Malaysia’s OGSE industry has built the foundation of our nation’s oil and gas and energy sectors. To ensure resilience amidst global shifts, it is time to build what comes beyond OGSE. However, MPRC pinpointed that only 17% of companies have started diversifying into the Energy Transition sector with barriers such as financial constraints.​

MPRC breaks these barriers through the Growth Beyond OGSE (GBO) Programme, a government-supported initiative under the 13th Malaysia Plan (RMK13) and the National OGSE Industry Blueprint 2021–2030. The GBO Programme is designed to facilitate OGSE companies' expansion into energy transition, circular economy, and other high-potential sectors aligned with Malaysia's national agenda.​

Since the signing of the Sabah Commercial Collaboration Agreement (CCA) in 2021, Sabah’s OGSE ecosystem has expanded at a rapid pace, recording an 87.6% increase in 2025.

MPRC supported this growth at the inaugural OGSE Sabah 2026 through speaking and exhibition engagements.

💬 Panel Session: “Realising Sabah OGSE’s Future: From Potential to Readiness”
Moderated by MPRC Vice President, Mr Ezwan Zakaria, alongside Mr Terry Biusing of SMJ Energy and Mr Mohd Razali Kamin of PETRONAS, the session highlighted a clear message' being “locally present” is no longer enough. Sabah vendors must strengthen technical capabilities, raise competitiveness, and position themselves as reliable long-term partners to secure high-value opportunities.

🎤 Pocket Talk: “MPRC’s Role in Addressing Financing Challenges for OGSE”
MPRC also shared insights on financing access for OGSE players. Based on a recent MPRC survey, 31% of OGSE SMEs and MTCs identified financial limitations as a key barrier to growth. Through initiatives such as the Finance Facilitation Programme and the i-OGSE Portal, MPRC has helped businesses secure close to RM70 million in approved funding from 2024 to May 2026.

The first National OGSE Industry Blueprint 2021-2030 Implementation Steering Committee Meeting of 2026 reviewed the progress of the OGSE Blueprint and discussed strategies to strengthen the competitiveness, resilience, and international presence of Malaysian OGSE companies for today and beyond.

During the session, YB Tuan Haji Akmal Nasrullah Haji Mohd Nasir, Minister of Economy, who Chaired the meeting for the first time, highlighted the importance of positioning Malaysian OGSE players beyond the domestic market and called for greater efforts to support their expansion into international growth markets.

He also urged OGSE ecosystem stakeholders to proactively identify and capture opportunities from the eventual recovery and rebuilding of West Asia, with MPRC tasked to lead and track the participation of Malaysian OGSE companies beyond local shores.

In line with this sentiment, MPRC is already actively facilitating vital collaborations and partnerships through key initiatives like the MPRC Regional Champions Programme (MPRC RCP), OGSE Strategic Partnership Support Programme, and Growth Beyond OGSE (GBO) Programme, empowering local companies to strengthen their competitiveness abroad while exploring the energy transition space. We look forward to working with all our stakeholders to intensify these efforts, especially amid the current uncertain period.

Since 2021, the implementation of the OGSE Blueprint has facilitated OGSE companies in meeting their finance, export, technology and strategic partnership needs, contributed to the generation of over RM2 billion in export sales by OGSE companies, supported over 100 technologies, and upskilled more than 500 industry talents.

Ahead of the OGSE Blueprint Steering Committee to be chaired by YB Tuan Haji Akmal Nasrullah bin Mohd Nasir, Minister of Economy, on 8 June 2026, MPRC recently hosted an OGSE industry briefing, bringing together relevant and key industry associations for a critical dialogue on the ongoing West Asia conflict and its direct impact on the global energy landscape and market dynamics.

Our immediate focus centred on engaging local players on navigating the business impact from ongoing geopolitical headwinds and strategically positioning Malaysian OGSE capabilities to support upcoming infrastructure rebuilding efforts in West Asia, while also having energy transition remain a key piece of the puzzle.

By gathering recommendations and collective insights directly from our industry association stakeholders, we reaffirmed that true industry resilience is about proactively preparing for global shifts, navigating the storm, and planning for the future and beyond.
