Luyang Assemblyman Samuel Wong said Prime Minister Datuk Seri Anwar Ibrahim’s recent announcement of a RM1.5 billion interim payment to Sabah has once again raised important questions about the status of Sabah’s constitutional entitlement, the methodology used in determining the state’s share, and the roadmap towards a final settlement.
Wong said that while the interim payment may provide additional funds for Sabah’s development, Sabahans should not lose sight of the fundamental questions that remain unanswered.
“The issue is not whether Sabah receives RM1.5 billion in interim payments. The issue is whether the Federal Government and the Sabah Government are working towards a transparent calculation and final settlement of Sabah’s entitlement,” he said.
Wong stressed that the RM1.5 billion interim payment does not answer several key questions that remain outstanding.
“What is the actual amount Sabah is entitled to based on the relevant constitutional provisions? Have the calculations been completed? What revenues are being taken into account? Is there a timeline towards a final settlement? What about previous years that remain unresolved? These are questions that deserve answers.”
He said Sabahans have the right to know whether comprehensive calculations have been carried out, what the outcome of those calculations is, and whether any historical shortfalls or outstanding claims are being considered.
“Sabahans should not be kept in the dark on a matter that directly affects the Sabah’s rights and future. The discussion must move beyond interim payments and towards a transparent roadmap for a final resolution.”
According to Wong, among the matters that should be made public are the revenue figures used in the calculations, the outcome of any assessments that have been conducted, the timeline towards a final settlement, and whether unresolved claims from previous years will be taken into consideration.
“The people of Sabah have a right to understand how any eventual figure is determined. If calculations have been completed, the findings should be presented to the Sabah State Legislative Assembly and disclosed to the public.”
Wong said regular updates should also be provided so that Sabahans can follow the progress of negotiations and understand how both governments intend to reach a final settlement.
“Today, Sabahans hear about interim payments, but we do not know the destination. Are the calculations ongoing? Have they been completed? What is the expected outcome? Is there a target date for reaching a final settlement? These are reasonable questions.”
He said the issue goes beyond the amount of any interim payment and concerns the long-term fiscal relationship between Sabah and the Federal Government.
“Sabahans are not just interested in what is being paid today. They deserve to know how Sabah’s entitlement is calculated, what the roadmap towards a final settlement looks like, and when a lasting resolution can be achieved. Future generations should inherit a clear and fair framework, not the same unresolved debate.”
Wong added that greater transparency would also help prevent misinformation and unnecessary speculation.
“When information is limited, people naturally speculate. The best way to build trust is through openness, regular updates and clear explanations on how decisions and calculations are being made.”
“If the Federal Government is genuinely committed to ensuring Sabah receives what rightfully belongs to the region, then there should be no issue in disclosing the basis of the calculations, updating Sabahans on the progress of negotiations, and outlining the path towards a final resolution.”
“This is not merely about annual allocations or political announcements. It is about accountability, transparency and ensuring that Sabahans are fully informed about matters that directly affect Sabah’s rights and future.”
“Sabahans are not asking for favours. Sabahans are asking for transparency and answers. The people deserve to know how much Sabah is entitled to, how the figure is calculated, and what the roadmap towards a final settlement is. Interim payments should not replace transparency, proper calculations and a clear direction.”
Wong said this discussion is especially important because Sabah continues to face significant development challenges despite being rich in natural resources and contributing substantially to the nation’s economy.
“For decades, Sabah has continued to fall behind in many aspects of basic infrastructure and public services. Issues involving water supply, electricity, roads, healthcare facilities, education infrastructure and connectivity remain concerns in many parts of the region.”
“That is why this conversation matters. It is not simply about figures on paper. It is about ensuring that Sabah has the resources necessary to address long-standing development gaps and improve the quality of life of its people.”
“The ultimate objective is not merely to receive interim payments from time to time. The destination must be clear. The objective is to achieve clarity, certainty and a fair resolution so that Sabah can plan its future with confidence and accelerate the development that Sabahans have waited far too long for.”

针对首相拿督斯里安华日前宣布联邦政府将向沙巴提供15亿令吉作为沙巴40%特别拨款的临时安排,路阳州议员黄俊铨表示,社会关注的焦点不应仅停留在拨款数额,而是沙巴40%宪赋权益究竟应获多少、如何计算,以及何时能够达成最终解决方案。
他说,虽然有关临时支付金能够为沙巴带来额外发展资金,但沙巴人民更关心的并非每年获得多少临时拨款,而是沙巴应得权益究竟如何计算,以及联邦与州政府是否正朝向最终解决方案迈进。
“问题不在于沙巴是否获得15亿令吉临时特别拨款,而在于联邦政府与州政府是否正在推动透明、公正及具法律依据的计算机制,并最终落实沙巴应有的权益。”
黄俊铨指出,目前仍有许多关键问题尚未获得明确交代。
“根据联邦宪法相关条文,沙巴实际应获得多少款项?相关计算工作是否已经完成?哪些联邦收入项目被纳入计算范围?最终协议何时能够达成?过去多年尚未解决的权益问题又将如何处理?这些都是人民有权获得答案的问题。”
他说,沙巴人民有权知道政府是否已完成全面计算、计算结果为何,以及过往可能存在的不足支付或未解决索偿是否已被纳入考量。
“沙巴人民不应该在涉及州权益与未来发展的重大课题上被蒙在鼓里。讨论不应长期停留在临时拨款层面,而应迈向透明公开的最终解决方案路线图。”
他认为,政府应向公众公布计算所采用的收入数据、相关评估结果、最终解决方案时间表,以及过去年度尚未解决的索偿是否将被一并纳入处理范围。
“沙巴人民有权了解最终数额是如何得出的。如果相关计算已经完成,其结果应提呈沙巴州议会,并向社会公开说明。”
黄俊铨也呼吁联邦政府与州政府定期向公众汇报谈判进展,让人民了解双方如何推进协商及落实最终协议。
“目前人民只听到临时拨款的消息,却看不到最终目的地。计算是否仍在进行?是否已经完成?预计结果为何?何时能够达成最终协议?这些都是合理且正当的问题。”
他说,此课题已超越单纯拨款数额的问题,而是涉及沙巴与联邦之间长期财政关系及宪赋权益落实的问题。
“沙巴人民关心的不只是今天获得多少拨款,而是未来应依据什么原则、什么机制来计算沙巴权益,以及最终解决方案的路线图为何。未来世代应继承一个清晰、公平且可持续执行的制度,而不是继续面对同样悬而未决的争议。”
黄俊铨表示,更高程度的透明度也有助于减少社会猜测及不必要的误解。
“当资讯不足时,各种揣测自然会出现。建立公众信任最好的方式,就是公开资讯、定期更新进展,并清楚说明相关计算与决策依据。”
他说,如果联邦政府确实致力于确保沙巴获得应有权益,就应公开计算基础、持续向人民汇报协商进展,并明确说明迈向最终解决方案的路径。
“这不仅仅是年度拨款或政治宣布的问题,而是关乎问责制、透明度,以及确保沙巴人民充分掌握影响州权益与未来发展的重要资讯。”
黄俊铨强调,沙巴人民并非要求特别恩惠,而是要求透明与答案。
“人民有权知道沙巴究竟应获得多少权益、有关数额如何计算,以及最终解决方案的路线图为何。临时支付金不应取代透明公开的计算机制、完整结算以及明确的发展方向。”
他指出,这项讨论之所以重要,是因为沙巴虽然拥有丰富天然资源,并长期为国家经济作出贡献,但发展水平仍面对诸多挑战。
“数十年来,沙巴在许多基础设施与公共服务领域仍然落后。供水、电力、道路、医疗设施、教育基础建设及通讯网络等问题,至今仍困扰许多地区人民。”
“因此,这不仅仅是账面数字的问题,而是确保沙巴拥有足够资源来填补长期发展缺口,改善人民生活素质的重要课题。”
“最终目的地必须清楚。我们追求的是确定性、透明度以及公平解决方案,让沙巴能够有信心规划未来,加速推动沙巴人民等待已久的发展进程。”
