🌊People smuggling networks adapt quickly, operate across jurisdictions, and exploit legal and operational gaps, particularly in maritime contexts such as the Andaman Sea and Bay of Bengal. Strengthening legal and operational responses is critical to enabling the coordinated disruption of these networks.

📍The RSO, in partnership with Malaysia's National Strategic Office to the Council for Anti-Trafficking in Persons and Anti-Smuggling of Migrants (NSO MAPO) and UNODC - United Nations Office on Drugs and Crime is holding a Regional Dialogue to Strengthen Regional Responses to the Smuggling of Migrants by Land, Sea and Air in Kuala Lumpur this week over 17-18 September.

The Dialogue convenes Bali Process Member States, IOM - UN Migration and regional partners to examine smuggling trends and work toward practical priorities for strengthening policy and operational responses. 🫱🏼‍🫲🏽

It builds on sustained momentum from previous RSO efforts to support Member States in forming a shared understanding of how smuggling networks across the region continue to adapt.

As the key government agency in Malaysia’s response to trafficking in persons, Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran NSO MAPO plays an important role in strengthening coordination, prevention and protection efforts. IOM Malaysia extends its gratitude NSO MAPO’s leadership team for reaffirming the continuous collaboration between IOM and NSO MAPO to protect migrants against trafficking.

Recent discussions focused on the on-going counter-trafficking project of IOM in Sabah and Sarawak and practical support for frontline actors from both government and civil society dealing with victim-survivors. IOM remains committed to advancing this partnership aligned with national priorities to support safer and dignified migration for all.

IOM in partnership with the Malaysian Sustainable Palm Oil - MSPO Impact Alliance is organizing series of 9 capacity-building sessions across Malaysia on Promoting Fair and Ethical Recruitment and Employment of Migrant Workers in 2026. The first session was successfully held in Seberang Jaya, Penang on 8 September 2026, attended by 21 representatives from 14 organizations.

The workshop was sponsored by Bunge, Nestlé, Kuala Lumpur Kepong Berhad and Intercontinental Specialty Fats Sdn. Bhd., aimed to enhance participants’ understanding of ethical recruitment and employment practices, labour-related requirements under the MSPO Certification Standard, international labour migration and human rights due diligence in labour management systems.

IOM Malaysia continuous its collaboration with the Malaysian Red Crescent Society (MRCS) and recently discussed ways forward with Yang Teramat Mulia Dato’ Seri DiRaja Tan Sri Tunku Puteri Intan Safinaz binti Almarhum Sultan Abdul Halim Mu'adzam Shah, National Chairperson of MRC, and the MRCS leadership team.

IOM Malaysia welcomed Mr. Patrick Belnap, Political Officer, and Mr. Aiman Rashad, Political Specialist, from the U.S. Embassy Kuala Lumpur to discuss ongoing collaboration to counter trafficking in persons in Malaysia, including through the SAFE SPACES project in Sabah and Sarawak.

IOM Chief of Mission Heba Abdellatif and representatives from the U.S. Embassy exchanged perspectives on survivor-centered protection and strengthening the capacities of frontline law enforcement officers, and enhancing multi-agency coordination.

The discussion also reaffirmed the longstanding partnership between IOM and the United States Government in advancing anti-trafficking efforts. Through joint initiatives in protection, prevention, and capacity-building, which supports shared regional interest in security and human rights.

IOM convened 73 delegates from 23 countries across Asia and Africa in Putrajaya, Malaysia on the 21-22 July 2026 for the Expert Dialogue on Prevention Efforts Related to Trafficking in Persons for Forced Criminality.
