BENGKEL KESEDARAN QUALITY ASSURANCE / QUALITY IMPROVEMENT (QA/QI) 2026 HOSPITAL AL-SULTAN ABDULLAH (HASA) UiTM

HASA UiTM, through the Jabatan Pengurusan Risiko, Pematuhan & Kualiti (RMCQ), successfully organised this workshop, bringing together 55 participants from 12 clinical and non-clinical groups. It was officiated by YBhg Dato’ Dr. Khalid Ibrahim, Timbalan Pengarah Profesional & Operasi, HASA, encouraging participants to apply QA/QI methods to address quality challenges in their work settings.

It was a privilege for the IHSR team (Dr. Samsiah Awang, Dr. Nur Ezdiani Mohamed, Pn. Khalidah Maruan, and Dr. Divya Nair) and Quality Champions, Dr. Cheah Wee Kooi (Hospital Taiping), Dr. Akmal Hafizah Zamli (Hospital Sungai Buloh), and Pn. Irne Jumat (Hospital Sultan Idris Shah Serdang) to serve as trainers, offering a hands-on QA/QI experience.

Spanning 2.5 intensive days, participants were introduced to QA/QI methodology and its application to real clinical challenges. While HASA UiTM has long championed KIK and Innovation, this workshop marked an exciting first step into QA/QI. Guided by facilitators, groups brainstormed quality problems, developed project ideas, and applied QA/QI methods, uncovering insights that were eye-opening even for the facilitators.

Although QA/QI was new to many participants, the workshop encouraged practical learning and application. Kudos to all participants for their commitment and engaging participation, and a special thank you to the RMCQ team, led by Dr. Fatim Zulaika Mohamed Ali, for making this workshop possible. We hope this experience inspires future QA/QI projects and look forward to seeing them come to life at the next National QA Convention!

ENGAGEMENT SESSION ON STRENGTHENING THE GOVERNANCE STRUCTURE OF THE MOH QUALITY ASSURANCE (QA) COMMITTEE

The Institute for Health Systems Research (IHSR), as the QA Secretariat, successfully organised a targeted stakeholder engagement session from 12–14 May 2026 at the National Institutes of Health (NIH). The session marked an important step towards strengthening the governance and strategic direction of the MOH QA Committee.
A total of 69 members of the Quality Initiative Secretariat and Coordinators representing 26 MOH divisions and programmes participated in the review and refinement of 57 quality initiatives. Conducted over three days with targeted participation each day, the session enabled focused discussions and meaningful engagement to ensure the proposed governance structure and quality initiatives are practical, relevant, and aligned with programme needs.
The session was officiated by Dr Muhammad Fadhli Mohd Yusoff, Director of IHSR, emphasised the importance of collaborative engagement and collective input in developing a more practical, effective, and widely accepted governance structure for the JK QA KKM.

Participants were also presented with:
🔹 A recap and key outputs from the previous engagement session chaired by the Director-General of Health on 30 March 2026
🔹 Proposed screening criteria to assess the suitability of quality initiatives for inclusion under the JK QA Committee
The session concluded with an interactive mapping exercise to align quality initiatives with the proposed criteria, ensuring better coordination and impact across MOH programmes.

Stepping into a new year of excellence! Today marked a significant milestone as we convened for the first Technical QA Committee Meeting of 2026.

The session was notably special as it was chaired by Dr. Muhammad Fadhli Bin Mohd. Yusoff, Director of the Institute for Health Systems Research (IHSR). Under his leadership, the committee looks forward to driving impactful quality improvements across the nation’s health systems.

A key highlight of today’s agenda was the presentation of the new NIA Indicator proposal by the Engineering Services Program, reflecting our commitment to evolving alongside modern healthcare demands. Central to our discussion was a comprehensive review of indicator relevancy, specifications, and performance achievements for the period of July to December 2025. By critically assessing and refining the technical specifications of our 54 indicators—spanning across programs including Pharmacy, Pathology, and Public Health—we ensure that our measures remain relevant, meaningful, and aligned with current national health priorities.

We would like to express our gratitude to all program representatives for their transparency and dedication. These technical reviews and the constant refinement of our indicator specifications are the backbone of a resilient health system, ensuring that every service provided is measured, analysed, and improved.

The road to quality is a continuous journey, and today’s meeting sets a strong foundation for the year ahead!

ANALYSING AND VISUALISING DATA WITH MICROSOFT POWER BI WORKSHOP

The Centre for Healthcare Quality Research (CHQR), Institute for Health Systems Research (IHSR), was pleased to coordinate the Analysing and Visualising Data with Microsoft Power BI Workshop held from 5–7 May 2026 at NIH, Setia Alam.
This three-day workshop brought together 25 healthcare professionals, including State Liaison Officers (SLOs) for Quality from various states across Malaysia, officers from the Medical, Oral Health, and Pharmacy Programmes, as well as officers from the National Institutes of Health (NIH), including IKU, ICR, and IHSR, who are involved in data management and reporting.

The workshop sessions were conducted by Mr Mohamad Ridzuan bin Abdul Rashid, a Microsoft Certified Trainer from SK Biz Solution Technology Sdn Bhd. Participants were introduced to the fundamentals of Microsoft Power BI, followed by interactive hands-on sessions focusing on practical applications in data analysis and visualisation.
The workshop aimed to strengthen participants’ knowledge and competencies in utilising Microsoft Power BI for effective data management, data analysis, interactive visualisation, and systematic report preparation. Special emphasis was given to supporting quality coordinators and officers responsible for monitoring, evaluating, and reporting healthcare quality data, as well as implementing quality improvement initiatives in their respective organisations.
Through this workshop, participants were provided with valuable exposure and practical experience in transforming data into meaningful insights and visual dashboards to support evidence-based decision-making and improve the overall quality of healthcare data reporting and management.

We hope all participants gained beneficial knowledge and practical skills that can be applied in their daily work to further enhance healthcare quality initiatives and data-driven practices.

A productive 2-day (4-5th May 2026) qualitative research workshop has just wrapped up at IHSR Malaysia, bringing together colleagues from across NIH including IHSR, IHM, IMR, IKU, and ICR.

Associate Professor Dr Narina A Samad from University of Technology Malaysia delivered the sessions on strengthening practical skills in qualitative inquiry. Participants engaged in reflexive thinking, how perspectives can shape analysis, and worked through real examples of aligning research questions with appropriate qualitative approaches.
The workshop was highly hands-on, from conducting interviews to analysing data using Reflexive Thematic Analysis (RTA), moving step-by-step from coding to developing meaningful themes.

The workshop concluded with group presentations and reflective discussions, reinforcing the importance of rigour, clarity, and reflexivity in qualitative health research.

Bengkel Implementing Q: From Zero to Champion - Specialty-Led Transformation in Action 🦷✨

The Centre for Healthcare Quality Research (CHQR), Institute for Health Systems Research, had the privilege of partnering with the Perkhidmatan Kepakaran Pergigian Restoratif, KKM, in a focused consultancy engagement — Bengkel Implementing Q: From Zero to Champion.

The workshop brought together 18 Dental Restorative Specialists from across Malaysia with 9 facilitators from the same fraternity. United by a shared commitment to strengthening quality improvement (QI) practices within their specialty, the workshop helped them understand how to use the QA/QI method (The Malaysian Problem-Solving Approach) to identify quality problems in services and improve them in a structured, evidence-based way. This initiative was ably led by Dr Isma Liza Ali, QA/QI Champion 2024, with strong support from the Head of Service, Dr Roshima Mohd Sharif — a testament to the power of leadership in driving meaningful change.

Over two days, participants translated QI principles into actionable strategies tailored to restorative dental services — moving beyond theory into real-world implementation, ownership, and sustainability. This marks an important step towards embedding a culture of quality through a specialty lens.

CHQR, IHSR is truly encouraged by this momentum and looks forward to seeing how such specialty-driven efforts can catalyse broader service reform across the healthcare system.

Sesi Saringan 2 | Konvensyen QA Kebangsaan Kali ke-13, 2026

A sincere appreciation to our panel of judges (Three main judges & two protégés for oral and poster categories each), representing a truly multidisciplinary background, for their dedication and commitment throughout the Saringan 2 process.

Over the past few days, the panel has meticulously screened 141 preliminary poster projects and 66 preliminary video presentations, ensuring that each submission is evaluated with rigour, fairness and professionalism.

This year also marks several progressive steps as we strive towards digitalisation — including the introduction of a web-based marking system to enhance efficiency and transparency. In parallel, the inclusion of protégé judges reflects our continuous effort in building capacity and nurturing the next generation of QA judges.

The journey does not end here — we now look forward with anticipation to the final list of projects that will advance to the National QA Convention.

Sekalung tahniah diucapkan kepada YBrs. Dr. Muhammad Fadhli bin Mohd Yusoff, Pakar Perubatan Kesihatan Awam, atas pelantikan sebagai Pengarah baharu Institut Penyelidikan Sistem Kesihatan (IHSR), dengan pemangkuan Pegawai Perubatan Gred Utama C, berkuatkuasa pada 17 April 2026.

Dr Fadhli berpengalaman luas dalam bidang penyelidikan Kesihatan Awam. Sepanjang kerjayanya, beliau telah menghasilkan lebih 160 penerbitan ilmiah serta menyumbang dalam kajian National Health and Morbidity Survey (NHMS) dan analisis data kesihatan.

Semoga amanah yang digalas dipermudahkan dan terus membawa IHSR ke arah kecemerlangan yang lebih tinggi.
