malaysia dan seluruh Asia Tenggara.

SEAMEO SEN and the Special Education Division, Ministry of Education Malaysia, through a strategic collaboration organized a workshop on the Management of Students with Special Educational Needs adopting the World Health Organization โ€“ Caregivers Skills Training (WHO-CST) Module. The workshop was held from 7 to 10 September 2026 in Melaka and attended by 40 Pupil Management Assistants across Malaysia.

The WHO-CST Module, implemented in more than 30 countries worldwide, has been translated into Bahasa Melayu, and was carefully adapted to suit the local environment, context and culture of Malaysia. Through this 4-day workshop, participants were introduced to effective strategies for supporting the learning and development of neurodevelopmental learners in classrooms.

The workshop also featured hands-on training and real- life simulation exercises to help participants grasp a deeper understanding of the concepts and apply them effectively in their classrooms. These practical approaches enabled participants to refine their skills, boost their confidence and strengthen the knowledge acquired throughout the workshop.

SEAMEO SEN would like to extend our utmost gratitude to the Ministry of Education Malaysia, specifically to the Special Education Division, our trainers as well as the committee for making this workshop possible. The centre remains committed to working towards elevating the quality of education for our learners with disabilities in the Southeast Asia region.

SEAMEO SEN dan Jabatan Kemajuan Masyarakat (KEMAS), Kementerian Kemajuan Desa dan Wilayah telah bekerjasama menganjurkan Kursus Sokongan Profesional dan Kolaborasi: Autism Inclusive Education and Classroom Management bagi memperkasakan para peserta melalui pendedahan kepada teknik pengurusan kanak-kanak autisme yang berkesan, berasaskan modul Caregiver Skills Training (WHO-CST) yang telah diadaptasikan untuk kegunaan Malaysia. Kursus yang telah diadakan pada 2 hingga 5 September 2026 di Johor Bahru, Johor ini juga memberi tumpuan kepada strategi dan pendekatan berkesan dalam menyokong pembelajaran serta perkembangan kanak-kanak autisme.

Melalui kursus ini juga, para peserta terlibat dengan lawatan ke Early Childhood Development Agency (ECDA) dan Enabling Village di Singapura. Lawatan ini memberikan pendedahan secara langsung kepada para peserta tentang amalan terbaik, pendekatan inovatif serta inisiatif yang dilaksanakan dalam bidang perkembangan awal kanak-kanak berkeperluan khas dan Orang Kurang Upaya (OKU).

Setinggi-tinggi penghargaan dan terima kasih diucapkan kepada KEMAS, ECDA dan Enabling Village atas kejayaan menjadikan pengalaman pembelajaran rentas sempadan ini begitu bermakna. SEAMEO SEN berharap agar strategi-strategi berimpak ini dapat diterapkan dalam bilik darjah di Malaysia.

SEAMEO SEN, in collaboration with the Community Development Department (KEMAS), Ministry of Rural and Regional Development has successfully co-organised a course on Autism Inclusive Education and Classroom Management for KEMAS personnel. The course aimed to empower participants through exposure to effective techniques for managing children with autism, based on the Malaysian adapted Caregiver Skills Training (WHO-CST) module by the World Health Organization (WHO). The course, which was held from 2 to 5 September 2026 in Johor Bahru, Johor, also focused on effective strategies and approaches to support the learning and development of children with autism.

As part of the course, participants were privileged to visit the Early Childhood Development Agency (ECDA) and the Enabling Village in Singapore. The visits provided participants with first-hand exposure to the best practices, innovative approaches and initiatives implemented in the areas of early childhood development and the empowerment of persons with special needs.

A heartfelt thank you to KEMAS, ECDA and Enabling Village for making this cross-border learning experience a resounding success. We look forward to seeing these impactful strategies brought to life in classrooms across Malaysia.

Greetings from SEAMEO SEN !

We are thrilled to share the success of an impactful educational visit to Surabaya, Indonesia, from 7 โ€“ 8 July 2026. Led by our Director, Madam Jamilah Kadir, the SEAMEO SEN delegation embarked on a mission to foster strategic collaborations and witness outstanding practices in inclusive education.

A major highlight of the trip was a highly productive engagement with Universitas Negeri Surabaya (UNESA). We are excited to announce that SEAMEO SEN and UNESA have mutually agreed to forge a dynamic partnership. This collaboration will focus on driving impactful research, empowering educators through robust capacity-building initiatives, advancing academic publications, and co-organising upcoming international symposium. Together, we are paving the way for a more inclusive future across Southeast Asia.

The delegation also had the privilege of visiting Sekolah Inklusif Galuh Handayani, a beacon of comprehensive inclusive education in the region. During this field visit and support session, the team observed firsthand their remarkable school operations and benchmarked best practices. It was truly inspiring to see their holistic educational pathway, which seamlessly supports diverse learners all the way from kindergarten up to the college level.

This visit marks a significant milestone in our continuous journey to champion Special Educational Needs (SEN) through regional synergy and institutional excellence.

๐ŸŒ Reimagining Inclusive Education: Dignity, Belonging & the Right to Learn Together

SEAMEO SEN was honoured to be part of the Karnival Kecemerlangan Inklusif, organised by Institut Pendidikan Guru Kampus Ilmu Khas (IPGKIK) from 20โ€“21 August 2026.

On 21 August 2026, Madam Monishah Md Shah, Deputy Director of SEAMEO SEN, delivered a keynote address entitled:

๐ŸŽค Dignity, Belonging, and the Right to Learn Together: Reimagining Inclusive Education

In her keynote, Madam Monishah emphasised that inclusive education goes beyond technical considerations. It is fundamentally about human rights, dignity, belonging, and ensuring every learner has a place in the classroom.

The keynote also explored Universal Design for Learning (UDL) and the role of technology and AI as enablers of access, independence, and dignity. Rather than changing who learners are, technology can help remove barriers to learning. As highlighted in the presentation:

During the carnival, Madam Monishah also had the opportunity to visit the exhibition featuring innovative projects and creative ideas developed by students. The exhibition showcased inspiring examples of how innovation can contribute towards a more inclusive and quality education ecosystem.

SEAMEO SEN congratulates IPGKIK on the successful organisation of this meaningful carnival and appreciates the opportunity to engage with educators, teacher trainees, students, and education stakeholders in advancing disability-inclusive education.

17โ€“21 August 2026, Melaka โ€“ Behavior management played a vital role in supporting learners with special educational needs (SEN) by creating a structured, safe, and supportive learning environment. Effective behavior management strategies helped educators understand and respond to challenging behaviors, promote emotional regulation and encourage positive social interactions. Individualized approaches that considered each learnerโ€™s strengths, needs and circumstances contributed to improved participation, engagement and learning outcomes.

To address this need, SEAMEO SEN organised a five-day face-to-face regional training programme from 17 to 21 August 2026, aimed at strengthening educatorsโ€™ capacity in effective behaviour management. The programme brought together 26 participants from Malaysia, Cambodia, Indonesia, Lao PDR, and Thailand, fostering regional collaboration and the exchange of practical experiences and good practices in supporting learners with SEN.

Our deepest appreciation goes to the distinguished speakers, Ms. Nurdiyana Abd Halim from Special Education Division, Ministry of Education Malaysia and Ms. Mable Lai Yue Qin from SEED Autism Services for their insightful presentations, valuable contributions and unwavering commitment to advancing knowledge and best practices in this field. Their expertise, dedication and generosity in sharing their knowledge have greatly enriched the training experience and inspired all participants
